1 Los Angeles Community College District External Evaluation Team Members March 2016 Dr. Helen Benjamin Chancellor Contra Costa Community College District Helen Benjamin is in her 11th year as chancellor of the Contra Costa Community College District and 26th year as an employee of the district, having served in various capacities, including president of Contra Costa College and vice chancellor for educational services at the district level. She is active at the local, state and national levels in a variety of professional activities that contribute to the success of students. Linda Beam Vice President of Human Resources El Camino College Linda Beam has been at El Camino College since 2012 and has twenty years of HR employment experience, including College of Marin, CSU Monterey Bay, and several California K-12 school districts. She is currently president of the Association of Chief Human Resource Officers/Equal Employment Officers (ACHRO/EEO) for the California Community College system and past president of the Association for Community College Administrators (ACCCA). Doug Horner Director Facilities and Bond Construction Chabot-Las Positas Community College District Doug Horner is a licensed architect who attended the California Community College system and graduated from Cal Poly-SLO in In the 33 years after graduation Doug has spent the last 28 years focused almost exclusively on the planning, programming, design, documentation, management and construction of Educational Facilities. These projects have included an indoor football stadium for Northern Michigan University, a performing arts theater and complex for Concordia College, over $80million of California K-12 facilities as the Architect of Record and most recently the successful delivery of over $500million in projects for Chabot and Las Positas Colleges.
2 Dr. Jannett Jackson Chancellor Chabot Las-Positas Community College District Dr. Jannett Jackson is Chancellor of Chabot-Las Positas Community College District (CLPCDD), a multi-community college district, serving the community of Alameda County. Dr. Jackson has established three guiding values to support CLPCCD s student success. Those values include a focus on Education Excellence, Curriculum Relevancy, and Community Collaboration placing students at the center of the learning experience. Prior to her appointment as the first African- American to serve as Chancellor, she was President of Alameda College for three years, and served six years as Vice President of Instruction (Peralta Community College District, Alameda, CA). She is an educator, administrator and military leader who possess a highly diverse and successful professional background. She has more than thirty years of experience in the community college system and in the U.S. Armed Services. Dr. Jackson is a retired colonel with the California Army National Guard and a veteran of the Persian Gulf and Iraqi wars. Dustin Johnson Trustee Los Rios Community College District Dustin Johnson is a criminal defense attorney who was first appointed to the Los Rios CCD Board in 2009 and first elected in He served as board president in He attended American River College during which he served as Student Trustee and he received his bachelor s degree from Sacramento State and his law degree from McGeorge School of Law. Other activities he has been involved in include being a member of the Board of the McGeorge Alumni Association, acting as a Volunteer Recruiter for McGeorge, and mentoring of high school students in preparation for college and professional pursuits. He has conducted several Know Your Rights seminars and organized a radio town hall between the community and law enforcement officials. Prior to opening his own law practice in 2010, he served as a Deputy Public Defender for the Yolo County Public Defender s Office and as a Criminal Defense Attorney for Perry & Associates in Modesto, CA.
3 Deborah Ludford District Director, Information Services North Orange County Community College District After starting her career in the private sector as a programmer/analyst and then software development manager, Deborah transitioned into education become a Professor in Computer Science & Information Systems. With a passion for the adaptation of technology use to improve student learning and success, the focus of her career has centered on that goal. Deborah has served as President of the Academic Senate representing faculty, Dean of Business and Computer Information Systems at two institutions, and as the Chief Information Systems Officer for two colleges. Deborah is currently a member of the Board for CENIC, Past President for the Chief Information Systems Officers Association for the California Community Colleges and Treasurer of the CCC Banner User s Group in California. Deborah served on the SSSP MIS Revision and New Allocation Formula Workgroup for credit and is currently serving on the Non-credit SSSP Ad Hoc Workgroup. Dr. Lynn Neault Vice Chacenllor of Student Services San Diego Community College District Lynn Neault is Vice Chancellor of Student Services for the San Diego Community College District. She has served in this capacity for almost 25 years and has also served as Interim President of San Diego City College, a large, highly diverse urban campus located in the heart of downtown. As Vice Chancellor of Student Services, Dr. Neault provides leadership and coordination for a comprehensive program of student support services for the district. Her responsibilities include providing leadership for the implementation of new programs and services for student success, enrollment management, state reporting, compliance with state and federal laws and regulations, policy development, oversight of student records, as well as management of the student information system. Other responsibilities include legislative analysis and advocacy, Institutional Research, Title IX coordination, districtwide Outreach, and Disabled Programs and Services. She also serves as the District Accreditation Coordinator. Vice Chancellor Neault has provided leadership both statewide and locally, participating on numerous state and local committees and task forces, including the California Community Colleges Chief Student Services Officers Board, where she served as President; the California Community Colleges Consultation Council; and the San Diego State University Community Advisory Committee.
4 Dr. Jamey Nye Associate Vice Chancellor of Instruction Los Rios Community College District Dr. Jamey Nye is the Associate Vice Chancellor of Instruction for the Los Rios Community College District where he has worked for the past 16 years. In addition to supporting Los Rios instructional programs, Jamey leads the Workforce and Economic Development Center, administers the Carl D. Perkins Career and Technical Education grant, and serves as the co-chair of the North/Far North Regional Consortium. Prior to his current role, he served as the Associate Vice President of Instruction and Student Learning at Cosumnes River College where he previously served as the Dean of Business and Family Science. Jamey began his career in education as a faculty member in English at Cosumnes River College, serving two terms as the college s Academic Senate President. Christopher Tarman Senior Dean of Research, Planning and Institutional Effectiveness Grossmont-Cuyamaca Community College District Christopher Tarman currently serves as the Senior Dean of Research, Planning, and Institutional Effectiveness at Grossmont- Cuyamaca Community College District. In his current role, he is charged with developing, maintaining, and using institutional databases to support decision-making, budgeting, assessment and evaluations, program review, enrollment management and trend analyses, student equity and student success studies for both colleges as well as departments in the District offices. He also coordinates district-wide strategic planning processes. Prior to joining Grossmont-Cuyamaca Community College District, he served as the Research and Planning Analyst at Irvine Valley College managing all aspects of institutional research, including providing program review data, creating campus surveys, guiding Student Learning Outcomes tracking and reporting, leading the strategic planning process, and assisting with accreditation reports. Prior to this visit, Mr. Tarman has served on two External Evaluation Teams, leading writing teams in areas focusing on institutional mission and effectiveness, library and learning support services, and technology resources. He is currently serving as the Secretary/Treasurer on the RP Group Board and as a member of the Institutional Effectiveness Partnership Initiative Advisory Committee. He has also worked as a Senior Research Analyst and Statistician, designing, managing, and writing research projects for cities, counties, school districts, community colleges, and various workforce agencies. Mr. Tarman has taught courses in research methods and statistics, American politics, and criminal justice at colleges and universities, including CSU Fullerton, CSU Long Beach, UNLV, and Palomar College.
5 Fred Williams Interim Chancellor North Orange Community College District Fred Williams has served as Interim Chancellor of the North Orange County Community College District (NOCCCD) since March 1, With over 20 years of experience at NOCCCD, he brings a wealth of institutional knowledge to his new position. Prior to his appointment, Mr. Williams served as the District s Vice Chancellor, Finance & Facilities; and District Director, Fiscal Affairs. Preceding his time at NOCCCD, Mr. Williams was an Audit Supervisor for the CPA firm of Vincenti, Lloyd & Stutzman. He is a Certified Public Accountant (CPA) and active in several associations and professional organizations, including Past President of the Association of Chief Business Officials (ACBO). He also sits on the Executive Board for the Alliance of Schools for Cooperative Insurance Programs (ASCIP) and on the Redevelopment Oversight Boards for the cities of Anaheim, Cypress, La Habra and Buena Park. Active in Sacramento, Mr. Williams previously served on both the Consultation Council and Fiscal Advisory Task Force for the California Community Colleges Chancellor s Office.
