3 Welcome Message Welcome to Singapore s International Energy Week (IEW) from 3 to 7 November Jointly organised by the Energy Market Authority (EMA) and the Energy Studies Institute (ESI), the IEW will be a week for international and local policy makers, academics, energy experts and industry players to exchange and catalyse ideas on energy options and strategies for the future. With the Singapore government s commitment in creating a global clean energy hub, investing S$350 million in research, development and technology, delegates can see the strides organisations have taken to shape the energy sector. Featuring a spectrum of industry topics energy efficiency, traditional energy (oil, gas and coal), renewable energy (wind, solar and biofuels), alternative energy (nuclear, hydrogen, fuel cells), climate change, green buildings, energy investment and much more, participants can choose their areas of interest. This inaugural event with conferences, exhibitions, seminars, workshops, debates, site visits and hospitality programmes will illustrate Singapore s hopes to grow and become the centre for developing energy policies and strategies that are key to today's government and industry decision makers. It will be a forum for policymakers from government or industry, to engage in dialogue with each other and also with experts and representatives from various research institutes, policy think tanks, and energy industry players and other partners on the challenges, possibilities and solutions to Powering Cities of the Future. Topics will range from climate change policies, sustainable technology, energy efficiency, business risks and opportunities and integrated energy solutions for cities. The conference will feature the Singapore Energy Lecture by Minister Mentor Lee Kuan Yew, Ministerial Dialogue and Keynote Addresses from leading energy experts and officials, and the Singapore Energy Conference Dinner. Singapore Electricity Roundtable 2008 Organiser: Energy Market Company Date: 5 6 November 2008 Day One 2.00pm 6.00pm Day Two 9.00am 11.30am Raffles City Convention Centre / Energy Market Company Office Fee Applicable: Yes The roundtable is dedicated to connecting influencers, decision makers, potential investors and experts in the electricity and related industries. In its fourth year, this year s event will see several distinguished speakers discussing timely topics relevant to the electricity and gas markets. Some of Singapore's leading electricity experts and market players will also address ways that electricity generation can remain competitive in the context of high international oil prices. 7 NCES Regional Industry Networking Conference (RINC) 2008 Organiser: Singapore Polytechnic Date: 6 7 November am 5.00pm Singapore Polytechnic LT1A and Concourse The Regional Industry Networking Conference (RINC) has been organised by the Singapore Polytechnic School of Electrical & Electronic Engineering since The objective is to provide local and regional participants with a platform to discuss trends and developments in the areas of electrical and electronic engineering. The theme is Sustainable and Clean Energy, which is in line with current global and Singapore s interest in seeking out alternative energy sources and developing technologies in the energy sector. An exhibition to showcase products and engineering solutions will also be held concurrently. The target audience includes those in the Power, Energy, Engineering, R&D and Education sectors. 7

Explosive and visually dramatic, ENERGY will assault your senses with its many highly charged up exhibits! The Energy Exhibition is a permanent exhibition that covers the basic concepts of energy. This includes the forms of energy and how it can be transformed. The Energy Exhibition also includes a live demonstration area where the thunderbolt show is run twice daily. Climate Change Exhibition Organiser: Date: Fee Applicable: Singapore Science Centre 1 9 November 2008 (Closed on Mondays) 9.00am 5.45pm Singapore Science Centre Yes The Climate Change Exhibition explores the myriad complexities of a global phenomenon through five unique and immersive areas. In Subzero, visitors find themselves in an icy world, and engage in fact finding about the state of our climate, and how it was like in the past. The Climate Change Show is set within a special object theatre, and should not be missed as it provides an excellent introduction to global warming, its causes and possible solutions. The exhibition also features innovative gadgets (energy visualization devices) in which design and technology have been melded to better care for our environment. It also features a section on alternative energy, seen as possible solutions to global warming. 8

9 ONS Singapore Fuel Cell Community Exhibition and Guided Tour Organiser: Singapore Fuel Cell Community and Temasek Polytechnic Date: 4 5 November pm 4.30pm Temasek Polytechnic The Singapore Fuel Cell Community (FCC), hosted by Temasek Polytechnic, is part of the government s plan for a fuel cell industry hub that will position Singapore as a place for innovations in fuel cell technology and applications. 13 SEMINARS,, OURSES Debates & Courses A*STAR-UK Energy Workshop Organiser: A*STAR and the British High Commission Date: 5 6 November 2008 Day One 9.00am 5.00pm Day Two 9.30am 5.30pm Fusionopolis / Biopolis Funded by the British High Commission in Singapore, the Agency for Science, Technology and Research (A*STAR), is organising a workshop that focuses on research and development into new and emerging multi-disciplinary technologies for renewable, distributed, transport and integrated energy systems operating and managed as part of the microgrid system. Research and development efforts to promote and ensure safety, reliability, efficiency and quality in distributed energy systems and microgrids will be discussed in this workshop by experts from the UK, EU, Singapore and other countries. The Biofuels and Food Security Debate Organiser: Energy Studies Institute and Institute of Southeast Asian Studies Date: 6 November am 12.00pm Auditorium, University Hall, National University of Singapore Against the backdrop of soaring oil and food prices in recent months, this debate will highlight the pros and cons of expanding the use of biofuels as an alternative transport fuel with the diversion of cropland, water and fertilizer supplies away from food production. The positive experience of some biofuel producing countries and regions will be considered against the negative experience of other areas. Will biofuels ever fully, or even partially replace gasoline and diesel? There are many conflicting and confusing reports on this issue. This debate will help listeners understand the facts. 13

Supply, Demand and Price Organiser: Vitol Date: 6 November pm 4.00pm Bras Basah Room, Raffles City Convention Centre Vitol will deliver a presentation to examine past, current and future supply and demand drivers of oil. The presentation will investigate if oil supplies have peaked and if the industry is moving back to the structural surpluses of the 1980s and 1990s. The key factors leading price formation will also be addressed. Seminar: Sustainable Energy Is this the Tipping Point? Organiser: Herbert Smith Date: 6 November am 10.30am Grand Hyatt Singapore Speakers from international law firm, Herbert Smith, will present a breakfast seminar on sustainable energy. Partners from its Asian and London offices will discuss some of the key issues facing the energy industry and the global economy. These include developing sustainable energy policies, funding renewable projects and examining how the oil and gas industry is addressing the challenge of carbon capture. The agenda will also include an industry speaker who will offer an insider s perspective on similar issues. 14

Delegates will devise and discuss hedging strategies in a range of situations using the full range of exchange-traded and over-the-counter instruments and examine the optionality inherent in the oil industry. Should Southeast Asia Go Nuclear? Organiser: Centre for Asia and Globalisation Date: 7 November am 12.00pm Law School Auditorium, Lee Kuan Yew School of Public Policy The debate takes on Southeast Asia as a geographic focus, centering around the energy requirements of the region, especially Indonesia, Thailand, Vietnam and Malaysia. These are the countries that are contemplating nuclear energy as a viable option even while there are equally strong positions for maintaining the region as nuclear-free. Issues of timetable, accessibility / availability of technologies, implementation, regulation, and safety are some of the questions that will be addressed by the debaters. Audience participation will be enlisted through a device which tracks the audience s response and allows them to vote on specific questions. 15

It also provides insight to the challenge of meeting growing energy needs while significantly mitigating global carbon dioxide (CO 2 ) emissions. 16

17 SITE VISITS Site Visits Senoko Power Organiser: Senoko Power Date: 5 November 2008 Buses will leave from the Swissôtel The Stamford lobby at Raffles City at 1.30pm sharp and return at 4.30pm Senoko Power Senoko Power is Singapore s largest power generation and retail company and the first to utilise natural gas for power generation. It is a combined cycle plant with dual supply of natural gas from Malaysia and Indonesia. Features include an operational desalination plant for industrial water usage within the power station. PowerSeraya Organiser: PowerSeraya Date: 6 November 2008 Buses will leave from the Swissôtel The Stamford lobby at Raffles City at 1.30pm sharp and return at 4.30pm PowerSeraya The PowerSeraya Group is a diversified and integrated energy company with a sophisticated oil trading business complementing its core activities of energy wholesaling and retailing. With a licensed generating capacity of 3100MW, PowerSeraya is one of Singapore s largest electricity generators. Through its Seawater Reverse Osmosis Desalination Plant, it has become the first Combined Heat Water and Power player in Southeast Asia. Tuas Power Organiser: Tuas Power Date: 7 November 2008 Buses will leave from the Swissôtel The Stamford lobby at Raffles City at 1.30pm sharp and return at 4.30pm Tuas Power Tuas Power is the first in Singapore to develop and maintain energy-efficient trigeneration plants for large manufacturing facilities through one of its subsidiaries. The S$2 billion, 2,670 MW Tuas Power Station is located at the western end of Singapore. The power station s generation output is produced by four extremely efficient natural gas fired combined cycle plants. The power station also owns two highly reliable fuel oil fired steam sets. 17
