1 IN DEFENSE OF OUR SCHOOLS WIRELESS ALERT SYSTEMS =============================================================== NARRATIVE: Install a wireless security alert/panic button system in the schools to instantly notify administrators, faculty/staff, and on-site police officers of a problem at a specific location and minimize the time delay of obtaining the information and dispatching it out. This system consists of an alarm panel (the brains), small radio signal repeaters and wireless panic buttons. The panic buttons can be deployed in areas of the school or classrooms. With the push of a button, it instantly transmits a pre-recorded personalized message to existing campus two-way radios such as, Disturbance in the cafeteria. Administrator and officer needed immediately. Another message could be, Attention all staff, the school is in lockdown. Secure your classrooms immediately. The message can be personalized to each transmitter based on the location or type of message you want broadcast. The number of messages that can be on a system is almost endless. At the same time it transmits the voice message over the radios, the system could be programmed to also send text messages, mass staff s, trigger a signal to an alarm monitoring center, and/or put the pre-recorded message on the intercom system. RESOURCES AND POTENTIAL COST NECESSARY FOR IMPLEMENTATION: There are two main companies that are selling this type of wireless alert technology SecureTech Wave and Centurion Scout. Depending on the size of the school and what areas you want covered, will depend on the number of panic buttons and radio repeaters needed for purchase. The school would need to supply an existing two-way radio that is tied into the alert system. Information Technology would be needed to assist with supplying the alert system with Internet access (LAN line) if texting and s are wanted. Audio Visual personnel would be needed to hook the alert system to the building s intercom system if so desired. Estimated cost for basic start-up system: alarm panel, 20 panic buttons, 2 repeaters, installation/training is about $11,000-$12,000.

5 The WAVE Wireless Instant Notification System The WAVE Locator Assistance needed in Room 101 WAVE Locator The heart of the system, the WAVE Locator is responsible for processing alarms, delivering messages and configuring the repeaters/locators, pagers and intelligent pendants. The WAVE has a battery back-up if power fails. The system maintains a full log and audit trail of messages and alarms. The WAVE Wireless Instant Notification System uses state-of-the-art technology to locate alarms in any facility, inside or outside, with room level accuracy! This WAVE Locator is a unique system. A mesh network of wireless repeaters/locators (powered by batteries or solar power) is placed throughout the facility. Personnel carry or wear intelligent pendants. The pendants are always within reach when assistance is required. When a panic button or man-down alert is triggered, the repeaters/locators identify where the incident has occurred and notify the control panel. A detailed message describing the location of the incident is instantly transmitted over your radio network. In addition, the control panel and pagers display the identity of the resident triggering the device being and the location of the incident on a screen. First responders are automatically and instantly dispatched to the location of the emergency without any dispatch delay. When a first responder acknowledges the alarm, the intelligent pendant will vibrate to notify the person in distress that help is on the way. Repeater/Locator The repeater/locator provides the messaging path to and from the pagers and pendants. It also relays location information back to the WAVE. A panic button can be integrated into the repeater/ locator to provide a fixed position emergency call station. The solar powered repeater/ locators are small and easily installed in outdoor locations. Pager The four line alphanumeric display pager will automatically receive alerts from pendants providing location and identity. The pager can also be used for routine messages and includes message acknowledgement. The built-in button allows personnel to summon additional aid with a simple button press. Pagers are also available with snatch cords. Intelligent Pendant Small and designed to be worn around the neck or on a belt clip, the intelligent pendant provides a means of summoning aid with a simple button push. When the personal alarm button is pressed, a message is broadcast over your radio network and sent to pagers providing first responders with information about the location of the emergency. Intelligent pendants can also be configured as man-down or no-response devices. An acknowledgement can be sent back to the pendant indicating that help is on the way. Radio or PTT Phone All radios and base stations in your network will automatically receive alerts from pendants and pagers. 10 WAVE School / College / Campus Security Everyone wants to feel that our children are safe when they are in school, but there seems to be ever increasing violence at all educational facilities from grade school to college. The WAVE provides a way for faculty to instantly call for help when there is an emergency. Fixed position or mobile panic buttons can be provided in classrooms, playgrounds, laboratories, libraries, cafeterias, health services, bursars' offices or anywhere else on a campus. Security personnel are automatically notified of the location of the emergency over the two-way radios that they already carry. This can improve response times dramatically at a time when seconds count. There are lots of other campus applications for the WAVE. Door/window contacts, pressure mats and motion sensors can be used to protect expensive equipment such as projectors and printers or to notify security when there is unauthorized access to a restricted area after hours. The system is almost completely wireless making installation and expansion easy. Wireless weather resistant buttons can be provided for outdoor area such as parking lots without the expense of running wire. The WAVE can also add value to call boxes that are already installed in parking lots by sending a message over the radio network as soon as the call box is activated. The WAVE can also send s and text messages as secondary alarms to personnel who do not carry radios.

11 Duress / Panic Alarm Systems Whether you are in a courthouse, schoolhouse, college campus or hospital clinic, it is critical to get your first responders on the scene as soon as an incident occurs. Most panic alarm systems notify a control room of an emergency. The dispatcher must be at the console when the alarm comes in and not be busy with other matters. The dispatcher then has to determine the location of the emergency and send first responders to assist. Many panic alarm systems are even less efficient and make a phone call to a monitoring station that can be hundreds of miles away. The monitoring station must make a phone call back to a dispatcher in order to request assistance. This process can take anywhere from 30 seconds to five minutes. This is a very long time to wait for help when you are under attack. The WAVE automates dispatch and improves response times dramatically. As soon as a panic / duress button is pressed, all first responders are automatically notified of the location of the incident. They can get moving towards this location immediately. The WAVE can also send s and text messages as secondary alarms to personnel who do not carry radios.
