1 EXHIBIT A SCOPE OF WORK Montgomery Reservoir Improvements 1.0 INTRODUCTION Colorado Springs Utilities (Utilities) is requesting proposals to provide final engineering, design, and construction management services for the following improvements on Montgomery Reservoir: 1) interim rehabilitation of dam asphalt facing, 2) complete dam outlet works modification, 3) repair dam crest erosion, 4) divert inflow runoff and trans-basin diversion into the South Platte and Blue River Pipeline, 5) dam toe drain improvements, 6) 72-inch outlet conduit and valve inspection, and 7) Hoosier Tunnel inlet channel evaluation and rehabilitation. These improvements, with the exception of items 4 and 7, are identified in Upper Blue System Engineering Report by URS Corporation dated February 2006 and annual Dam Safety Inspection Reports conducted by the State Engineer s Office (SEO). The purpose of the improvements is to bring the dam into full compliance with the State of Colorado Rules and Regulations for Dam Safety. 2.0 OVERVIEW The Upper Blue River System Improvements Engineering Study completed by URS in 2006 provided recommendations for interim asphalt face rehabilitation; outlet works improvements and dam crest erosion stabilization. It is the intent that all work described in this request for proposal will be implemented for the 2010 construction season. Included with the above study was a feasibility level analysis to increase the storage at Montgomery Reservoir from 5,000 ac-ft to 10,000 ac-ft. Due to the viability of a dam raise, in the future all planned improvements must take this into consideration. As such, Utilities has elected to complete an interim rehabilitation should Utilities move forward with an increase in storage. Outlet works modifications must take into consideration the increased head on the outlet works and associated appurtenances. In addition, temporary improvements will be required to bypass seasonal runoff into the South Platt River and trans-basin diversions from Hoosier Tunnel into the Blue River Pipeline during construction. Toe drain improvements have been identified in the 2008 SEO dam safety inspection. The existing toe drain has been dislocated at joints and may have been displaced during settlement. The area around the outfall is placed with several large boulders that may have contributed to the dislocated joints. Removal of boulders and repair of drain is required to obtain a satisfactory dam rating from the SEO. Hoosier Tunnel outlet channel have been deteriorating with channel sections damaged and falling into the reservoir. An evaluation of the current condition and identification of improvements will conducted as part of this project. All projects identified are to ensure that the requirements of the Rules and Regulation for Dam Safety are met in addition to ensuring the long- term performance of Utilities infrastructure. 1

The dam, which is owned and operated by Utilities, is about 108 feet high and has a crest length of about 1,890 feet. The crest of the dam is at an elevation of 10,868 feet. The facility includes a reinforced concrete overflow spillway on the left abutment, with a net width of 97 feet and crest elevation of 10,861 feet. A general plan of the dam is shown in the report. The dam is a rockfill embankment, with an upstream asphaltic concrete (AC) facing. The inclinations of the downstream and upstream faces are 1.5:1 (horizontal:vertical) and 1.7:1, respectively. The dam crest is 20 feet wide. The upstream AC facing was placed in three layers over a leveling course of AC, with a nominal total thickness of AC of about 12 inches. The leveling course reportedly varied from 1 inch to 3 inches in thickness and was allowed to constitute 1-1/2 inches of total AC thickness. The subsequent three layers had nominal thicknesses of 4 inches, 3-1/2 inches, and 3 inches, from bottom layer to top layer, which combined with the l-1/2 inch allowed for the leveling course to create a nominal total thickness of 12 inches. These thicknesses were taken from construction records, design drawings, and selectively coring the asphalt face in Montgomery Dam was originally constructed between 1954 and Because of the high elevation, the construction season at the site is short and weather conditions can be extreme. Recurrent cracks on the upstream AC facing and separation of the AC facing from a parapet wall along the upstream edge of the crest have been reported for the life of the structure. Crack repairs have consisted of filling the cracks with asphaltic patching materials. At the spillway crest elevation, the reservoir stores about 5,088 acre-feet of water with a reservoir surface area of about 95 acres. Normally, the reservoir is filled in the late spring and early summer and is at its lowest levels in late fall and winter. Ice and snow are present at the site in the winter and spring. The most desirable period for construction would be the fall, when the reservoir could be lowered and extreme winter weather has not yet fully set in. Montgomery Reservoir is fed in part by natural inflows from the upstream basin area, but principally by diversions from the Blue River basin, located on the opposite side of the Continental Divide. Diversions from the Blue River basin are delivered to Montgomery Reservoir by a tunnel under the divide. Upper Blue River basin flows are captured by Utilities Upper Blue Dam, prior to diversion to Montgomery Reservoir. 2
3 The outlet works consists of a 72-inch diameter, unlined reinforced concrete conduit located along the Dam axis. Flow enters the conduit through an ungated reinforced concrete inlet structure. The inlet structure consists of a reinforced concrete structure with approximately 800 square feet of steel trash racks. Flow enters the outlet conduit through a bell mouth entrance. The conduit is about 520-feet long from the downstream end of the inlet structure to the valve located downstream of the dam and is sloped at ft/ft. The conduit has water-stopped control joints spaced at 30 feet along its length. The conduit terminates at the valve house, which consists of a reinforced concrete structure. The main discharge valve is a 66- inch fixed cone valve. The Colorado Office of the SEO inspects Montgomery Dam annually. 4.0 PROJECT TASKS Respondents shall use their application of knowledge, skills, tools, and techniques to meet or exceed the owner s needs and expectations for the project. All tasks shall be completed per the current State of Colorado Rules and Regulations for Dam Safety and Construction. The project shall include, but is not limited to the tasks as outlined below. The successful Respondent shall: 4.1 Organize, and facilitate a project kick-off meeting with appropriate Utilities representatives to review the project and establish roles and responsibilities for each component of the project. 4.2 Conduct a minimum of four progress review meetings with Utilities. The first meeting shall be held at the completion of the Final Draft Design Report. Subsequent meetings shall be held at 60%, 90%, and 100% design review meetings. The 100% design review meetings will include final comments from the SEO. Additional meetings and site visits required by the Respondent shall be identified in their cost and proposal response. The Respondent should provide meeting agendas and summaries/minutes. 4.3 Monitor and measure all aspects of the project including schedule control, quality control, and cost control. Monthly cash flow projections will be required for budgeting purposes. These projections should be updated monthly. 4.4 Maintain frequent communication with Utilities throughout the project. (Two-week advance notice for meetings and activities impacting regular Utilities operations must be submitted to ensure necessary coordination.) 4.5 Prepare data needs list and collect available data on the facilities from Utilities. Sources of available data will include at a minimum: Reports referenced in Section 2.0, Facilities Information Management System (FIMS) data, record drawings, SEO Dam Inspection Reports, Emergency Action Plans (EAP), reservoir capacity tables and spillway capacity tables. For FIMS data, the successful Respondent must complete the FIMS / Geospatial Data License Agreement. 3
4 4.6 Review, evaluate, and incorporate existing report(s) findings where applicable. 4.7 Field surveying, topographic mapping, and other mapping as required shall be based on a modified state plane coordinate system: State Plane Zone: Colorado Central Horizontal Datum: NAD 1983(86) Vertical Datum: NGVD29 (local adjustment, control information to be provided by UTILITIES) Unit: US Survey Foot Grid Scale Factor: Elevation Factor: Combined Scale Factor: Map Scale: 1 inch = 50 feet Contour Interval: 1 foot 4.8 The field survey work should include all necessary features pertinent to executing required tasks and include the following: 1. Identification of boundaries, easements and rights-of-way that may be impacted by construction activities 2. Electronic data file of all survey points listing point number, coordinates, elevation and description. 4.9 Conduct any required geotechnical investigation and analysis including : Testing, classification and analysis of samples as appropriate Geotechnical recommendations for structures Technical Memorandum summarizing findings and recommendations including boring logs and individual sample test results suitable for submittal to the SEO to fulfill the requirements under Rule for Geotechnical Report Review improvements recommended in the 2006 URS Report and refine selected alternatives for final design, develop design criteria for all elements of design, provide engineering data for all proposed equipment to be incorporated into final design, develop 30% level design drawings, cost estimates, proposed list of drawings, specification drawings list Develop concepts and requirements to divert inflow and diversions from the watershed and Hoosier Tunnel into the South Platt River and Blue River Pipeline, respectively Assess, evaluate, and develop alternatives for improving the Hoosier Tunnel outlet channel entering Montgomery Reservoir. Respondent shall determine mode of deterioration and provide recommendations to arresting active deterioration of the concrete channel. Reservoir levels will be lowered in the spring to allow a visual inspection. Conceptual design will be provided as part of the Final Report. 4
5 4.13 Research, prepare, and submit the necessary applications and provide support documents for all applicable environmental regulatory permits and plans for this project. Permits may include but not be limited to: Clean Water Act Section 404 (Individual permit versus Nationwide) including wetland determinations, and mitigations, Section 402 (Stormwater & dewatering), Section 401 Certification, USFS Special Use Permit, USFWS/CDOW clearances and approval requirements, Migratory Bird Treaty Act, and Endangered Species Act, CDPHE Construction permit and Air Pollution Emission Notice, Summit Land Development Permit, and Federal Emergency Management Agency Floodplain requirements for Summit County.. Prepare a Technical Memorandum summarizing all applicable permits and plan requirements, schedule, and include permit applications as an appendix Prepare 60, 90 and 100 percent contract documents for Utilities and SEO review and comments. Draft technical specificaitons in CSI format shall be inluded for all submittals Develop contractor qualifications criteria for the pre-qualification of contractors. Respondent will also evaluate responsive contractors to develop a short list of contractors for bidding purposes. Pre-qualification solicitation will occur in the fall of 2009 to allow contractors an opportunity to conduct a site visit prior to releasing the RFP in January 2010 when the site is inaccessible Submit construction contract documents to the SEO for review. Respondent shall respond and incorporate SEO comments into final construction contract documents Provide bidding services including bid package prepartion, bid evaluation, and recommendation of award 4.18 Provide full-time construction management services that commensurates with the appropriate construction activiy and effort necessary to meet project quality goals Complete all construction close out services. Construction Completion Report shall meet requiremnts of SEO. 5.0 PROJECT DELIVERABLES 5.1 Electronic Files: Spatial data files should be compatible with FIMS/GIS standards for retrieval purposes. Map files shall be completed in AutoCAD V2008 with electronic copies provided in AutoCAD format in addition to PDF files. Similarly, text and spreadsheet files shall be completed in Microsoft Word and Excel respectively, with electronic copies provided in Word/Excel format in addition to PDF files. 5.2 Project Plan and Schedule: At the onset of the project, provide two (2) copies of overall project plan and schedule indicating a work breakdown structure 5
6 with corresponding dates and milestones. (Due to Utilities staffing availability, a two-week advanced schedule must be submitted to ensure access to the requested facility and appropriate staff attendance.) Also include monthly cash flow estimates for the project. Provide two (2) copies of updated schedule and cash flows monthly to Utilities for the duration of the project. 5.3 Draft Final Design Report: Provide ten (10) bound copies and one (1) electronic copy of the final report within 45 days of Notice to Proceed (NAP). Design report shall include design elements identified in Section Final Design Report: Provide ten (10) bound copies and one (1) electronic copy of the final report within 60 days of NTP. Design report shall include design elements identified in Section , 90, 100 Percent Contract Documents: Provide ten (10) bound copies and one (1) electronic copy of the Final Report. 5.6 Construction Record Drawings: Provide three (3) copies each of full-size, half-size copies and electronic files (per section 5.1) of record drawings no later than 30 days after completion of project. 5.7 Construction Completion Report: Provide five (5) copies of completion report and electronic files. 6.0 SCHEDULE Times for rendering Services 7.0 KEY PERSONNEL Anticipated Start Date: 6 April 2009 Completion Date: 15 December 2010 Project Milestones Draft Final Report 1 June 2009 Final Draft Report 1 July Percent Design 1 August Percent Design 1 September Percent Design 1 November 2009 Project Advertisement 15 January 2010 Project Award 1 April 2010 Substantial Completion 1 September 2010 The proposer s personnel listed below are considered to be essential to the work being performed hereunder. Prior to diverting any of the specified individuals to other programs or in the event a key personnel terminates his/her employment, the Supplier shall notify the identified Springs Utilities Procurement and Contracts representative in advance and shall submit justification, including proposed substitutions, in sufficient detail to 6
7 permit evaluation of the impact on the program. No diversion or substitution shall be made by the Supplier without written consent of Colorado Springs Utilities. The resource requirements below are a minimum. Additional resources will be required for each phase of the project as determined at the pre-bid conference.
