2 EXERCISE REPORT - CHRONOLOGICAL Time Event and Description Problems Set up of exercise and remove equipment from the trailer. 7:30-9:00 Started Exercise with Assistant Chairman Derren Wiemer welcoming the members and going over general logistics for the site. Introductions of Gov t Regulators / WCSS Contractors/SC members/isrt Jason Dahlgren out of the Wainwright office for AER reviewed the regulations relative to reportable spills. He also discussed cleanup expectations, containment of spills, storage of contaminated materials and the investigation process used by the field centre in the event of contravention of an order. 9:10 Jorden Utke with the Sask department ECON reviewed the production recording data stats, advised that there will be a change in the contact for spill reporting. He reviewed the process that will follow once fully rolled out. There is also some restructuring within the dept. underway and a new website is in the works. Assistant Chair, Derren introduced Todd & Kale from WCSS. They provided an overview of WCSS, its history, structure and 9:30 equipment available to the membership. Chairman Dallas Morrell invited those present to consider becoming active within the VR1 co-op by greater participation at the exercise and joining the Steering Committee. Kale discussed the equipment available to the membership. Touched on how important the wildlife trailer has become. It has proven to be the most requested of all the equipment available. Management of wildlife may take up as much 9:45 manpower at a spill as the spill itself. Dallas Morrell pointed out that we need to be cognizant of migratory birds as this has been an issue that is being experienced more frequently. Kale reviewed the procedure to follow in the event of a spill. Important to initiate response immediately, staging area and identification of roles is extremely important. 10:00 coffee break 10:15 Safety officer Tavis McKay (Devon) identified the hazards to the membership: slippery area due to rain, on the other side of the campground there will be students taking part in a cross country tournament this afternoon so participants were asked to be vigilant when leaving the area and to follow the posted speed limit. Communication will be key to safety today so be sure to be vocal about what you are doing and where you are moving to and from.
3 OSC Dean Deck provided an overview of the day s agenda. He spoke to the value of exercises and how we get out what 10:20 we put in. He advised the participants that there will be opportunity for each to have a hands on experience. Dean then reviewed the objectives of the exercise. Advised that we will have three stations with a rotation every 40 minutes. 10:45 Todd Whitby completed a dryland review of all of the equipment in the trailer and how it is used. 11:30 Lunch was provided 12:15 12:30 Exercise was started with brief safety discussion. Exercise was broken up into 3 separate areas: river boom deployment, wildlife equipment presentation, water dam & turner valley gate deployment Each area captain did a demo talk prior to starting with each group. The River area required the most volunteer participation as they used the dinghy, required individuals to man the line strung across the river, boom management & skimmer operators. Kale Haupt did the wildlife demo and provided information on practical techniques to keep wildlife out of a spill area. Delilah Stoyles (IOR) assistant OSC led the deployment of the water dam and turner valley gate at a small tributary on the opposite side of the site access area. 2:00 Teams were gathered for debrief. Area cleanup and equipment returned to trailer. 2:30 Exercise complete. Deficiencies - no garbage bags in trailer and could have used a pop up tent for registration. (should have one in each trailer)
4 AREA VR1 OIL SPILL CO-OP 2015 FALL EXERCISE Wednesday, September 16, 2015 on the Battle River at Riverdale Mini Park (10 miles north of Wainwright AB on HWY 41) Please bring: Please bring along full protective safety equipment as it is mandatory! All registrants will be expected to actively participate in this exercise. Special notes: Refer to AER Directive 71 Section 7. WCSS is required to notify the AER of all licensees that do not attend the exercise. As per Directive 71 the AER will issue non-compliance enforcement.
