2 Activities to Date Strategic communications support to counter legislation, misinformation, misperceptions Coalition building Target audiences for AB 2712 include environmental, legislative groups Target audiences for SB 26 include chamber of commerce groups, OCWD lessees and various local organizations (Kiwanis, Rotary Club, etc) Three support letters for AB 2712 drafted One general support letter, WRD letter and Defend the Bay letter Two oppose letters for SB 26 drafted One general oppose letter and one for lessees of OCWD property Messaging matrix on NCP and groundwater clean-up Fact sheets (AB 2712, SB 26, SB 1390 & groundwater clean-up) Statements for AB 2712 and SB 26 Op-eds News release for AB 2712 and SB 26 Newsletter development Presentation development 60 Minutes GWRS story strategic counsel and support

3 AB 2712/SB 26 Outreach Update Status Groups contacted for legislative support AB environment conservation and advocacy groups Secured 4 letters that were sent to Environmental Safety and Toxic Materials committee members OC Interfaith Coalition for the Environment, Friends of Harbors, Beaches and Parks, Defend the Bay, California Greenworks Vice President of Friends of Harbors, Beaches and Parks was a speaker in support at the legislative hearing SB 26 Chamber of Commerce 15 Lessees of OCWD land 10 AES, SoCal Gas, NRG, CPV, Cal Chamber, CA Waterfowl Association, Ducks Unlimited Groups monitored for updates pertaining to legislation League of Cities, Independent Cities Association, California Contract Cities Association, Association of California Cities - Orange County, Cal Chamber, OCBC, Save the Power Plant, Anaheim Chamber of Commerce and all Orange County media outlets

4 AB 2712/SB 26 Outreach Update, Continued SB 26 opposition letters and successes Secured SB 26 meeting/presentation on 6/13 with Garden Grove Chamber of Commerce Prado Basin Duck Club John Kelly Astor Personally reached out to Senator Correa with concern on SB 26 Chambers that will consider SB 26 at next government affairs meeting Fullerton, Santa Ana, Seal Beach, Westminster, Yorba Linda Pending discussions Chambers which we have on-going conversations with and will continue to expedite support Costa Mesa, Garden Grove, Huntington Beach, Irvine, Newport Beach, Orange, Tustin, West Orange County Regional

5 Outreach Update Pending meetings with various groups to show OCWD clean-up plans and efforts going forward Chamber of Commerce Dates Seal Beach July 10 at 7:30 AM Local Organization Dates Fountain Valley Rotary Club - June 24, July 1 or July 8 at 7:30 AM Kiwanis Club of Cypress 1 st and 3 rd Tuesday of the month at 7:00 PM Kiwanis Club of Huntington Beach Each Tuesday at 12:00 PM Placentia Rotary Club Each Wednesday at 7:00 AM Rotary Club Buena Park Each Wednesday at 12:00 PM Rotary Club of Orange Each Tuesday at 12:00 PM In total, 15 chambers and 35 various local organizations have been contacted and we will continue to secure dates Future outreach opportunities include local healthcare stakeholder groups and service organizations

6 Elected Official Kick-Off Agenda ( full plan attached) Orange County Water District (OCWD) invites community leaders and elected officials to an informative breakfast event providing updates to the District s continuing efforts to protect Orange County s groundwater and provide residents with reliable and high quality drinking water. Topics include: Ongoing Groundwater Replenishment System (GWRS) improvement and expansion Updates on the North Basin groundwater contamination plume District plans to implement a tried and trusted federal program to investigate and cleanup contaminated sites

7 Materials Kick-off newsletter Special newsletter designed to: Inform Orange County businesses and residents about North Basin Groundwater Protection Project (NBGPP) Provide information on National Oil and Hazardous Substances Pollution Contingency Plan (NCP) Collective outreach effort to inform and educate the public on the importance of groundwater in Orange County

8 Next Phase Community Outreach Experience revealed opportunities to better tell OCWD s story, gain support Remediation a long-term effort Chance to re-focus attention on broader issues Multiple audiences are and must be involved, engaged Get in front of potential future anti campaigns An opening to expand collaborative process Opportunity to secure additional supporters
