Plumlee, City Manager Support AB1453 ( Quirk-Silva) Orange County Veterans Cemetery Summary: Assembly Bill 1452 ( AB) would direct the Department of Veterans Affairs to apply to the United States Department of Veterans Affairs State Cemetery Grant Program for the construction of Southern California Veterans Cemetery in Orange County. Recommendation: Adopt Resolution , entitled " A RESOLUTION OF CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, IN SUPPORT OF ASSEMBLY BILL 1453 AND IN FAVOR OF ESTABLISHMENT OF THE SOUTHERN, CALIFORNIA STATE VETERANS CEMETERY." Background According to the National Cemetery Administration, the closest regional option for Orange County veterans is the Riverside Veterans Cemetery, which offers neither a convenient location nor a long term solution for the large number of Orange County veterans and their families. Despite the fact that Orange County is home to Army, Navy, and Marine bases, Orange County has been identified as the State' s largest county without a veteran' s cemetery. There is clear need, evidence, and community desire for establishing a veteran' s cemetery within Orange County. Discussion Assemblywoman Sharon Quirk- Silva ( 65th District) has requested support for this piece of legislation. AB 1453 would ensure that Orange County' s military families have an accessible location to pay respect to their loved ones. According to representatives in Assemblywoman Quirk- Silva' s office, to date the cities of Brea and Fullerton have supported the measure. Anaheim, Cypress, Stanton, Buena Park, and Irvine will be considering support this month. In addition, representatives have advised AB 1453 does not require any funding or future requirements from the County of Orange or any cities. This is a resolution of support for the establishment of a Veteran

2 Cemetery in Orange County. Language has been added to make clear that the City supports the bill, provided there is no cost to Los Alamitos or its residents. California is home to more veterans than any other state in the nation with a majority of those veterans residing in Southern California. Fiscal Impact None. 3 Attachment 1 RESOLUTION NO A RESOLUTION OF CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, IN SUPPORT OF ASSEMBLY BILL 1453 AND IN FAVOR OF ESTABLISHMENT OF THE SOUTHERN CALIFORNIA STATE VETERANS CEMETERY and, WHEREAS, California is home to more veterans than any other state; WHEREAS, the majority of California' s veterans live in Southern California; and, WHEREAS, the nearest currently open federal veterans cemetery to Orange County is the National Cemetery in Riverside, California; and, WHEREAS, although the National Cemetery in Riverside is a beautiful resting place for veterans, due to its distance from Orange County, regional geography, limited driving routes, and the population density of the region, the needs of Orange County veterans, veterans from other Southern California coastal areas, and veterans' families are not met by the National Cemetery in Riverside; and, WHEREAS, the two State Veterans cemeteries are distant from Orange County; the Northern California State Veterans Cemetery is located near Redding in Igo, California, and the Central Coast State Veterans Cemetery will be located in Monterey, California; and, WHEREAS, Assembly Bill 1453 is pending in the California State Legislature, directing the California Department of Veterans Affairs, to develop a master plan for a State- owned and operated Southern California Veterans Cemetery to be located in Orange County. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Los Alamitos, California, finds that the above recitals are true and correct. SECTION 2. The City of Los Alamitos hereby supports the passage of Assembly Bill 1453 and the establishment of a Southern California Veterans Cemetery in Orange County, provided that there is no cost to the City of Los Alamitos or its citizens.

In addition, AB 1453 would: 1) Allows all honorably discharged veterans and their spouses/ children eligible for interment in the cemetery a fee would be imposed for each spouse of child interred in the cemetery. 2) Creates the Southern California Veterans Cemetery Master Development Fund all money received for the design, development, and construction of the cemetery shall be deposited into this fund. 3) Creates the Southern California Veterans Cemetery Perpetual Maintenance Fund all funds received would be allocated for the cemetery' s maintenance. 4) Authorizes the cemetery administrator to accept donations of personal property to be used for the maintenance/ beautification of the cemetery. 6 Dear City Manager Vanderpool, I am writing to you today to respectfully requests your support a piece of legislation that I am carrying, Assembly Bill 1453 ( AB 1453). AB 1453 would direct the California Depa' talent of Veteran Affairs to establish a Southern California Veterans Cemetery in Orange County.. Such a cemetery would ensure that Orange County' s military families have an accessible location to pay respects to their loved ones. California is home to more veterans than any other state in the nation with a majority of those veterans residing in Southern California. According to the National Cemetery Administration, the closest regional option for Orange County veterans is Riverside Veterans Cemetery, which offers neither a convenient location nor a long term solution for the large number of Orange County veterans and their families.
