1 Public notice of this meeting pursuant to the Open Public Meeting Act has been given by the board secretary in the following manner: (a) Posting written notice on the official school bulletin board of the Pennsauken Campus, Pennsauken, NJ and the Gloucester Township Campus, Gloucester Township, NJ on March 21, 2016 and April 4, (b) Mailing written notice to the Courier Post and the South Jersey Times newspapers on March 21, 2016 and March 31, (c) Filing written notice with the county clerk on March 21, 2016 and April 4, A special meeting of the Board of Education of the Technical Schools in the County of Camden was held on April 7, 2015, at 10:55 a.m., in Room 400, second floor of the Science and Horticultural Center, Pennsauken Campus. William T. Mink, Ed.D., president, called the meeting to order. The following members were present: Alfred C. Fisher, Lovell Pugh-Bassett, Ph.D. (via telephone), Michael Fuhrman (via telephone), and William T. Mink, Ed.D. Elizabeth Hanson, board member, was absent. Also present were Patricia Fitzgerald, Scott Kipers and David Patterson, Esquire. PLEDGE OF ALLEGIANCE The business administrator recommends the following: On motion of Mr. Fisher, seconded by Mr. Fuhrman, to approve the following requests. Financial 1. *To approve the following resolution. (previously approved June 17, 2015) BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that authorization is hereby granted to accept the County Vocational Partnership Grant funds, in the amount of $443,711.00, from the New Jersey Department of Education, over a four year period, effective the SY. *Indicates a change from a previous board approved motion.

Participants will be charged $150 per week. Minimum enrollment and staffing required to be determined by registrations. Teachers to be compensated a stipend of $1, per week. The culminating activity of the academy will be a production of the musical, Greece, to be held July 28 31, 2016, to be performed in the Black Box Theatre. Ticket cost for performances shall be $10.00 each (general admission). Participants in the program will be required to contribute through fees, ad book sales, ticket sales, and other fundraising, a minimum of $ per person, in order to participate. The program will have a minimum of 50 participants which will generate revenue equaling approximately 50% (or $15,000.00) of the cost of the program. The remaining balance of the costs (up to $15,000.00) to be funded locally. 3. To approve to conduct a STEM Summer Enrichment Program open to all current and incoming district students to be held July 11 22, 2016, at the Pennsauken Campus. **Participants in the program will be required to pay a participation fee of $ per week. The program will have a minimum of 20 participants which will generate revenue equaling approximately 50% (or $3,000.00) of the cost of the program. The remaining balance of the costs (up to $3,000.00) to be funded locally.

4 (continued) Resolution To approve the following resolution. RESOLUTION OF THE CAMDEN COUNTY TECHNICAL SCHOOLS CONDITIONALLY APPROVING SUPERINTENDENT CONTRACT WITH PATRICIA FITZGERALD WHEREAS, the Camden County Technical Schools Board of Education has reviewed an Employment Contract with Patricia Fitzgerald to serve as the Superintendent of the Camden County Technical Schools from July 1, 2016 to June 30, 2019; and has found it to be acceptable for conditional approval, subject to the review and approval by the Executive County Superintendent; and WHEREAS, said proposed Employment Contract for Patricia Fitzgerald is attached on page 341-A through 341-MM hereto and incorporated by reference herein; and NOW, THEREFORE, be it resolved by the President and Board Members of the Camden County Technical Schools Board of Education that it hereby conditionally approves the attached Employment Contract with Patricia Fitzgerald to serve as the Superintendent of the Camden County Technical Schools to become effective July 1, 2016 through June 30, 2019, conditioned on review and approval by the Executive County Superintendent. BE IT FURTHER RESOLVED this Resolution shall take effect immediately upon adoption. On roll call vote: AYES: Mr. Fuhrman, Mr. Fisher, *Dr. Pugh-Bassett, Dr. Mink NAYS: None *Dr. Pugh-Bassett abstained on the resolution pertaining to the Superintendent s Contract. **Mr. Fuhrman left the meeting at 11:05 a.m. (after roll call vote) ***Financial/Item #3 was not listed as an action item on the agenda, but only informational as to the bids received and amounts. Mr. Patterson, Esquire, discussed the bids received as noted on the agenda and why the Twindows bid was considered non-compliant and the Pirozzi bid was considered for rejection. He indicated no action was being taken on the bids at this meeting due to other issues including funding and additional discussion wi th the Architect. He indicated that bidders were present with attorneys. He indicated that attorney s for Pirozzi had challenged the use of a PLA as part of the bid specification and that the Board had received copies of the protest letters. He asked the Board President to open the floor to any attorney or bidder who wished to speak.
