Labelled as a game changer, these deposits have the potential to transform US Energy Policy by reducing reliance on imported oil, reducing greenhouse gas emissions and creating jobs and economic prosperity across the country. Advances in technology, in particular hydraulic fracturing ( fracking ) techniques, has allowed access to shale gas reserves that were not economically feasible until now. However, the exploitation of this new resource has created some possible environmental concerns. Come and join the conversation as we invite a panel of experts to discuss the history, technology, regulation, opportunity, and impact of shale gas development.

Throughout his 33 year career in the oil and gas industry, David has led industry-wide efforts to develop and implement strategies to address key issues at the local, state and federal level. Prior to joining FTI in 2012, David served for five years as Director of Government Affairs for El Paso Corporation.
4 Prior to joining El Paso, David was Manager for Shell E&P North America's internal and external communications. Before Shell, David was at Burlington Resources for 18 years where he became their Senior Manager of Corporate Affairs. He has also had previous stops at companies like Tesoro Petroleum, Hughes Texas Petroleum Ltd, and Coastal States Oil and Gas Co. From April 2010 through June 2012, David served as the Texas State Lead for America s Natural Gas Alliance, where he played a key role in the passage of two major pieces of legislation during the 2011 session of the Texas Legislature, and handled all media relations and outreach activities. David is past Chairman of Department of Interior s Royalty Policy Committee, and a long-time Vice Chair of IPAA s Land and Royalty Committee. He chaired the Access and Environmental Subcommittee for the National Petroleum Council s 2003 North American Natural Gas Study, and served as industry representative on two negotiated rule-making committees created through the Department of Interior. He has testified before various congressional and legislative committees on topics such as oil and gas valuation for federal and Indian royalties, producer obligations to fee royalty owners and on energy education. Boling is President of V+ Development Solutions, a division of Southwestern Energy Company. The mission of V+ Development Solutions is to identify, develop and implement solutions to the challenges of unconventional resource development that strike an appropriate balance among the environmental, social and economic impacts of the Company s activities. Prior to joining Southwestern in January of 2002, he was in private practice in Houston, Texas, specializing in oil and gas transactional work. Mr. Boling was a partner with the law firm of Fulbright & Jaworski L.L.P. where he practiced in the firm s Oil & Gas/Real Estate Section from 1982 to Mr. Boling holds a Juris Doctorate degree from Southern Methodist University and a Bachelor of Science degree in Geology from DePauw University. Mr. Boling is a frequent speaker on a variety of topics relating to unconventional oil and gas developments and hydraulic fracturing operations. He participated in the preparation of the Atlantic Council report titled European Unconventional Gas Developments Environmental Issues and Regulatory Challenges in the EU and the U.S. and he was recently appointed by Governor Andrew Cuomo to serve on the New York Advisory Panel on High-Volume Hydraulic Fracturing. Mr. Boling also initiated and continues to lead the effort by Southwestern Energy Company to collaborate with the Environmental Defense Fund and other environmental NGOs to develop a Model Regulatory Framework for Hydraulic Fracturing Operations.
5 Mr. Boling is a member of the American (Environment, Energy and Resources and Business Law Sections), Arkansas (Natural Resources Law Section) and Texas (Oil, Gas & Mineral Law and Corporate Counsel Sections) Bar Associations. Professor Daniel Hill Professor of Petroleum Engineering, Noble Endowed Chair Interim Petroleum Engineering Department Chair Texas A&M University Dr. A. D. Hill is Professor, holder of the Noble Endowed Chair, and Interim Department Head of Petroleum Engineering at Texas A&M University. Previously, he taught for twenty-two years at The University of Texas at Austin after spending five years in industry. He holds a B. S. degree from Texas A&M University and M. S. and Ph. D. degrees from The University of Texas at Austin, all in chemical engineering. He is the author of the Society of Petroleum Engineering (SPE) monograph, Production Logging: Theoretical and Interpretive Elements, co-author of the textbook, Petroleum Production Systems, co-author of an SPE book, Multilateral Wells, and author of over 150 technical papers and five patents. He has been a Society of Petroleum Engineers (SPE) Distinguished Lecturer, has served on numerous SPE committees and was founding chairman of the Austin SPE Section. He was named a Distinguished Member of SPE in 1999 and received the SPE Production and Operations Award in He currently serves on the SPE Editorial Review Committee, the SPE Global Training Committee, and is Chairman for the SPE Hydraulic Fracturing Technology Conference. Professor Hill is an expert in the areas of production engineering, well completions, well stimulation, production logging, and complex well performance (horizontal and multilateral wells), and has presented lectures and courses and consulted on these topics throughout the world. James Marston Vice President of the Energy Program Director of the Texas Regional Office Environmental Defense Fund Jim Marston is the founding director of the Texas office of Environmental Defense Fund (EDF), located in Austin, where he has served since its beginning in Jim is the Vice President of EDF's national Energy Program and also serves as Regional Director of EDF s Texas Office. Jim led the successful fight to stop TXU from building a dozen coal plants in Texas and ultimately negotiated a first-of-its-kind deal with private equity buyers involving more than a dozen commitments on climate change. He is also a leader of the Pecan Street Project, a partnership that includes Austin Energy, the University of Texas, the Chamber of Commerce, and several large high/clean tech companies aimed at making fundamental changes in the nation's electricity grid. Jim also helped to design and to advocate for some of the most innovative state legislation in the country including the Texas Renewable Portfolio Standard that led to almost 10,000 MW s of new wind energy in Texas and the first-in-the-nation no regrets global warming law.
6 Jim was EDF s State Climate Initiatives director from 2002 until In that position, he helped direct EDF s successes in states from the west coast to New England and Florida on a wide-range of legislation and regulations to reduce the emission of greenhouse gases. Among EDF s most important state climate victories was the passage of the California Car Greenhouse Gas Standards in 2002 that ultimately lead to national greenhouse standards for automobiles in 2010 and the passage of AB32 in 2006, the first state legislation with a cap on statewide emissions of greenhouse gases. Mike Watts Director of Fracture Stimulation Affairs Production Enhancement Product Service Line Halliburton Energy Services Mike Watts is Director of Fracture Stimulation Affairs for Halliburton s Production Enhancement product service line. Over his 30-year career with Halliburton, Mr. Watts has also served the Company as Vice President of Business Development for Halliburton s Red Technology Alliance; Director of Strategic Sourcing; Country Manager for Russia; and Integrated Solutions Manager for Latin America. In addition to these roles, his work experience has included a variety of other positions, such as 10 years in field operations. A member of the Society of Petroleum Engineers, Mr. Watts joined Halliburton in 1981 after earning a Bachelor of Science degree in civil engineering from Auburn University in Alabama. 7 David is a partner in the Denver, Colorado law firm of Davis Graham & Stubbs LLP. For the past four years, he served as Director of the Colorado Oil and Gas Conservation Commission. During his tenure, the Commission worked to balance energy production with environmental protection by undertaking the first comprehensive updating of its regulations in more than a decade, issuing record numbers of drilling permits, implementing various new environmental requirements, significantly reducing administrative review times, working collaboratively with local governments, and adopting hydraulic fracturing regulations that are considered a national model. While with the State, David served as the Chair of State Review of Oil and Natural Gas Environmental Regulations, Inc., a multi-stakeholder organization that conducts peer reviews of state environmental programs, and as Colorado s representative on the Interstate Oil and Gas Compact Commission, a multi-state agency that provides leadership on U.S. oil and gas issues. He also assisted the Ground Water Protection Council in developing and promoting the hydraulic fracturing website He has testified before Congress and frequently speaks on hydraulic fracturing and other energy-related topics to local, national, and international audiences. Before joining the State, David spent 24 years with the law firm of Arnold & Porter, LLP, where his practice focused on environmental law and public land. Much of that work involved permitting and litigation on behalf of major development projects facing complex regulatory requirements and extensive public involvement. He is a graduate of the University of Washington and the University of Washington law school.
