1 2015 REQUEST FOR QUALIFICATIONS (RFQ) FOR BUSINESS CONTINUITY, DISASTER RECOVERY AND RISK REMEDIATION PLAN FOR THE COUNTY OF BEXAR, TEXAS INFORMATION TECHNOLOGY DEPARTMENT RFQ No
2 PURPOSE: The Bexar County Purchasing Department and the Bexar County Information Technology Department (County) invites the submittal of Statements of Qualifications from qualified firms with experience in Risk Assessments, Risk Auditing, Business Continuity and Disaster Recovery Planning at a county or city government level. This study and planning effort will be in support of the Bexar County Enterprise Data Center, Emergency Operations Data Center, and Bexar County Divisions / Departments. According to the 2010 Census Bureau, the Bexar County population has grown 23% since The annual growth rate was 2.1%, higher than it has been over the past 4 decades. Bexar County s population is projected to continue to grow, reaching nearly 2 million citizens by Importantly, the Census indicates that the unincorporated area of Bexar County grew 79% over the past decade. Population in the unincorporated area now makes up almost 15% of the entire County population. This subsequent growth of population within the County has led to the increase in demand for services. The fiscal pressure placed on the County due to plateauing property tax growth, along with a tightening of fiscal policy at the federal and state level, necessitates that the County continue to find efficiencies in its business processes and new innovations in order to remain an economic leader while still providing valuable services to a growing population. The goal of this RFQ is to identify and pre-qualify or short list Service Providers having the demonstrated experience, resource breadth, and financial capability to effectively and efficiently assume the responsibilities outlined herein. SCOPE OF WORK AND QUALIFICATIONS REQUIREMENTS: Bexar County will qualify Respondents based upon their firm s experience, background, and technical expertise in the following subject areas. Respondents must prove to the satisfaction of Bexar County that they meet all the qualification requirements described herein. The scope of this request is defined as experience with: 1. Discovery and Assessment of the current As Is State and; a. Gather information and present quantitative and qualitative data as well as subjective interpretation relative to the critical functions and services. b. Identify and interpret strengths and weaknesses of current service delivery methods and the potential continuity thereof. c. Interview pertinent elected and appointed office holders, agency heads, and other necessary individuals to obtain information necessary for the study. Meet with key persons individually or in the context of a DR Implementation Team to gather information and discuss strategies and direction.
3 2. The Risk Analysis and its resulting documentation will become the baseline of operations and is the corner stone of any Business Continuity and Disaster Recovery Plan. The assessment of risk should conclude with the following deliverables: a. Documentation of Core Business Processes and Business Functions. b. Application (software) inventory identifying integration points within county systems and 3 rd party service providers/software. c. Applications assigned Risk and Criticality based on weighted scores d. Network and Systems Diagrams keying in on entry/exit points to/from the private network. e. Hardware inventory including the primary data center and all other business partners and locations. 3. Investigate and Present to the client various best practices for Disaster Recovery and Business Continuity Strategies in the areas of information technology, service delivery, communication, facilities, critical infrastructure, and public relations. Investigate and present strategies in other pertinent areas. 4. Determine Options for Remediation of current Data Center Risk and recommend a formalized and documented process to ensure on-going plan feasibility and readiness. 5. Prepare a comprehensive DR/BC plan document for official use. Plan should include but may not be limited to the following: a. An executive summary for leadership use. b. Readiness measures for implementation. c. A detailed readiness implementation plan considering fiscal impact and timing, and funding availability. d. A response plan for varying types of disaster events and resource options for assistance. 6. Use consensus and team building models to lead the DR Implementation Team toward a cohesive DR solution. Ensure the proposed solution(s) and plan meets the current and future demands and needs of client and readies client to deal with potential events from a position of strength and proactive preparedness. There will be no pre-qualification conference. Prospective Respondents needing additional information/clarification to this Request for Qualification (RFQ) are requested to questions to Jason Burgos, CTPM at jburgos@bexar.org. The deadline for submitting questions is Tuesday, May 5th, 2015 at 12:00 p.m. (CST). All relevant questions will be answered via letter of clarification to this RFQ and posted on the County s website. STATEMENT OF QUALIFICATION (SOQ) SUBMITTAL: The SOQ shall identify all terms and conditions anticipated with the types of services envisioned as part of this project. At a minimum, the technical SOQ shall contain the following items (10-page maximum for each section): Executive Summary Service Provider Information Examples of the most recent contracts for this type of work References for relevant type of work Documentation of Certifications One original shall be submitted on 8½ x 11-inch sheets in one loose-leaf binder with original signatures, labeled section dividers and six (6) PDF copies on separate CDs. Text shall be double-spaced, and pages shall be single-sided in type font Arial size 11. Respondents must respond concisely to each of the requirements or questions presented in the following subsections. Each requirement or question must be responded to separately, with the requirement or question preceding each response Each SOQ shall be organized in the following order: 1. Outside Cover of the binder and/or first page: Shall contain the name of the SOQ ("Statement of Qualifications for Business Continuity and Disaster Recovery Plan for Bexar County ), the name of the respondent, and the submittal date. Remember to label the cover and first page of the binder, with original documents in it, "ORIGINAL" on the cover. 2. Table of Contents: The next page shall be a table of contents.
5 3. Section: 1 Divider (Letters and Forms) a. Transmittal Letter: The first page following the divider shall be a one-page letter transmitting the response to Bexar County Purchasing. The transmittal letter shall say that the signer of the document is authorized by the Respondent to sign the document. At least one copy of the transmittal letter shall contain the original signature of a partner, principal, or officer of respondent. b. M/WBE Letter(s): Following the transmittal letter shall be a one-page letter from each County-certified M/WBE firm included on the team, indicating the M/WBE firm's desire to be included on the team and indicating a general statement of the scope of services the M/WBE firm will perform if Respondent is selected. NOTE: The scope of service proposed by the M/WBE firm must match the service for which the M/WBE firm is certified by County. At least one copy of each of this letter shall contain the original signature of a partner, principal or officer of the M/WBE firm. c. Copy of Conflict of Interest Questionnaire: (Texas Ethics Commission Form CIQ found at Local Government Code Chapter 176 requires firms seeking to do business with the County of Interest Questionnaire with the County. 4. Section 2: Divider Project Brief: a. The respondent shall select a total of five projects to highlight as best representing the firm s experience and provide a briefing sheet for each that shall be one-page and should contain information, which shows the capability of the firm and Project Manager to provide the range of services that are required by this project. The work described must have been performed within the past ten years. Minimally, each brief shall contain: i. Project name and location ii. Dates services were delivered. iii. Short description of services provided iv. How this experience relates to this RFQ project. 5. Section 3: Divider (Narrative) a. Narrative: The Respondent will provide no more than three pages of narrative that describes: i. Firm s understanding of the County s needs and Firm s approach to this project; ii. Firm s systems and processes for ensuring quality and timely performance on projects; iii. Firm s track record of meeting deadlines and working with a budget.
6 REQUIRED QUALIFICATIONS AND SELECTION CRITERIA: A selection Committee, composed of representatives from Bexar County, will review the SOQs. The criteria used to evaluate the RFQ responses will include the following: 1. Completeness of submittal response: SOQ follows the prescribed format and contains all information requested in RFQ (maximum 25 points). 2. Experience: in similar or relevant projects by firm (maximum 30 points). a. In order to receive full points, a responding firm must have at least 5 performance contracting references of similar size, scope or focus; 3. Business qualifications: project track record of firm, number of years in business or provider of the services being offered for this program; (maximum 15 points). 4. Financial qualifications: the long-term financial viability of the entity proposed to provide technical and financial guarantees; may be demonstrated by audited financial statements including income statements, balance sheets and statements of change for two most recent completed fiscal years (maximum 15 points). 5. Project management qualifications: ability to adhere to schedules and to timely complete all phases of the contracting process (maximum 15 points).
