2 MISSION BRIEF Syllabus Administrative Information: Director Contact Information: Cell: Office: Office: COM 115G Office Hours: Monday & Wednesday Hours Director/Instructor Vita Dr. Langley holds a Bachelor of Science Degree in Law Enforcement, a Masters in Natural and Applied Science, and a Doctorate in Education. He has an extensive background in the field of criminal justice, having served in a law enforcement capacity at the municipal, county, and state level for nearly forty years. The last 15 years of his Law Enforcement career were spent as Director of the Oklahoma State Bureau of Investigation. He is a graduate of the Southern Police Institute Administrative Officers Course, the Southwest School of Polygraph, and served over 35 years in the Army Reserve and National Guard programs having served his last five years as the Command Sergeant Major of the 160 th Field Artillery. He has lectured abroad in Albania, China, and South Korea on leadership and law enforcement topics and is currently the Director of the School of Criminal Justice at UCO. Mission Focus (Course Description) This course is designed to provide students with an overview of the historical and current context of international and domestic terrorism using a transformational learning framework. The course will explore terrorist ideologies, existing and potential terrorist threats, and an analysis of recent terrorist attacks. Students will learn by doing in a group learning environment with groups being lead by graduate students and focusing on real world events. Groups will be held responsible for gathering and analyzing information of specific regions with individuals becoming subject matter experts on assigned countries. Groups will share their information with the class when relevant chapters in the text are discussed. The course will culminate with a Presidential Briefing conducted by each group focusing on the threats and vulnerabilities relative to their region. The course will also include discussions of the development of the Department of Homeland Security, the Patriot Act, and the role of the criminal justice system in balancing the protection of the United States and the security of civil liberties. 3 Mission Objectives (course objectives) Should you elect to accept this mission you will be expected to accomplish the following objectives. Discipline Knowledge 1. By using research and analytical techniques currently employed by fusion centers and intelligence units you will gain an understanding of how information is gathered, evaluated, and distributed. 2. You will improve your communications skill through oral and written presentation of your findings. 3. By exposure to those working in the field you will gain an understanding of how information is used to prevent terrorism or mitigate terrorist acts. 4. By conducting a Presidential Brief you will learn to provide critical information to key decision makers in a timely fashion. Leadership 1. You will develop your leadership skills by working with other on group projects that contribute to the whole. 2. Each member will accept responsibility for becoming a subject matter expert in a given area and imparting that knowledge to others. 3. Graduates students will be responsible for assuming leadership roles in each group with responsibility for making assignments, following up on deadlines, and dealing day-to-day issues impacting mission accomplishment. Problem Solving 1. You will improve critical thinking skills utilized in problem solving by developing presentations, locating and exploiting sources of information concerning terrorists groups, activities, and motivations. 2. You will hone those skills by deciding which information is critical and how that information will be delivered in a limited time frame. 3. You will institute creative ways to quickly and effectively communicate information. Global & Cultural Competency 1. Through practical exercise obtain a deep understanding of the historical context of international terrorism. 2. Through research you will develop an appreciation for the global interconnectivity of terrorist groups and activities. (2008). The Criminal Justice Student Writer's Manual, 4 th ed. Pearson. ISBN Mission Requirements (Course Requirements) Mission Desk Supervisors (Group Leaders Designated by Dr. Langley) 1. MDS s will assign countries within their areas of responsibility to group members who will become subject matter experts on those countries. 2. MDS s will maintain a learning journal on their area of responsibility. Learning journals will be written in clear concise language, grammatically correct, and well organized according to the prescribed format. 3. MDS s will review group members learning journals for completeness and accuracy. 4. MDS s will, with the assistance of their team, present a 30 minute Presidential Brief near the end of the semester. 5. Supervise the text chapter presentation given by subject matter experts, and supplement presentations as needed. 6. MDS s will conduct a peer evaluation of group members. Analysts (Group Members) 1. Read all assigned materials. 2. Develop independent sources of information on your assigned area of interest. 3. Maintain a learning journal on assigned countries outlining weekly progress of learning. (reviewed by MDS) and submitted to the Director 4. Prepare and present text chapter presentation on your area of expertise as assigned 5. Participate as a team member on problem solving exercises and the preparation of the Presidential Brief

5 Mission Assessment (Assessment) Mission (course) assessment provides the means to assign a grade but also, and more importantly, it aids in the learning process. Mission Assessment will focus on skills and knowledge. Certain skills are absolutely essential to this discipline such as writing, oral communications, and researching, these skills will be assessed as follows: Skills Assessment: Writing skills will be assessed by an examination of the journals. Journals will be assessed for content, proper format, proper APA citation, grammatical correctness, accuracy, logical flow, and readability. Researching skills will be assessed by an evaluation of the individual and group journals. Oral communications skills will be assessed based on presentations from text materials and other oral presentations such as the Presidential Brief. Thinking skills will be assessed via problem solving, creative journal entries, and innovative presentation materials. Knowledge Assessment: Knowledge will be assessed in a more conventional method through the use of a mid-term and a final examination which may include any information in the assigned reading materials or from any presentation made in class. These examinations may include essay questions. The instructor reserves the right to substitute quizzes for either the Mid-term or Final Exam. The Final Exam Date & Time is December 11, 5:30-7:20 PM Rubrics will be used to evaluate written and oral presentations and will be made available to students as those assignments are made. Every effort will be made to insure students understand what is expected of them prior to assessments that will affect the final course grade. 6 Total Possible Points 600 Grade Scale A % B % C % D % F 0-59 % The Fine Print Attendance: Student attendance is an essential element of each student's learning experience; therefore, your attendance will be monitored. Class attendance is an integral part of class participation. Since this class is held only one time per week an absence is tantamount to 3 absences therefore failure to attend class will result in a major loss of class participation points. Academic honesty is an important part of the college community. If it is found that a student has plagiarized any part of another's work the student will automatically receive a failing grade for the assignment and be referred to student affairs for additional discipline. Grade Projections: You will not receive any promises, assurances, projections, estimates or other statements from the instructor that would suggest what your final grade will be in this class. Grade estimates provided for a tuition waiver application shall not be construed as a promise, assurance, projection, estimate or any other statement suggesting what your final grade would be in this class. Graduate Students: If you are enrolled in this class for graduate credit you will be expected to lead a designated group in our global discussions on terrorism and provide feedback to the instructor on group progress and team projects. Graduate students will also be required to complete peer evaluations on students assigned to their groups. The grade scale for graduate students is a little higher ( is an A). See the graduate student grade scale Late Assignment and Incompletion Policy: Late assignments will result in a point reduction for the assignment; no credit will be given for assignments turned in over one work week (5 days) late. Incompletes will NOT be given in this class except in the case of unforeseen dire circumstances. Learning journals not deposited in the proper D2L drop-box will not be graded. Things to Remember Murphy's Law Note: As in any undertaking everything is subject to Murphy's Law. Therefore, I reserve the right to make changes in testing or assignments, if the need arises.

7 Keep in mind: You are responsible for your learning and for helping yourself and your classmates. The instructor cannot fill passive students with knowledge or with a single right answer. Learning in this course is based upon cooperation and experience. You are expected to participate in class discussions and exercises, and apply the concepts learned to your assignments. At the undergraduate level, this means that of each hour in class, a student is expected to spend at least three (3) hours doing homework. For a three credit class, a student is expected to spend nine (9) hours a week doing homework."
