3 1.3 RFQ Schedule and Proposal Submission Provided below is the anticipated schedule of events. The City reserves the right to adjust the schedule and to add or remove specific events to meet the unique needs of this Project. Advertisement of RFQ: February 6, 2015 Pre Submittal Meeting: March 5, 2015 at 9:00 AM to 11:00 AM Charlotte Mecklenburg Government Center 600 East Fourth Street CH 14 (in the basement) Charlotte, North Carolina Deadline for Questions: March 12, 2015 DUE DATE & TIME FOR PROPOSALS: Evaluation Meeting: Selection Announcement: March 25, 2015 at 2:00 PM April 14, 2015 (anticipated) April 14, 2015 (anticipated) Attendance at the pre submittal meeting is strongly encouraged, but is not mandatory. Proposals shall be enclosed in a sealed envelope or package and addressed to the City. The name and address of the prospective company, the RFQ number, and RFQ title, shall be placed on the outside of the package. All items required for a responsive proposal shall be included. It is the sole responsibility of the company to ensure that the proposal is received no later than the established due date and time at the proper location. Proposals received after the due date and time will not be considered. Proposals submitted by facsimile or other electronic means will not be accepted. Submit/Deliver to: City of Charlotte 14 th Floor Customer Service Desk 600 East Fourth Street, Charlotte, North Carolina Attention: Eric Sanburg, Engineering Contracts Specialist 1.4 Evaluation Criteria & Process Companies will not be considered unless the following minimum qualifications are met: North Carolian Real Estate Broker s License for key staff, North Carolina Notary Public for key staff, North Carolina Firm Real Estate License, and Specific right of way training of principals and agents. Evaluation criteria include, but are not limited to, the following, listed in relative order of importance: Qualifications, certifications, abilities, and experience of firm in providing acquisition and relocation services for similar projects; Qualifications, certifications, abilities, and relevant experience of key team members; Past experience and demonstrated success on similar federally funded and municipal acquisition and relocation projects, including providing services for eminent domain projects. 4 Approach to the right of way acquisition and relocation process, including availability and ability to meet established schedules; Familiarity with local, codes, practices, federal guidelines and federal agency requirements, as evidenced in any previous projects; Charlotte Business INClusion Outreach Documentation; and Responsiveness, relevance, and readability of proposal package The City will appoint an evaluation committee whose responsibilities will include performing independent technical evaluations of each proposal and making selection recommendations based on the evaluation criteria provided above. Evaluations will focus on identifying the relative strengths, weaknesses, deficiencies, and risks associated with each proposal. The City reserves the right to obtain clarification or additional information with any company in regards to its proposal. The City reserves the sole right to select the most qualified companies on basis of best overall proposal that is most advantageous to the City. Companies who submit proposals will be notified of the selection results. Final recommendation of any selected company is subject to the approval of City Council or City officials. 1.5 Proposal Format Interested companies must submit at least seven (7) bound original proposals, including all required forms and one (1) CD or USB drive containing a digital copy of the complete proposal package in PDF format. Proposals are limited to a maximum of ten (10) single sided numbered pages. Required forms, resumes, tabs or dividers, and the coversheet do not count toward the page limit. Proposals shall be printed on eight and a half by eleven inch (8 1/2 x 11 ) paper, although pages containing organizational charts, matrices, or large diagrams may be printed on larger paper in order to preserve legibility. Type size shall be no smaller than eleven (11) points for narrative sections, but may be reduced for captions, footnotes, etc., as required, while maintaining legibility. Submissions that do not conform to the requirements listed herein may be removed from consideration at the sole discretion of the City. Please submit packages comprised of materials that are easily recyclable or reusable. 1.6 Proposal Content Proposals shall be arranged as follows: Arrangement of tabs must be in the same order of the Evaluation Criteria in Section 1.4 above. 5 Coversheet: General Information A. Describe your interest in this Project and the unique advantage your firm and team brings. B. State any conflicts of interest your firm or any key team member may have with this Project. C. Describe any unresolved claims, disputes, and/or current litigation with the City of Charlotte or any other entity. D. Describe any claims, disputes, and/or litigation with the City of Charlotte that was resolved/settled within the past five (5) years. E. In the RFQ cover letter, indicate the types of projects your firm is willing to work on (check all the following that apply): Work on Locally funded projects. Reference Section 3 and CIP Scope of Service and Storm Water Services Maintenance & Repair projects. Reference Storm Water Scope of Service Work on State funded projects. Reference Section 4 Work on FHWA funded projects. Reference Section 5 and FHWA Scope of Service Work on FTA funded projects. Reference Section 6, FTA Scope of Service and Work on HUD funded projects. Provide a description of the company that will enter into the contract(s) with the City, including origin, background, current size, financial capacity, available resources, general organization, and company headquarters. Identify the name and title of the person authorized to enter to the contract(s) with the City. In addition, provide the name of each proposed subconsultant firm, the office street address, contact name and telephone number, and the services to be provided. B. List a maximum of five (5) projects per scope of services, up to twenty five (25) relevant, similar projects total, either currently in progress or having been completed in the past three (3) years, containing work comparable to the work anticipated as a result of this RFQ, including any projects with the City, as follows: List only projects involving the key team members or subcontractors proposed for this Project. List projects in date order with newest projects listed first and include the following: o Brief project description including the number of parcels and the type of property rights acquired, if federal, list the federal agency funding the project, demonstrate a variety of project types (water/sewer, road, sidewalk, storm water, utility, transit, relocations, etc.); o Owner s representative having knowledge of the firm s work, include the contact name, phone, , address; o Contract dollar amount and total time period involved, if completed on schedule; and o Discuss the methods, approach and controls used on the project in order to complete it in an effective, timely, economical and professional manner RFQ # Page 4 AD 1 of 88

6 Tab 2: Qualifications, certifications, abilities and relevant experience of key team members A. Provide an organizational chart of all key team members who will be directly involved in providing services, including any subcontractors, to be assigned specifically to this project. Identify the Project Manager who will be empowered to make decisions for and act on behalf of the firm. Identify any member of the team that is certified as a minority, women or small business firm. B. Describe any previous collaboration(s) between key team members, the responsibilities of each team member during these collaborations, and the project(s) outcome. Cite any significant achievements reached as a result of this collaboration. Discuss the successes of the team collaboration, and any problems encountered and methods used to mitigate issues. C. Resumes may be submitted for each proposed key team member. Resumes will not be counted towards the page limit. Tab 3: Past experience and demonstrated success on similar Federally funded and municipal acquisition and relocation projects, including providing services for eminent domain projects A. Describe a unique skill that your Firm possesses, due to past experience, which helped achieve a successful project outcome. Tab 4: Approach to the right of way acquisition and relocation process, including availability and ability to meet established schedules A. Describe the firm s experience and capability in these areas, as applicable: Establishing excellent working relationships; Successfully negotiating right of way acquisitions and relocations; and Any other applicable skills. B. Describe the firm s project approach, procedures and processes for managing performance based on past experience in the following: Project management technique for timely, responsive, and clear communications and collaboration with clients to identify and resolve conflicts; Backup and support personnel, specialty experts, and other resources and their locations; Specialized services; Meeting schedules and budgets; and Quality control C. Describe your most difficult right of way acquisition and/or relocation transaction and how the matter was ultimately resolved. Did this meet your client s needs? Did it provide any useful lessons for future acquisitions and/or relocations? D. What is your firm s typical approach to an acquisition and/or relocation? Describe the negotiation strategy typically utilized by your firm. E. Does the firm foresee any special challenges for these projects? If so, please describe.
