FLORIAN HALL WINTERSVILLE, OH CONFERENCE DESCRIPTION & GENERAL INFORMATION Join fellow first responders from all disciplines at this first of a kind, tri-state conference. Strides in traffic incident management (TIM) are being made throughout our states, but opportunities exist to further enhance these efforts through increased collaboration and the sharing of best practices. Multiple agencies from our three states have worked together to plan this conference, and you are invited to attend. The conference offers a day packed with equipment demonstrations, sharing of best practices in TIM and individualized tracks focused on: Planning, Management and Organizational Tactical and Training To learn more about the national TIM initiative, please visit the EDC TIM website by clicking this link. 10 PROGRAM SESSION SUMMARIES Opening Session: 9:00 AM to 10:15 AM Status of TIM: Across the Nation, with a Focus on the Tri- State Region The importance of effective TIM programs continues to gain momentum across the U.S., and improvements in incident response continue to be realized through better communication and collaboration. Participants will learn about TIM efforts taking place nationally, successes realized in several best practice states, and the latest resources that are important to everyone involved in TIM. Attendees will also receive a first-hand overview of the TIM programs within each state from senior leaders in the tri-state region where are we, what lies ahead? Each program is organized differently and has its own unique challenges and successes. Topics will include: An overview of Ohio's newly redesigned QuickClear Program website and its webbased training reporting system How Ohio's training program is divided into 12 regions to ensure accessibility for responders from across the state The success and growth of the Pittsburgh region's TIM Teams and how the Teams coordinate with the Regional TIM Steering Committee The benefits realized in the Pittsburgh region as a result of increased collaboration with the Pennsylvania State Police The unique role that the National Guard plays in West Virginia's incident response How West Virginia maintains excellence in ICS and the strides made in interoperability among its emergency response teams The session will conclude with an open discussion about how to most effectively keep track of what is happening at the program level in the tri-state region. 12 Tactical and Training Track (Session 1B): 10:30 AM to 11:30 AM Rerouting Traffic in the Queue and Other Alternate Routing Considerations Traffic stopped for even a few minutes can have significant consequences; and issues as a result of traffic being stopped for several hours can be dire. Most notably is the likelihood that secondary incidents will occur. This session will explore the three states guidance documents and methods for rerouting traffic stuck in the queue during major incidents. For example, the Ohio Department of Transportation s revised Incident Management Playbook for Major Route Detours addresses this topic. Additional alternate routing and detour information relative to TIM will be shared, along with several case studies. The session will conclude with an open discussion of opportunities and new methods to improve the critical task of rerouting backlogged traffic. 13 Planning, Management and Organizational Track (Session 2A): 11:30 AM 12:30 PM TIM Performance Measures and Travel Time Reliability Travel time reliability and TIM performance measures are two of today s most discussed TIM-related topics, and the two are closely related. This session will begin with a discussion about advances in the availability of probe data that allows users to see travel times and speeds for every hour of the day on our freeways and expressways. Examples of several non-recurring congestion performance measures will be shared, along with illustrations of what happens when an incident occurs. The session will then explore the topic of TIM performance measures by examining advances being made in Arizona, the state leading the nation in this area. Specifically, what impact does TIM performance measures have on secondary crashes, what advances are being made in terms of data collection, how is this data being assessed, and how can countermeasures be designed to impact and support operations? 14 Tactical and Training Track (Session 2B): 11:30 AM 12:30 PM Bi-State TIM Collaboration Susan Farver-Springer will identify ways to improve cross-state communication and coordination on large incidents. Specifically, she will discuss the bi-state partnership between Ohio and Kentucky via the Greater Cincinnati/Northern Kentucky Regional Incident Mgmt. Task Force (RIMTF). The RIMTF membership of 50+ task force partners are well versed on the importance and respect that IM deserves. Since 2006, Farver-Springer has fostered healthy relationships across municipal, county, and state lines for efficient IM at traffic incident sites. It is often said lines are impenetrable, but with effective and persistent communication strategies detailing the importance of IM, the RIMTF has made those lines virtually invisible. Farver-Springer will highlight bi-state incident scenes in which mutual aid was needed, demonstrating the value of RIMTF networking prior to reporting on-scene. Further, she will offer recommendations on how to establish an IMTF, including best practices in delivering after action reviews for improvement opportunities. 15 Session 3: 1:45 PM - 3:00 PM Improving Communication & Coordination on Major Incidents The critical role that traffic management centers (TMCs) play in incident detection and response cannot be overstated. TMC personnel monitor traffic, identify issues, coordinate with emergency responders during incidents, and provide up-to-the-minute information to the traveling public via a variety of methods such as dynamic message signs. This session will explore several unique aspects of the three states TMCs, as well as procedures that exist to notify TMCs in neighboring states about incidents having multi-state impacts, such as accidents on I-70 and I-80. The speakers will share how communication between TMCs is maintained throughout the duration of lengthy incidents. The session will conclude with a discussion of opportunities to improve coordination among TMCs in the tri-state region. For example, could detour information from neighboring states be better utilized? What other methods exist to monitor and distribute incident information about accidents that cross state borders? 16 Closing Session: 3:15 PM - 4:45 PM The Case for TIM: Where Do We Go from Here? Towing Strides to Advance TIM Ron Myers will share regional and national strides being made in TIM among towers. He will highlight Pine Tree Towing s effective use of rotator wreckers, as well as ways in which its operators support other responding disciplines on scene. He will discuss the roll that manufacturers and towers must continue to play in TIM, as well as the potential to make TIM training mandatory among towers. Myers will also feature the Towing & Recovery Association of America s (TRAA s) plans to address the alarming fatality rate among towers. He will highlight ideas for effectively prestaging large tow equipment, recent updates to TRAA s TIMTOW Guide (TIM Tow Operators Workplan), and the new TIM Package concept for tow trucks. He humbly realizes that some of his fellow towers are lacking in TIM training and comprehensive quick clear participation, an issue that he is working hard to address. Speaker Ron Myers, Operations Manager, Pine Tree Towing and Recovery Bridging the Gap: Freight, Infrastructure Protection and TIM The Philadelphia, PA, region s robust TIM program is recognized nationally as a best practice program; it is facilitated by the Delaware Valley Regional Planning Commission (DVRPC) and supported by numerous Pennsylvania and New Jersey agencies, including the New Jersey Department of Transportation and New Jersey State Police. The speakers will highlight several important best practices realized by the region s various corridor-based Incident Management Task Forces, examples of what can be gained by improved bi-state collaboration, and the great strides being made to engage the region s freight community in TIM. 12

17 Participants will also learn about New Jersey State Police s federally funded Incident Management Unit and the important role it has played in dramatically reducing incident clearance times in the state. The speakers will feature security and hazmat considerations relative to TIM, methods to ensure multimodal infrastructure protection, with an emphasis on maritime safety and port security, and why having a strong transportation system is critical to an effective TIM program. 18 SPEAKER BIOGRAPHIES Alphabetically Listed Lieutenant Douglas Bartoe, Patrol Section Commander for Troop B, Washington, Pennsylvania State Police Lieutenant Douglas Bartoe currently serves as the Patrol Section Commander for Troop B, Washington, with the Pennsylvania State Police. Troop B encompasses Washington, Allegheny, Greene, Fayette, and part of Westmoreland County in southwestern Pennsylvania. He oversees all patrol-related functions including, but not limited to, collision reconstruction, truck inspection, speed enforcement, DUI enforcement, and other patrol-related functions. From , he was the Station Commander at Troop D, Beaver, and in 2009, Lieutenant Bartoe was promoted to Sergeant and assigned to the Patrol Section Supervisor at Troop J, Lancaster. From 1999 to 2009, he served as a Collision Analysis Reconstruction Specialist at Troop B, Washington, and was promoted to Corporal in He was a patrol Trooper in Troop B, Washington, from 1991 to Major Shawn Davis, Commander of the Office of Strategic Services, Ohio State Highway Patrol Major Shawn Davis is a 21-year veteran of the Ohio State Highway Patrol and was a member of the statewide Traffic Incident Management committee from He began his career in 1993 as a trooper at the Lancaster Patrol Post. Major Davis has worked a variety of assignments during his tenure as a state trooper to include canine handler, executive protection unit, assistant post commander, post commander of the Jackson Post, public information officer, legislative liaison, Field Operations executive officer, Special Operations commander, and his current assignment as the commander of the Office of Strategic Services. Major Davis is a member of the Ohio Association of Chiefs of Police and has served on the Ohio Sentencing Commission and the Commission on the Rules of Practice and Procedure. 14

19 Benjamin DeVore, Western Pennsylvania Regional Traffic Management Center Manager, PennDOT District 11 Benjamin DeVore has worked for the Pennsylvania Department of Transportation, District 11, since He has been involved in Intelligent Transportation Systems (ITS) since 2010 and has served as the Western Pennsylvania Regional TMC Manager for District 11 since His duties include designing ITS projects, supporting construction personnel, providing support to other PennDOT Districts within the western region for ITS projects, coordinating the maintenance of ITS devices, staffing the District s Incident Command Center, serving as Incident Commander during major incidents or inclement weather, and overseeing a 24/7/365 operations staff. Larry Flowers, Ohio State Fire Marshal Larry Flowers was appointed as Ohio s 37th State Fire Marshal in April Prior to being named State Fire Marshal, Flowers proudly served the citizens of Ohio as a State Representative from 2001 to 2008 in the 19th and 24th Ohio House Districts. He also was the fire chief of the Madison Township Fire Department in Franklin County from 1978 to Most recently, he served as the Madison Township Administrator. Flowers began his fire service career as a volunteer with the Kirkersville Fire Department (now West Licking Joint Fire District) in 1970 before joining the Baltimore Fire Department (now Basil Fire Department) in Fairfield County, and then becoming a full-time firefighter and paramedic with the Sharon Township Fire Department (now Worthington Fire Department). He was named fire chief of the Madison Township Fire Department in 1978, a position he held until retirement in

20 Michael Flynn, P.E., P.S., Assistant Director for Field Operations, Ohio Department of Transportation Michael Flynn, P.E., P.S., has served as the assistant director for field operations for ODOT since He worked in the engineer s offices for both Warren and Delaware counties, and he held the posts of city engineer and public works director for the city of Delaware. During the 1990s, Flynn was named ODOT s deputy director for District 6 and District 8. Before his recent return to ODOT, he spent time working as a local and national consultant in the states of Florida and Ohio. David Kalb, Transportation Manager, Ohio Department of Transportation David Kalb currently serves as Transportation Manager with the Ohio Department of Transportation in its Statewide Traffic Management Center (TMC) in Columbus. He is TMC Supervisor of the 2nd, 3rd and Weekend shifts. Kalb has worked for ODOT for 12 years, having previously held the following positions within the Department: Highway Maintenance Worker 1, Highway Technician 1, Highway Technician 2, Traffic Signal Electrician 1, and Traffic Signal Electrician 2, as well as worked for 1,000 hours supporting ODOT s FIRST (Freeway Incident Response Service Team) program. Prior to his career with ODOT, Kalb worked for 10 years in the private sector as a signal electrician installing and maintaining traffic cameras. 16

21 Thomas (Tim) Lane, Chief, Enforcement Services, Enforcement and Compliance Division, Arizona Department of Transportation Chief Tim Lane currently heads the Enforcement Services Bureau within the Enforcement and Compliance Division at the Arizona Department of Transportation (ADOT). He oversees ADOT s mission to protect Arizona s valuable infrastructure and ensure the safe and efficient movement of Commercial Motor Vehicles into the state. Prior to joining ADOT, Chief Lane worked for the USDOT Federal Highway Administration (FHWA) in Washington, D.C. Serving as the Law Enforcement and Public Safety Liaison Program Manager, his primary responsibility was to work with senior transportation and public safety executives in an effort to provide advanced TIM strategies and guidance nationally. Before joining FHWA, Chief Lane retired from the Arizona Department of Public Safety at the rank of Commander and Arizona Law Enforcement after a 30-year career. Laurie Matkowski, Manager of the Office of Transportation Operations Management, Delaware Valley Regional Planning Commission Laurie Matkowski is Manager of the Office of Transportation Operations Management with the Delaware Valley Regional Planning Commission (DVRPC). She has worked at DVRPC for over 15 years, fostering planning and interagency coordination on numerous ITS, operations, and incident management projects. Throughout her career at DVRPC, Matkowski has worked closely with local emergency responders and has managed several corridor-based TIM task forces in the region. Other highlights include development and implementation of DVRPC s Transportation Operations Master Plan, the Regional ITS Architecture, Regional Integrated Multimodal Information Sharing (RIMIS) Program, and Regional Traffic Signal Retiming Project. Current efforts include bringing the incident management and goods movement communities together. 17

22 John McKnabb, Traffic Management Center Supervisor, Ohio Department of Transportation John McKnabb has worked for the Ohio Department of Transportation for 25 years and currently serves as TMC Supervisor. In this role he oversees the day-to-day operations of the TMC; he has served as TMC Supervisor for the last four years. McKnabb has 11 years of experience in the intelligent transportation systems (ITS) field. During this time in the ITS field, his initial work included inspecting ITS device construction, which included CCTV locations and dynamic message sign locations and communications, where he worked closely with other state agencies and local service providers, such as AT&T, Verizon, and Telcom. Lieutenant John McMahon, Jr. #5380, Station Commander, Burlington Marine Services Station, New Jersey State Police Lieutenant John McMahon, Jr. is an active participant in the motor vehicle, maritime, crash investigation, and incident management communities. He currently serves as Station Commander, Burlington Marine Services Station, a Homeland Security Station, with the New Jersey State Police (NJSP). Earlier in his career, Lieutenant McMahon was assigned to NJSP s Fatal Accident Investigation Unit. He was then assigned to the Incident Management Unit (IMU) and promoted to Sergeant First Class, where he was responsible for the management of all critical incidents on state highways in a five-county region. The IMU is a statewide group that coordinates incident response efforts among the various responder disciplines. Lieutenant McMahon gained notoriety in the crash investigation community in May 2009 when he testified on the nationally televised trial of State of New Jersey vs. State Trooper Robert Higbee, a vehicular homicide trial, where he reconstructed the crash. 18

23 Carl Merckle, Acting Emergency Operation Coordinator, Ohio Department of Transportation Carl Merckle has been with the Ohio Department of Transportation since 2000 and currently serves as Acting Emergency Operation Coordinator in ODOT s Central Office, Division of Highway Operations. Among his extensive duties, he is Co-Chair of the Ohio TIM/QuickClear Program; is the Department s liaison with the state s emergency response community; and serves as Emergency Operations Center Coordinator for Transportation at the State Emergency Operations Center. Merckle has served as a volunteer firefighter since 1998 and was the Lewisville & Community Volunteer Fire Department fire chief from In addition, he is a trained emergency medical technician and previously served as the Monroe County EMS Coordinator. Ron Myers, Operations Manager, Pine Tree Towing and Recovery Ron Myers is an award-winning towing and recovery plus transport specialist, with more than 35 years of experience. He is an active Operations Manager of Pine Tree Towing and Recovery in Cambridge, Ohio. Through many formal training and certification classes, including Wreckmaster 2/3, 4/5, multiple rotator trainings, air cushion recovery techniques and safety, and TIM training, including the SHRP2 Train-the-Trainer, he is recognized as a professional tower. Myers attends several towing conventions across the U.S. annually to gather industry information and stay abreast of new trends, equipment, and safety programs. Myers serves as President and founding member of Quick Clear Professionals of Ohio, as well as is a member of the Towing & Recovery Association of America s TIM Committee. 19

24 Chuck Runyon, Special Assistant to the Secretary of Transportation, West Virginia Department of Transportation Chuck Runyon has been with the West Virginia Department of Transportation (DOT) for 23 years and is currently the Special Assistant to the Secretary of Transportation and Director of the Homeland Security Emergency Operations office for the DOT. He is the liaison between the West Virginia Division of Homeland Security and Emergency Operations and the DOT, as well as the West Virginia National Guard. Runyon has an extensive background in emergency management. He has been involved with 36 federally declared disasters in West Virginia. He is currently on the West Virginia Emergency Response Council, West Virginia State Interoperable Radio Committee, and is a representative for the State Emergency Operations Center. He also currently holds the position of vice chair for the AASHTO Subcommittee on SCOTSEM and Co-chair of B Committee. He retired as an assistant fire chief after 40 years of service and as a West Virginia State Fire Commissioner after 14 years of service. Craig Shuey, Chief Operating Officer, Pennsylvania Turnpike Commission Craig Shuey joined the Pennsylvania Turnpike Commission as Government Affairs Director in August 2009 and was appointed as the Turnpike s Chief Operating Officer in January In this role, Shuey is responsible for the day-to-day operation of the 552 mile-long Turnpike system and more than 2,100 employees. Prior to joining the Turnpike Commission, he spent 15 years with the Pennsylvania Senate and served as Executive Director of the Senate Transportation Committee from 2001 through July Shuey is an experienced transportation professional and has served as a member of the Transportation Advisory Committee s Future Funding Taskforce, the Governor s Transportation Advisory Commission, and as an advisor to the Transportation Funding and Advisory Committee. 20

25 Douglas Smith, P.E., Transportation Planner, Southwestern Pennsylvania Commission Douglas Smith, P.E., is a transportation planner with the Southwestern Pennsylvania Commission (the Metropolitan Planning Organization for the 10-county Pittsburgh region) where he organizes and leads programs related to transportation operations and safety. Smith serves as project manager for the Regional Operations Plan, Congestion Management Process, Road Safety Audits program, Regional Transportation Operations & Safety Committee, and the TIM program. As coordinator of the regional TIM program, he facilitates the work of the Regional TIM Steering Committee, as well as 4 Local TIM Teams. Smith has been with SPC since Susan Farver-Springer, Executive Assistant to the Deputy Director of the Ohio Department of Transportation, District 8 Susan Farver-Springer is the Executive Assistant to the Deputy Director of the Ohio Department of Transportation, District 8. Prior to her tenure in this role, she served as the Assistant Manager and TIM Coordinator of Ohio s first Traffic Management Center (TMC) known as the Advanced Regional Traffic Interactive Management & Information System (ARTIMIS) in Greater Cincinnati/Northern Kentucky. Additionally, Farver-Springer s most recent appointments include serving as the Legislative Affairs Liaison and acting as the Management Quality Coordinator for her agency. Prior to her employment at ODOT - District 8 and ARTIMIS, she was the Southwest Regional Manager of the Ohio Welcome Center program for 13 years. 21

26 Staff Lieutenant William Weirtz, Turnpike Liaison and Traffic Incident Management Coordinator, Cleveland District, Ohio State Highway Patrol Staff Lieutenant William Weirtz joined the Ohio State Highway Patrol in May 1990 as a member of the 120th Academy Class. He was assigned to the New Philadelphia Post, where he was selected as Post Trooper of the Year in In 2001, he was promoted to the rank of Sergeant and transferred to the Marietta Post to serve as an Assistant Post Commander. As a Sergeant, he also served at the New Philadelphia and Canton Posts. In 2009, he was promoted to the rank of Lieutenant and transferred to the Hiram Post on the Ohio Turnpike to serve as Post Commander. In 2011, he transferred to the Canton Post where he served as Post Commander until his most recent promotion to Staff Lieutenant in June He is currently assigned to the Cleveland District as the Turnpike Liaison and TIM Coordinator. 22
