3 New Care Council for Wales Hub Welcome to a new regular bulletin, which will provide updates on progress by the Care Council and its partners in developing a national learning and development plan to support the full implementation of the Social Services and Well-being (Wales) Act. The overall aim of this Welsh Government-funded initiative is to ensure the workforce is supported and informed to deliver social services in accordance with Welsh law, and its interface with other relevant statutes, and to practice in-line with the principles of the Act. Among the first resources on the Hub is a pack, with accompanying presentation, to introduce the Social Services and Well-being (Wales) Act and raise awareness of what it means for those working in social care, healthcare and wider services. The pack draws on a range of materials developed across Wales and is designed to support the delivery of a two to three-hour workshop. It aims to provide an overview of the Act, pave the way for implementing the legislation and establish a foundation for more in-depth and specialist training that people might need. Those taking part in the workshop will be aware of the background of the Act and its different parts and features. They will also be able to appreciate key differences in the future emphasis of care and support, as well as identifying changes to practice and any additional training they might need. Currently, the pack is in pdf format, but it will soon be available as a Word document. In July, an e-learning version of the introduction and awareness pack will be available, which will allow members of the workforce to complete the training online in an interactive way. Further resources will be added as training needs for specific groups become clearer, and, in the autumn, there will be more in-depth materials for those whose roles are directly affected by the Act. >>>>>>>>>>>>

5 Data Protection - FCC Staff Only SSA, SSC, HS Course Description This course presents the key requirements of the Data Protection Act especially in regards to the processing of personal data. It sets out the 8 Data Protection principles, explains why Data Protection is important, and discusses how this applies to the work of Community Services. 6 DoLS - Deprivation of Liberty Safeguarding SSA, SSC, HS, IS, VO This half day workshop provides understanding of roles and responsibilities in responding to a vulnerable adult who lacks capacity to consent to arrangements in a care home, hospital, or supported living placement that amounts to a deprivation of liberty. The course uses recent case law judgements dealing with best interests, consent and capacity. It explores the interface between the Mental Health Act 1983 (amended 2007) and the Mental Health (Wales) Measure. Participants will develop an understanding of: The different responsibilities for a Managing Authority and the Supervisory Body regarding an application of Deprivation of Liberty Safeguards The legal framework and criteria for a Deprivation of Liberty Safeguards based on current case law The interface of the Mental Capacity Act 2005 (MCA 2005) and Deprivation of Liberty Safeguards What is meant by best interest decision making within MCA 2005, current case law and its impact for practice The relevant documentation and recording process involved in a Managing Authority making an application to a Supervisory Body and the recording process for the Supervisory Body. 7 Domestic Abuse (MARAC/DASH) SSA, SSC, HS, IS, VO, PA This half day workshop aims to increase awareness in all agencies of the responsibility regarding identification, assessment and management of the risks relating to domestic abuse. It will explain the identification process of high risk factors for serious harm and homicide using the DASH risk assessment tool. You will gain an understanding of the Multi Agency Risk Assessment Conference (MARAC) process and become more confident when it is needed. At the end of the workshop, participants will: Increase awareness of agency responsibility in relation to risk identification, assessment and management Understand the risk identification process and the high risk factors for serious harm and homicide Gain a greater understanding of the MARAC process Date: 16th July 2015 Trainer: 1.30pm pm Jackie Goundrey Workforce & Development Learning Centre, Mold

9 Mental Capacity Act 2005 SSA, SSC, HS, IS, VO, PA This is a half day course on the background to, and responsibilities within, the Mental Capacity Act It is for managers, staff and carers working with vulnerable adults for whom mental capacity may be a concern. It will explore the background and content of the Act, and how it links to Best Interest Decisions and Deprivation of Liberty Safeguards (DoLS). Considerations will be given to meeting CSSIW inspection requirements, meeting needs and preferences of individuals, care planning linked to MCA, risk assessment and risk management, use of restraint, and case recording in order to evidence compliance with MCA. Participants will develop skills and understanding regarding: Definitions within the Mental Capacity Act (MCA) The Five Key Principles of the MCA Who the Act covers Assessing mental capacity Lasting Power of Attorney, advance decisions and Do Not Attempt to Resuscitate orders. 10 Professional Boundaries for Housing Services HS The aim of the course: In working with elderly and vulnerable people it is necessary for sheltered and supported housing workers to understand and work within their professional boundaries. Establishing effective and appropriate interaction between staff and service users is essential in delivering high quality services and protecting both users and staff. This course will develop workers awareness of the relevance of professional boundaries and enable them to consider how to ensure appropriate boundaries exist with residents. The session is aimed at all Staff working in sheltered and supported housing and their managers. Course Content will include: What are Professional Boundaries and their importance within the setting of sheltered and supported housing Establishing definitions of professional boundaries and boundary violation Importance of professional boundaries The legal context Identifying the risks involved Service users expectations The service user/worker relationship Professional boundaries in relation to working with other professionals and organisations Use of whistle blowing and protection from abuse policies Seeking support and surviving the experience. 12 Rent Arrears Possession Cases HS, IS The aim of the course: Rent arrears are increasing as welfare reform is implemented, but rental income is becoming even more important for social landlords. This workshop will enable participants to define their role, clarify expectations, understand the requirements and procedures of the court, prepare the evidence required and present the case to represent the best interest of their organisation. It will include the latest legal developments and case law including the pre-action protocol, (although it is not a course on the benefit changes). 13 Training to Train SSA, SSC, HS, IS, VO, PA This course will cover the basic principles of learning and training. It is aimed at those who attend larger training programmes and are often required to relay information to their teams in smaller workshops. It aims to give you the skills to deliver a thorough training session confidently. Course Content will include: An awareness of current learning theories and practices What makes a good lesson/course Appreciation of learning styles How to engage your audience The importance of planning and preparation. 14 Understanding Direct Payments and Personal Budgets SSA, SSC, HS, IS, VO, PA This half day workshop explores the current context of Direct Payments and managing Personal Budgets. It is an opportunity to focus on what services users want, what they can be helped to achieve, and get answers to questions you may have been asked but struggle to answer regarding Citizen Directed Support. Participants will develop an understanding of: Common misunderstandings and preconceptions Understanding desired outcomes when arranging Direct Payments Overcoming barriers to managing Personal Budgets The role of Penderels.
