1 NOTES REPORTS AND PRESENTATIONS AGENDA ITEM XI-2 NATIONAL TRAINING PROGRAM FOR TRAFFIC INCIDENT MANAGEMENT (TIM) Presenter: Summary: Bill Fuller, FDOT The Traffic Incident Management (TIM) Team Program brings together all agencies involved in clearing roadway crashes with the objective of improving detection, verification, response, and clearance times to expeditiously remove a motor vehicle crash or incident from the roadway while providing the best real-time information to motorists, resulting in a safer roadway environment for both incident responders and motorists. The Southwest Florida Traffic Incident Management Teams are committed to implementing the Quick Clearance principles of Florida's Open Roads Policy through the implementation of the "3 Cs" of TIM: Communication, Cooperation, and Coordination. TIM Teams are dedicated to providing the public with the best real-time Motorist Information available through Intelligent Transportation Systems (ITS) such as 511, Highway Advisory Radio, and over the road Dynamic Message Signs. TIM team member agencies include state, regional, and local transportation agencies, public safety providers, emergency medical responders, emergency management agencies, professional tow truck operators, and many others that service the traveling public. TIM Teams are sponsored by the Florida Department of Transportation and meet to discuss related topics, develop improved processes, share lessons learned, and gain insight into other stakeholder perspectives. 3 Definitions Incident Any non recurring event that causes capacity reduction or increased demand Incident management The organized cooperative effort of multiple agencies to detect & verify incidents, respond & manage the scene, manage traffic & provide traveler information, and clear the incident TIM Team A Traffic Incident Management Team is a group of organizations meeting regularly to identify issues, and develop improved incident management operations through coordination, communication and cooperation

7 The Highway Incident Problem 50-60% of congestion is caused by incidents 20% of crashes are secondary incidents (1 min= 2.8% chance of secondary) Incident responder injuries are significant Cost of Congestion annually $80 Billion nation wide Sarasota = $198 million Tamp / St. Pete = $1.1 Billion

11 OPEN ROADS POLICY Safe but Quick Agreement Between the FHP and FDOT Establishes policy for FHP and FDOT personnel to expedite the removal of vehicles, cargo and debris from the State roadway. Clear all incidents within 90 minutes of the arrival of the first responding officer. Restore, in a URGENT MANNER, the safe and orderly flow of traffic
12 OPEN ROADS POLICY Agreement Governmental entities have responsibility to do whatever is reasonable to reduce the risks to responders. 25% of non-reoccurring congestion is the result of traffic crash. 20% of crashes are secondary 20% of secondary crashes result in a fatality

15 No Obligation However, the associated Memorandums of Understanding do not obligate the TIM Team Agency Members, or the TIM Team Agency Member representatives to commit or donate funds, equipment or personnel to the association s activities or initiatives.
16 Commitment to Participate The TIM Team Agency Members do however commit to participating in collaborative efforts intended to advance the interest of the TIM program for the benefit of public safety.
