Further, the committee wants the cabinet to approve multiple requests for adjustments to officiating fees that would include a fee reduction for the instant replay official, an increase to the game officials fee that would be phased in over a three-year period ( ), as well as the addition of an instant replay communicator for all preliminary rounds. h. NCAA Division I Men's Golf Committee. Further, the cabinet will be asked to approve an adjustment to identifying regions based on conference affiliation rather than school location, the addition of five officials to the championship officiating crew as well as approve conference AQs for the 2015 championship. Due to the fact that rowing is a joint championship, the NCAA Divisions II and III Championships Committees also will consider the officiating request during their September meetings. q. National Collegiate Men's and Women's Skiing Committee. [Supplement No. 27] (Harry Sheehy) [Action anticipated] Background: The cabinet will be asked to approve host sites for the 2015 regionals and to increase the number of awards provided for each championship event from eight to 10. r. NCAA Division I Softball Committee. Additionally, the cabinet will be asked to support an official legislative name change for the sport committee that would include "cross country" in the title. The Division II Championships Committee has already approved the change to the committee name, and the Division III Championships Committee will consider it during its September meeting. v. National Collegiate Men's Volleyball Committee. [Supplement No. 33] (Krimmel) [Action anticipated] Background: The committee wants the cabinet to approve adjustments to the selection dates in 2015 and 2016, as well as revisions to the selection criteria for the season. 9 NCAA Division I Championships/Sports Management Cabinet Agenda September 9, 2014 Page No. 8 Background: The cabinet will be asked to sponsor noncontroversial legislation to eliminate requiring a student-athlete to be withheld from an equal number of contests after the legislated period of ineligibility that occurred during the time of collection of a positive drug-test specimen until the confirmation of the positive result. The NCAA Divisions II and III Management Councils are also considering this request. 18. Report of the Playing Rules Oversight Panel. [Supplement No. 38] (Steinbrecher) [No action anticipated] Background: The cabinet will review rules changes that would affect championships execution or cause financial implications. 19. 10 SUPPLEMENT NO. 1 DI Champs/Sports Mgmt Cabinet 09/14 REPORT OF THE NCAA DIVISION I CHAMPIONSHIPS/SPORTS MANAGEMENT CABINET JUNE 27, 2014, MEETING The NCAA Division I Championships/Sports Management Cabinet submits this report from its June 27, 2014, meeting. KEY ITEMS. Championships Review Cabinet Working Groups. The cabinet's working groups continued their work in reviewing key areas under the cabinet s purview including but not limited to sports sponsorship, championships travel and policies and procedures related to the administration of championships. The purpose of the review is to ensure a responsible transition should a new governance structure be adopted in Division I. In addition, the cabinet will continue to vet issues in these areas and stand ready to collaborate further with the NCAA Division I Collegiate Commissioners Association on potential recommendations should such assistance be desired. ACTION ITEMS. 1. Legislative Items. None. 2. Nonlegislative Items. None. INFORMATIONAL ITEMS. 1. Championships/Sports Management Cabinet Report. The cabinet approved the report from its February 11, 2014, meeting as previously distributed. 2. NCAA Division I Leadership Council, NCAA Division I Board of Directors and the NCAA Executive Committee April 2014 Meetings. The cabinet received several informational reports related to current issues being addressed within the Division I governance structure. As part of the reports, NCAA staff provided a summary of the ongoing Division I governance discussions and an update on changes to transfer policies.

11 SUPPLEMENT NO. 1 DI Champs/Sports Mgmt Cabinet 09/14 Page No. 2 In addition, the cabinet discussed a request from the NCAA Executive Committee to provide feedback on the NCAA's current confederate flag policy. The cabinet reaffirmed its position that the current policy should remain in place (i.e., that venues in South Carolina and Mississippi will not be permitted to serve as host for NCAA championships that have predetermined sites. The cabinet discussed but did not support sport-specific exceptions to the current policy. 3. National Invitation Tournament Discussion. Dan Gavitt, Vice President for Division I Men's Basketball provided an update on the postseason National Invitation Tournament (NIT) and the NIT Season Tip-Off. It was noted that the cabinet, NIT Board and NIT participants are interested in maximizing the potential of the event and ensuring a positive experience for all involved. The NIT Board intends to conduct additional evaluations and seek formal participant feedback. The cabinet encouraged the NIT board to review the committee member selection process (including committee member term limits), the team selection process and tournament seeding principles. The cabinet requested a status report for a future cabinet meeting. 4. Report from the NCAA Division I Student-Athlete Advisory Committee. The cabinet received an informational report from Ben Swinford, a member of Cornell University's baseball team. No action was taken. 5. Fall/Winter Championships Survey Results. The cabinet received a summary of participant feedback from the fall and winter NCAA championships. The feedback indicated that the areas identified as most important to student-athletes remain unchanged (officiating, game presentation and team activities). In addition, the cabinet was encouraged with the increased response rate. 6. NCAA Site Selections and Bid Process Recap. NCAA staff summarized feedback received following the site selection campaign, which concluded with the announcement of 523 sites in December. Staff noted that per diems were maximized by contracting with vendors and pursuing volume discounts, resulting in greater amenities, lower room rates and the return of additional savings to the membership. Due to the success of the campaign, it is anticipated that a similar approach will be followed in future years. Further, staff noted that all host agreements will be in place by the end of July 2014 and all hotels will be under contract through the academic year by December 31, 2014.

NCAA staff presented the year-to-date financials along with a comparative analysis for the last three years. Staff noted that transportation costs continue to increase and will be greater than last year. 8. Reports of Sports and Sport Issues Committees. a. Men's Basketball Committee. The cabinet received an informational report without taking action other than to encourage the committee to consider the location of championship lodging in relation to competition and practice venues. b. Women's Basketball Committee. The cabinet received an informational report without taking action. c. Women's Bowling Committee. After reviewing the committee's plan for implementing automatic qualification, the cabinet approved a recommendation to change bowling from an individual sport to a team sport for automatic qualification purposes. d. Field Hockey Committee. The cabinet agreed to allow the committee to seed and separate 50 percent of the bracket. Further, the cabinet agreed to grant the committee an exception to its normal policy so that the committee can avoid second round match-ups except when five or more teams from the same conference are in the bracket. In granting approval, the cabinet highlighted the committee's assertion that the changes would not negatively impact the Association's budget. In addition, the cabinet discussed the committee's interest in adding video review and expressed concern about using instant replay for some sports and not others as well as concern about the quality of such review from one site to another. The cabinet agreed to include video review on a future agenda. e. Football Championships Committee. The cabinet took the following action on recommendations from the committee: (1) Approved a recommendation to change the NCAA Simple Rating System to standardize the number of games played. (2) Citing potential unintended consequences, the cabinet did not approve a recommendation to include a margin-of-victory component, capped at 21 points.

13 SUPPLEMENT NO. 1 DI Champs/Sports Mgmt Cabinet 09/14 Page No. 4 (3) The cabinet agreed to increase the minimum financial guarantees as follows: (1) $40,000 for second-round games (up from $30,000); (2) $50,000 for quarterfinals (up from $40,000); and (3) $60,000 semi-finals (up from $50,000). f. Men's and Women's Rifle Committee. The cabinet approved a recommendation that effective with the 2015 championship, championship awards/trophies be given only to the top three place finishers in each award category, thus reducing the number of awards presented at the championship from 88 to 75. Further, the cabinet gave approval to provide an additional award for the Most Outstanding Shooter, noting that the reallocation of awards will result in a savings of approximately $1,000 per championship. Finally, the cabinet encouraged the committee to consider changing the title of the new award from Most Outstanding Shooter to Most Outstanding Performer. g. Men's Soccer Committee. The cabinet approved the committee's recommendation related to regional realignment. Specifically, the following regional alignments will be effective with the academic year: Northeast region composed of the Patriot League, Northeast Conference and Metro Atlantic Athletic Conference (29 total institutions); East region composed of the American Athletic Conference, America East Conference and The Ivy League (25 total institutions); South region composed of the Atlantic Coast Conference, Big South Conference and Southern Conference (29 total institutions); Great Lakes region composed of the Mid-American Conference, Big East Conference and Horizon League (24 total institutions); Midwest region composed of the Big 10 Conference, Atlantic 10 Conference and Colonial Athletic Association (28 total institutions); Southeast region composed of Conference USA, the Atlantic Sun Conference and Sun Belt Conference (23 total institutions); West region composed of the Western Athletic Conference, The Summit League and Missouri Valley Conference (26 total institutions); and Far West region composed of the Pac-12 Conference; Big West Conference and West Coast Conference (21 total institutions). As informational items, the cabinet noted the importance of sharing site evaluations with future hosts and a renewed emphasis on the importance of having the coordinator of officials attend the administrative and officials meetings. h. Women's Soccer Committee. The cabinet received an informational report from the committee without taking action.

14 SUPPLEMENT NO. 1 DI Champs/Sports Mgmt Cabinet 09/14 Page No. 5 i. Men's and Women's Swimming and Diving Committee. The cabinet granted a waiver of cabinet policy to permit a head coach to serve as committee chair. As a result, the committee appointed Bill Ball, head women's swimming coach at Central Connecticut State University as committee chair. j. Track and Field Committee. The cabinet received an informational report from the committee without taking action. k. Men's Water Polo Committee. The cabinet approved a recommendation to change the 2014 championship selection date to November Wrestling Committee. The cabinet approved a recommendation that an additional week of the coaches' ranking be added following conference/qualifying tournaments. Currently, the committee considers three weeks of rankings during its deliberations. As an informational item, the committee noted that the Big 12 will no longer receive preallocated slots based on the conference's composition (i.e., four sponsoring institutions). The committee anticipates submitting a recommendation to add a team component to the wrestling championship and providing additional information on the concept for consideration at the cabinet's September 2014 meeting. 10. NCAA Division I Men's Basketball Issues Committee. The cabinet took no action on the committee's request to sponsor proposals that would: a. Permit the employment of an individual associated with a prospective studentathlete as a noncoaching staff member when the hiring involves an internal reassignment of an institutional coach to a noncoaching staff position. b. Alter the basketball event certification requirements. Due to the legislative moratorium, the cabinet recommended that the committee resubmit recommendations for review once the legislative moratorium has concluded. The report also noted that the committee did not recommend any changes to the current legislation regarding qualifying regular season multiple team events, but agreed there is merit in continued evaluation of the potential unintended consequences of such events that have occurred since the original adoption of the rule.

15 SUPPLEMENT NO. 1 DI Champs/Sports Mgmt Cabinet 09/14 Page No NCAA Division I Football Issues Committee. The cabinet received an informational report without taking action. The report noted the committee affirmed that it should continue to be responsible for reviewing all issues related to Division I football and act as an information conduit among the various football-specific groups within the Association. The committee will review its meeting schedule to ensure that the timing of meetings is aligned to facilitate the communication of key football issues among various groups. 12. Report of the Playing Rules Oversight Panel. The cabinet received an informational report without taking any action. The report noted the committee issued a directive to all rules committees to strongly consider providing at least a one-year delay before proposing any rules change that has a financial impact or an impact on institutional facilities. Any rules changes affecting student-athlete safety will continue to be made without delay. 13. Championships Logo Presentation. NCAA staff provided an update on the current project to modify NCAA championship logos to unify and celebrate student-athlete success across all divisions. Eight hundred stakeholders were surveyed throughout the various phases of the project, including athletics administrators, student-athletes, corporate partners, equipment suppliers and fans of intercollegiate athletics. It is anticipated that the new logos will be used in advertising and promotion related to the championships and associated advertising and promotions. 14. Update on Championships Selection Shows and Webcasting at Championship Sites. NCAA staff provided an update on the timing of championship selection shows and webcasting of championships. The staff noted that all selection shows are televised or webcasted on Current contracts with media partners provide a window for broadcasting between 10 a.m. to 10 p.m., while shows webcasted are timed to provide the bracket information as soon as possible following the sport committees deliberations. The time between the committees' decisions and the selection shows varies from three hours for webcasted shows to four hours for broadcasted shows. The cabinet also discussed a request to require host institutions to webcast preliminary rounds of championships when the media rights are not included in an existing broadcast agreement. The staff noted that it plans to survey the Division I membership to evaluate how many institutions have the capability to stream athletics events. The cabinet agreed that a long-term goal should be to broadcast or webcast every championship and appeal to continue to discuss the issue once survey results are available.

The cabinet approved Louisville, Kentucky, as host for the for the 2014 Men's and Women's Cross Country Southeast Regional championships. 16. Automatic Qualification. a. NCAA Division I Field Hockey Committee. The following conferences were approved for automatic qualification for the 2014 championship: America East Conference; Atlantic 10 Conference; Atlantic Coast Conference; Big East Conference; Big Ten Conference' Colonial Athletic Conference; Ivy League; Metro Atlantic Athletic Conference; Mid-American Conference; Northern Pacific Field Hockey Conference and the Patriot League. b. NCAA Division I Football Championship Committee. The following 11 conferences were approved for automatic qualification for the 2014 NCAA Division I Football Championship: Big Sky Conference; Big South Conference; Colonial Athletic Association; Mid-Eastern Athletic Conference; Missouri Valley Football Conference; Northeast Conference; Ohio Valley Conference; The Patriot League; Pioneer Football League; Southern Conference and Southland Conference. c. NCAA Men's Soccer Committee. The following 24 conferences were approved for automatic qualification for the 2014 NCAA Division I Men's Soccer Championship: America East Conference; American Athletic Conference; Atlantic 10 Conference; Atlantic Coast Conference; Atlantic Sun Conference; Big East Conference; Big South Conference; Big Ten Conference; Big West Conference; Colonial Athletic Association; Conference USA; Horizon League; The Ivy League; Metro Atlantic Athletic Conference; Mid-American Conference; Missouri Valley Conference; Northeast Conference; Pac-12 Conference; Patriot League; Southern Conference; The Summit League; Sun Belt Conference; West Coast Conference and Western Athletic Conference. d. 26 NCAA Division I Championships/Sports Management Cabinet Policies and Operating Procedures 09/14 Page No. 1 OBJECTIVES OF THE NCAA DIVISION I GOVERNANCE STRUCTURE For the NCAA's governance structure to achieve its desired goals and be responsive to the NCAA Division I Board of Directors, it is imperative that staff liaisons and representatives serving within the structure be mindful of the objectives and intent of its design. OBJECTIVES OF ALL DIVISION I CABINETS 1. Develop a national dialogue within the full membership on consequential issues facing Division I and use representative governance bodies to develop legislation and discuss policy issues. 2. Achieve a significant contributing role for the membership in decisions that set the direction of the Association. 3. Identify a delegated agenda from the Board on which the governance entities take action for the Association. 4. Ensure governance matters are addressed at the appropriate level in the substructure so the Board and the NCAA Division I Legislative Council and the NCAA Division I Leadership Council are not tied down addressing minutiae. 5. Attract the right people to serve (experience, maturity, respect and judgment) for meaningful work. 6. Promote membership trust that the operating level of intercollegiate athletics has a voice in consequential decisions within the Association. 7. Provide for minimum representational (functional, gender, ethnicity) distribution in some defined sense overall within the governance structure, but not necessarily on each Council, cabinet or committee.

27 NCAA Division I Championships/Sports Management Cabinet Policies and Operating Procedures 09/14 Page No. 2 NCAA Division I Championships/Sports Management Cabinet Policies and Operating Procedures Mission CABINET MISSION AND PRINCIPLES The NCAA Division I Championships/Sports Management Cabinet will oversee the Division I Championships (including National Collegiate) and provide leadership at a national level for Division I sports programs, sports committees and sports issues committees. The championships shall provide the highest quality student-athlete experience and fair national-level competition within the context of higher education and stated NCAA Core Values and constitutional principles, particularly those principles related to diversity and gender equity. Principles A Division I Championship will be conducted showcasing student-athletes and institutions whose performances have earned them the opportunity to compete for a national championship through automatic qualification or at-large selection. In addition, a Division I Championship shall: 1. Be presented as the foremost intercollegiate athletics event in that sport under the direction and supervision of the appropriate sports committee. 2. Be conducted under fair and safe conditions. 3. Provide championship access reflective of the quality of nationwide competitive excellence and membership sponsorship of the sport. 4. Insure that long-term sustainability of the championship is reflected in sound fiscal management and the development of strategies that can diversify and enhance revenue streams. 5. Be conducted in collaboration with corporate, media and host partners in recognition of their potential to strengthen and support the championship. 6. Recognize the dual objective of serving both the university/college community and the general public.

28 NCAA Division I Championships/Sports Management Cabinet Policies and Operating Procedures 09/14 Page No. 3 CABINET RESPONSIBILITES 1. The cabinet has oversight authority in the following areas: a. NCAA Division I National Championships and National Collegiate Championships; b. Sports sciences issues, including injury surveillance, drug education and drug testing; c. Playing and practice seasons; d. Olympic sports issues; and e. Sports and sports issues committees. 2. The following committees report to the cabinet: a. All Division I sports committees and sports issues committees; b. NCAA Competitive Safeguards and Medical Aspects of Sports Committee; c. NCAA Olympic Sports Liaison Committee; and d. NCAA Playing Rules Oversight Panel (informational purposes). 3. Additional Responsibilities: a. Oversight of the NCAA statistics program; b. Oversight of the Championships Awards Program; c. Comment on legislative proposals as directed by the Legislative Council; and d. Provide counsel to NCAA staff on matters under the cabinet jurisdiction.

29 NCAA Division I Championships/Sports Management Cabinet Policies and Operating Procedures 09/14 Page No. 4 The cabinet will meet three times annually (February, June and September). The number of annual meetings will be evaluated on a regular basis. The cabinet's meetings will take place during a designated three-week window for all Division I cabinets. If a cabinet member is unable to attend a cabinet meeting, a conference may appoint an alternate. Alternates may attend, participate fully and vote in any cabinet meeting or activity in which the regular member is unable to participate (excluding the NCAA Division I Championships/Sports Management Cabinet Administrative Committee meetings). The cabinet will use technology to the greatest extent possible for efficiency. Decisions of the cabinet are not final until after the conclusion of the meeting. Cabinet members are bound by a commitment to keep all matters/decisions confidential and not make public any cabinet decisions until the conclusion of the cabinet meeting. CABINET ORGANIZATION Thirty-two individuals serve on the cabinet; all 32 multisport conferences are represented. Service terms will be four years in length. 1. Leadership Roles. The cabinet will operate with a chair and a vice chair. Cabinet chairs shall serve at least one year but no more than two years in that role. The cabinet chairs and vice chairs will be forwarded to the Board for approval. At least once in every three rotations, there shall be a representative serving as chair who is not from the Football Bowl Subdivision. Nominations and applications for chair and vice chair may be submitted to the current chair or any of the staff liaisons. Individuals may nominate other cabinet members or themselves. Once applications and nominations have been received, those nominated will be asked whether they would be willing to serve. Those willing to serve will be placed on a ballot. Cabinet members will cast their votes via and the results of the election will be announced via . One representative from the NCAA Division I Student-Athlete Advisory Committee will serve as a nonvoting member of the cabinet.

30 NCAA Division I Championships/Sports Management Cabinet Policies and Operating Procedures 09/14 Page No Administrative Committee. The cabinet has established the Administrative Committee to allow the cabinet to make timely and efficient progress on issues between meetings. The Administrative Committee consists of four members, including the chair of the cabinet (who also serves as chair of the Administrative Committee) and one member from each of the subdivisions of Division I. The vice chair of the cabinet will serve as a nonvoting member of the Administrative Committee if he or she is not already a member of the Administrative Committee. The Administrative Committee is authorized to: (1) Act for the cabinet on routine and noncontroversial matters (e.g., site recommendations) between cabinet meetings; (2) Act for the cabinet on matters of an emergency nature, particularly those related to the health and safety of student-athletes; (3) Act on behalf of the cabinet on issues in which a student-athlete's eligibility has been jeopardized and championships competition is pending. (4) Act on behalf of the cabinet for media issues that normally fall under its purview and require immediate attention to ensure that it responds to NCAA media partners in a nimble and efficient manner. The full cabinet will be consulted whenever feasible. It is noted that the sport committees remain subject matter experts and, therefore, will continue to be key players in relevant discussions. (5) Organize and structure meeting agendas; and (6) Hear appeals for assessment of penalties for failure to adhere to policies and procedures governing championships administration. The full cabinet will receive minutes or reports of the Administrative Committee actions as soon as possible following the committee's action.

The Misconduct Appeals Subcommittee consists of five members, with at least two members representing Football Bowl Subdivision (FBS) institutions, at least one member representing an NCAA Footbal Championship Subdivision (FCS) and at least one member representing an institutuion from the Division I subdvision. The vice chair of the cabinet will serve as chair of the subcommittee. b. The subcommittee, on behalf of the full cabinet will hear appeals of misconduct findings. c. The subcomittee will review only material that was considered by the relevant sports committee. Any new information will be remanded to the relevant sports committee. d. All findings of the subcommittee are final. 4. Conference Representation in the Governance Structure. Weighted voting and voting percentages. Weighted voting shall be applied at the Leadership Council, Legislative Council and cabinet levels.
