1 N O T I C E REQUEST FOR STATEMENT OF QUALIFICATIONS RFQ# POLICE DEPARTMENT PARKING GARAGE The City of Frisco is seeking qualification statements from experienced engineering, architecture, and other professional firms who can demonstrate they have the resources, experience, and qualifications to provide engineering and architectural design services for a single deck, two floor parking garage structure to be constructed adjacent to the Frisco Police Headquarters, 7200 Stonebrook Parkway, Frisco, TX The parking garage structure will be built on an existing surface lot located directly west of the Police Headquarters. Please refer to Exhibit A which shows a general schematic of the proposed structure and general location. The prospective firm should make themselves aware of the existing site prior to submission. There are currently existing water lines, electrical easements, and other site restraining utilities in the area, the selected firm will be responsible for designing a facility with these potential factors in mind. Additionally, the existing facility is an active public safety facility and the construction of the new garage structure should not impact or constrain the operations of the Police Headquarters. The design of the parking structure shall consider use of the facility by Police Department personnel, equipment, vehicles, and a potential fenced impound area. The consultant selected for the design must work directly with the City to create artistic elements that enhance the aesthetics of the structure. The project size of the structure is a single deck, two floor design with a capacity of at least 231 spaces. Currently, the surface parking lot has 93 spaces. The consultant will need to determine if the existing surface lot paving can be incorporated in the parking garage structure. The design may include up to two pedestrian bridges connecting the garage to the Police Headquarters building. Additionally, the design must accommodate appropriate height clearance for fire and ambulance apparatus as well as turning radii requirements on the first and second floors. Scope of Services includes, but is not limited to, the following: i. Space Programming ii. Hire, manage, and coordinate with Sub Consultants a. Mechanical, Electrical, Plumbing (MEP) b. Fire Protection Engineering c. Structural Engineering d. Telecommunications e. Geotechnical Review Services iii. Architectural Design a. Schematic Design - SD i. Validate scope of work ii. Schematic design package that shows the scope of work for renovations / improvements for the Facility, maximizing construction efficiencies.
2 Package will include drawings, narrative, and outline specifications, including interior design and finish out iii. Preliminary MEP and Structural Engineering systems definition in narrative form iv. Two exterior and two interior renderings of the Facility showing proposed design v. Minimum three SD meetings with the City to review concept plan an schematic design planning b. Detail Development (Detail Design - DD) i. Design development package, package will include drawings, narrative, and outline specifications ii. Provide DD level MEP and Structural drawings iii. Provide updated drawings to City / Construction Manager for continual input c. Construction Documents - CD i. Provide issue for construction document package for final GMP (guaranteed maximum price) pricing and permitting, package will include drawings and technical specifications as well as bid form documents for City to bid the job ii. Minimum three meetings to review progress of documents at appropriate percentage of completion with City iii. Furniture schedule and specifications for City procurement d. Construction Phase Services i. Including onsite walkthroughs and weekly construction coordination meeting throughout the duration of the Facilities renovations / improvements, including meeting minutes and project tracking e. As Builts / Record Documents i. Coordinate with Contractor, Sub Contractors, and Sub Consultants to produce hard copy and electronic As Built documents, as required by the City. Responses should be clearly marked RFQ # Six (6) copies of the qualification statement shall be submitted. The qualification statements should adhere to the page limits set forth in Instructions for Submissions below, single sided pages on 8-1/2 x 11 paper, excluding one-page resumes of all team members that should be included. 2

Clarifications which might affect other firms responses will be posted to the City of Frisco website at Early requests for clarification are encouraged. The deadline for questions related to this RFQ is October 14, 2015 by 4:00 pm Central Standard Time. Respondents are not permitted to contact (by any means of communication) City staff or other persons affiliated with the City for any reason before, during, or after the selection process. Any or all contacts shall be only for the express purpose of clarifying the specifics of the Request for Statement of Qualifications, and shall be directed to the address mentioned above. All written qualification statements submitted will be evaluated by a Selection Committee led by Ben Brezina, Assistant to the City Manager. The review of the qualifications statements will be based on the following selection criteria: 1. Qualifications and Past experience of Firm and Team Project members 2. Comparable Projects/References and/or Past experience with the City of Frisco 3. Methodology and Approach to the Project 4. Project Schedule, Current Workload The qualification statement should specifically address each criterion for evaluation. The top ranked firms may be asked to meet with the City to make oral presentations. However, the City may make a selection directly from the written submittals due to the time sensitivity of the project, the City of reserves the right, without prejudice, to reject any or all submittals. Due to the time critical nature of this project the chosen firm will enter into negotiations immediately with the anticipated contract to be approved by City Council on November 17, 2015 and notice to proceed shortly following. INSTRUCTIONS FOR SUBMISSION PHASE I MINIMUM REQUIREMENTS Submittals for Minimum Requirements shall be prepared simply and economically, and shall provide concise answers to the requested information in the order and format prescribed below. Failure to do so may be cause for disqualification from further consideration. Emphasis will be placed upon clarity and completeness of the submitted response, as opposed to the artistic appearance of the submission. A total of [six (6)] copies of each submittal shall be neatly packaged and sealed, with the address of the recipient affixed to the exterior face. 1. Architect s Introductory Letter of Interest (2 pages) 3
4 This document, to be signed jointly by the Partner-in-Charge and the proposed Project Architect/Manager, should be a statement in essay form that allows personal expression as to: a. Why you believe your firm is aptly suited to perform architectural services for the City of Frisco on the Project; b. What special qualities/attributes you and your firm possess that would render superior performance on your assignment; and c. Specific instances where other clients have benefited as a result of your association with their construction program. Please limit your Letter of Interest to two letter-size pages. 2. Architect s Qualification Statement: Attach a completed AIA Document B Architect s Qualification Statement. In the event that a submitting firm has multiple offices, submit one B for the office which will be assigned to manage the Project work, and a separate B providing the information for the collective company. In the event that one or more firms are submitting via joint venture, each participating firm shall fully complete a B Additionally, a detailed description of the proposed organizational structure and the proposed role of each firm of the conglomerate shall be provided. Where articles on the B would be duplicated on supplemental requested information so stipulate on the form. Do not leave any spaces completely blank. 3. Additional Information Required (15 pages): Comment on your firm s qualifications, including general information and brief history of the firm, including a chronology of the firm s origin through its current status and any changes in ownership, locale, or addresses since its inception. The qualifications statement should clearly demonstrate the firm s ability to do the project described above. The qualifications statement shall designate the individuals who will be assigned to the project and shall provide a resume, and availability chart with amount of time you estimate each team member will spend on the project. The qualification statement shall include a description of the design approach suggested for the project. The qualification statement shall also include a design schedule, cost estimates if available, and a construction schedule. The engineering firm should also detail their standard Quality Assurance / Quality Control process for design, including what is standard practice for all stages of the design process. Please limit your Additional Information section to 15 (fifteen) letter-size pages. 4

Prior Related Work Experience: A list of similar projects (minimum of 3) in scope and size that the firm and proposed project team members have completed in the last five (5) years shall also be provided. For each similar project, a description shall be provided along with total project cost, design length of time, construction completion date, names of the design team members involved in the project, name of the client, contact person, phone number of client, and General Contractor for the project. 5
