1 ADOPTED GLENDALE COMMUNITY COLLEGE DISTRICT 1500 North Verdugo Road Glendale, California (818) BOARD OF TRUSTEES MEETING NO. 4 The regular meeting of the Glendale Community College District Board of Trustees was called to order by Mr. Tartaglia at 5:07 p.m. on Tuesday, October 20, 2015 in the Community Room of the Mariposa Building at Garfield Campus. PLEDGE OF ALLEGIANCE ROLL CALL The Pledge of Allegiance was led by Ms. Christine Ovasapyan, ASGCC President and Student Trustee. Dr. Hacopian arrived at 5:08 p.m. COMMENTS FROM THE AUDIENCE - BOARD AGENDA ITEMS ONLY There were no comments. SPECIAL PRESENTATIONS 1. Glendale Community College Regional Consortium - Adult Education Block Grant (AEBG) Dr. Alfred Ramirez, Administrative Dean, Workforce Development, Continuing and Community Education, reported on the efforts of Glendale Community College and Glendale Unified School District to secure grant funding through AB 86 to improve adult education. Working as the Glendale Community College District Regional Collaborative with community-based partners, the collaborative analyzed regional data on gaps in elementary and secondary basic skills; classes for immigrants; short-term CTE [Career Technical Education]; programs for apprentices; and education for adults with disabilities. He reported that, based on the requested funding ($3,386,229) and the funding granted ($985,475), the collaborative has pared down its objectives to address the gap in services to the adults with disabilities population within the collaborative s region.
2 Regular Board Meeting October 20, SPECIAL PRESENTATIONS - continued At the conclusion of the presentation, Board Members provided comment. Citing that the gap and funding amount had now been identified, Board Members posed questions regarding implementation, application of funding, and projected closing of the gap within the three-year grant period. Future clarification was also requested on region vs. district and assurance that the partners participating in the Glendale Community College District Regional Collaborative are appropriate for this region. The Board requested updates throughout the life of the grant to provide data on measures and success. RESOLUTIONS 1. Resolution No Approval of the Track and Field Replacement by FieldTurf USA, Inc. and the Lease Purchase Agreement with PNC Equipment Finance, LLC It was moved (Ms. Ransford) and seconded (Dr. Peroomian) to approve Resolution No to authorize the purchase and installation of the track and field by FieldTurf USA, Inc. and the financing by PNC Equipment Finance, LLC. The fiscal impact is $952, Mr. Nakasone provided an overview of the track and field replacement. The track and field were originally installed in The motion passed unanimously. Approval of Travel Outside the United States - Nicaragua It was moved (Dr. Peroomian) and seconded (Mrs. Gabrielian) to approve Consent Calendar Items Nos. 1 through 11. Dr. Hacopian requested a correction to the Board of Trustees meeting minutes of September 15, 2015 (Consent Calendar Item No. 1) on page 50 of the board agenda. Under College Constituency and College Leaders Reports Board of Trustees Dr. Hacopian, the correct name of the homeowners association should be Royal Canyon Property Owners Association. The motion passed unanimously with the amendment to the Board of Trustees meeting minutes of September 15, 2015 so noted. NEW BUSINESS REPORTS ACTION 1. Change Order No. 001 Student Center Covered Walkway It was moved (Mrs. Gabrielian) and seconded (Dr. Hacopian) to approve Change Order No. 001 for the Student Center Covered Walkway project and that the contract price be amended to reflect an increase of $122,430. The motion passed unanimously. COLLEGE CONSTITUENCY AND COLLEGE LEADERS REPORTS ACADEMIC SENATE REPRESENTATIVE TO THE BOARD Mr. Andrew Young No report GUILD REPRESENTATIVE TO THE BOARD Ms. Zohara Kaye Reported that the Garfield Campus Guild Faculty Meeting was held on September 29; the Adjunct Faculty Guild Meeting on October 17; and the Guild membership meeting was today. Noted that Guild officers have attended several California Federation of Teachers (CFT) events, including the CFT state council meeting in Sacramento and the CFT area council meeting in Burbank. Said that next week is Campus Equity Week (CEW) nationwide. CEW is intended to bring awareness about the inadequate compensation and benefits of part-time/adjunct faculty, with the goal of achieving fair and equitable treatment for adjunct faculty in community colleges and universities.
4 Regular Board Meeting October 20, COLLEGE CONSTITUENCY AND COLLEGE LEADERS REPORTS continued CSEA REPRESENTATIVE TO THE BOARD Ms. Saodat Aziskhanova Reported that the CSEA Chapter meeting is scheduled for tomorrow, October 21. Said that a training for the CSEA negotiations team is scheduled for November 4 and will be facilitated by a CSEA attorney. VICE PRESIDENTS Dr. Ricardo Perez, Vice President, Student Services A new Full Time Student Success Grant (FTSSG) will be administered by the Financial Aid Offices at the Community Colleges. This grant was part of Senate Bill 93 of the 2015 Budget Act. It provides $39 million in statewide funding to be distributed to students who are receiving the Cal Grant B Access Award and taking 12 units or more. GCC received an initial allocation of $513,000 and it is estimated that approximately 650 GCC students will be receiving this grant in the amount of $300 per semester and a total award of $600 for the year. Glendale Community College s Extended Opportunity Programs and Services (EOPS) is the third largest program in the California community colleges with an unduplicated count of 1,996. Mr. Michael Ritterbrown, Vice President, Instructional Services On September 25th, Deans and Division Chairs toured the lab and instructional spaces in the new Sierra Vista building. On October 2nd, the English and ESL divisions met for a Writing Without Borders event. The event provided an opportunity for discussion of issues of writing across the curriculum as it relates to students whose first language is not English. On October 2nd, GCC Career and Technical Education instructors hosted a "Manufacturing Day for members of the college community, the public, and the media. The event focused on the college s Engineering and Manufacturing programs, demonstrating resources that allow students to complete projects from design through prototyping and manufacturing. Mr. Ron Nakasone, Executive Vice President, Administrative Services No report. SUPERINTENDENT/PRESIDENT Dr. David Viar Recognized and thanked retiree Ms. Clairette Ingels, Noncredit ESL Instructor, 44 years and 9 months of service. BOARD OF TRUSTEES Student Trustee, Ms. Christine Ovasapyan The ASGCC Activities Committee held a successful event for the Hispanic Heritage celebration. The ASGCC Legislature held an open house on October 19 th to promote the upcoming elections for Spring Election packets for students interested in running for an officer position will be available on October 26 th. There are 19 positions available. The ASGCC will be reviving the Academic Decathlon, with plans to hold the event in November. Announced the upcoming ASGCC Spooktacular event on Friday, October 30.
5 Regular Board Meeting October 20, COLLEGE CONSTITUENCY AND COLLEGE LEADERS REPORTS BOARD OF TRUSTEES (continued) Member, Dr. Vahé Peroomian Attended the annual Hall of Fame banquet, a showcase event that brings alumni back. Expressed concern about an overflowing trashcan in the parking structure the night of the event and the need to focus efforts on maintaining a clean and attractive campus. Said that he wanted to ensure that the air conditioning is on in the Verdugo Gym during the student athletes practices when the weather is warm. Extended birthday wishes to Mrs. Gabrielian, with his colleagues echoing the same. Member, Ms. Ann H. Ransford Attended the 26th Annual Business Life 2015 Women Achievers" Lunch. Congratulated honorees, Ms. Pat Crouch, President, Glendale College Foundation and Ms. Kim Holland, Director, Glendale Community College Professional Development. Attended the following: o 2015 Glendale Fire Department Awards Luncheon with five members of the GCC Verdugo Fire Academy o Glendale Educational Foundation 11 th annual State of the Schools Breakfast o ASGCC Hispanic Heritage Celebration and made a video and posted it on Facebook. o 2015 Athletic Hall of Fame o Glendale Healthy Kids Special Roast for Congressman Adam Schiff, which was a fundraiser for Glendale Healthy Kids. o Association of Community College Trustees (ACCT) Leadership Congress. o Los Angeles County Office of Education 2015 Superintendent s Fall Convocation With Dr. Viar, provided Mr. Bhupesh Parikh with a tour of the nursing and manufacturing technology programs. Reported out on her attendance at the Association of Community College Trustees (ACCT) Leadership Congress: o Noted that the recurrent message during the conference was the importance of student success and student completion. o Remarked on the annual report of the Lumina Foundation, A Stronger Nation Through Higher Education. o Attended several sessions on student success through learning communities and noted the data demonstrates the success of these programs. Clerk, Dr. Armine Hacopian Reported that she had just returned from a trip to Armenia and had a terrific visit. Said that it was interesting to note that Glendale Community College was a recognizable name during her travels. Said that there are GCC alumni who have returned to Armenia. Congratulated Ms. Crouch and Ms. Holland. Vice President, Mrs. Anita Quinonez Gabrielian Attended the Association of Community College Trustees (ACCT) Leadership Congress with Ms. Ransford and Dr. Viar and reported on the following: o Will disseminate conference information to her colleagues, including legislative issues such as efforts for free community college for the first two years. o With regard to the conference s emphasis on student success to underserved student populations, asked what data GCC is collecting and suggested a greater emphasis on analyzing our data in this area. o Addressing student success in learning in common interest cohorts, suggested that GCC analyze the gaps in the changing population and establish additional learning communities with mentors and champions.
6 Regular Board Meeting October 20, COLLEGE CONSTITUENCY AND COLLEGE LEADERS REPORTS BOARD OF TRUSTEES Mrs. Gabrielian - (continued) Attended the Los Angeles County Schools Trustee Association/Los Angeles County Office of Education Fall Convocation and had the privilege of listening to motivational speaker Nick Vujicic, president of Life Without Limbs address safe communities. Noted that the Los Angeles Unified School District will be broadcasting Mr. Vujicic s message. Also noted that there is a 20-minute video. Suggested that faculty and staff can view this. Said that she will provide further information on the video. President, Mr. Anthony P. Tartaglia Congratulated Ms. Holland and Ms. Crouch and noted that it was Ms. Crouch who brought the Bhupesh Parikh million dollar donation to Glendale Community College. Attended the Glendale Educational Foundation 11 th annual State of the Schools Breakfast. Attended the Pasadena City College Business Consortium Breakfast that brought together business constituency groups in that district.
