RECOMM ACTION EXHIBIT Approval Motion for Approval Minutes of the December 8, 2015 ESC meeting Pages 3-5 STAKEHOLDER INPUT The Workforce Innovation and Opportunity Act (WIOA) expands the function of the workforce boards as strategists and community conveners for local area input. To harness the expertise that exists within the community, we will invite industry and business leaders to participate in the next several Employer Services Committee meetings. Today, we are pleased to have Jaime Caldwell, Vice President of the South Florida Hospital and Healthcare Association. NEW BUSINESS 1. ESC Committee Strategic Plan Matrix for 2016 On November 6, the Broward WorkForce Development Board, Inc. (BWDB) held its annual planning meeting. At the meeting, three separate workgroups discussed and made recommendations to the BWDB. The BWDB approved these recommendations at the December meeting and staff has distributed the recommendations amongst Board committees. The goals and objectives are tracked by each committee in the form of a strategic planning matrix. The proposed 2016 matrix is presented for your review and discussion to add additional success strategies and benchmarks. 2 REPORTS 1. Broward County Unemployment Information The Broward County unemployment rate was 4.5 percent in November 2015, 0.9 percentage point lower than the region s year-ago rate (5.4 percent). The November 2015 rate was 0.3 percentage point lower than the state rate (4.8 percent) and 0.3 percentage point lower than the national rate (4.8 percent). In November 2015, the Ft. Lauderdale metro area added the most jobs of all the state s metro areas in professional and business services (+11,700 jobs); other services (+2,100); financial activities (+1,800, tied with the Miami metro area); and information (+100 jobs, tied with 4 other metro areas). On a motion made by Kristen Cavalini-Soothill and seconded by Paul Farren, the Committee unanimously approved the Minutes of the July 7, 2015 Employer Services Committee meeting. STAKEHOLDER INPUT The Workforce Innovation and Opportunity Act (WIOA) expands the function of the workforce boards as strategists and community conveners for local area input. Lori Birkeneder, Coordinator for Clinical Education at Broward Health attended the 12/8/15 Committee meeting. She provided the following input: There is a need for Critical Care Nurses, Surgical Techs, Certified Registered Nurse Anesthetists (CRNAs), Operating Room Nurses. Candidates must have experience. Funding assistance for online coursework would is needed. For example, Broward Health does not pay for online degrees. This presents a challenge to employees who need additional training but can't attend traditional classes due to their work schedules and the cost of online classes. There are potential opportunities to assist Broward Health's vendors with training i.e. Security Guards specific to hospitals. 3

4 NEW BUSINESS 1. Local Area Plan Development To incorporate discussions around one or more of the board s goals and objectives for the local area plan, the Committee considered 1) the invitee list of partners/stakeholders and 2) providing suggestions with respect to additional entities the committee feels should be included in the list. Joe Cobo suggested we reach out to Dionne Wong who is the Chief Human Resources Officer for Broward Health. Mr. Cobo stated that Ms. Wong should be able to provide valuable input about the healthcare industry needs. Steve Tinsley asked whether we would add stakeholders from the technology industry. Tony Ash stated that the South Florida Technology Alliance provided input at the BWDB meeting in October. On a motion made by Paul Farren and seconded by Kristen Cavalini-Soothill, the Committee unanimously approved the WIOA Plan Stakeholder Input. 2. OJT Wage Reimbursement Rate under WIOA The Committee considered approving a 75% reimbursement rate to small employers. Under WIOA, the employer wage reimbursement rate is 50%; however WIOA allows local boards the authorization to approve up to a 75% reimbursement rate. This will allow CSBD to continue to assist small businesses grow the local economy by providing meaningful employment opportunities. Tony Ash explained that, under WIA, CSBD was able to reimburse employers up to 90% of an employee s wages under OJT using waivers approved by US Department of Labor. WIOA allows workforce boards to reimburse up to 75%. Mason Jackson stated we would use a structure incorporating employer size when determining the reimbursement rate, similar to what we ve done in the past. This will make the reimbursement structure less confusing for employers. It really only eliminates the 90% category, which was done by Congress. On a motion made by Ben Chen and seconded by Paul Farren, the Committee unanimously approved the OJT Wage Reimbursement Rate under WIOA. 3. ESC Strategic Planning Matrix for 2015 Updates The Committee considered approval of the final status updates to the 2015 matrix. On a motion made by Paul Farren and seconded by Kristen Cavalini-Soothill, the Committee unanimously approved the ESC Strategic Planning Matrix for 2015 Updates. 4. ESC Meeting Schedule The Committee considered approval of the 2016 ESC Meeting Schedule. On a motion made by Kristen Cavalini-Soothill and seconded by Paul Farren the Committee unanimously approved the ESC Meeting Schedule. 4

5 REPORTS 1. CSBD Employer Website Evaluation Survey CSBD conducted an online survey of Broward County businesses in July 2015 to measure their satisfaction with CSBD s website in terms of 1) ease of use, 2) content value, and 3) additional resources they would like to see available on the website. Overall, 88% of the employers that responded were either very satisfied or satisfied with the CSBD website. Employers indicated they would like to see human resource videos, webinars, human resource tips, labor market information, and links to other workforce information on the CSBD website. Staff has added HR-related videos for the technology industry to the website and will continue to research additional resources to add to the website. 2. Employer Services Update In October and November 2015, CSBD provided rapid response services to 2 employers and 137 affected workers. CSBD also provided mass recruitment services to 36 employers seeking to fill over 990 vacant positions. 3. CareerSource Broward s 2015 Paychecks for Patriots Veterans Hiring Fair CareerSource Broward hosted its third annual Paychecks for Patriots Veterans Hiring Fair on Tuesday, November 10 th as part of an initiative by the Florida Department of Economic Opportunity (DEO) to hold Veteran-specific hiring events across the state during the week of Veterans Day. Fifty (50) employers attended the hiring fair seeking to fill about two hundred (200) jobs. There were one hundred seventeen (117) jobseekers in attendance. CSBD provided a résumé café onsite at the event. Jobseekers received résumé review services and had the capability to make updates to and print their résumé courtesy of the mobile bank of computers and printers provided by CSBD. 4. Broward County Unemployment Information The Broward County unemployment rate was 4.7 percent in October 2015, 0.8% lower than last year. In 2015 the rate was 0.4 percentage points lower than the state rate (5.1 percent). In October 2015, the Ft. Lauderdale metro area added the most jobs in growth rate professional and business services (+11,300 jobs); construction (+4,300 jobs); other services (+1,100 jobs); and information (+200 jobs, tied with the Miami metro area). Due to the low response rate from the initial follow up efforts a survey was sent to the participating ITA partners in November and December. The responses will be compiled into a report. In progress. CSBD staff has met with staff from both CareerSource Palm Beach and CareerSource South Florida to discuss holding mass recruitment events for these employers. 14 Overview of CareerSource Broward Region Not Seasonally Adjusted December 18, 2015 RWB 22 The unemployment rate in the CareerSource Broward region declined 0.9 percentage point over the year to 4.5 percent in November The region s jobless rate was 0.3 percentage point lower than the state rate (4.8 percent). Out of a labor force of 998,989, there were 44,497 unemployed Broward County residents. In November 2015, nonagricultural employment in the Ft. Lauderdale Pompano Beach Deerfield Beach metropolitan division was 821,800. Nonagricultural employment increased by 27,000 jobs (+3.4 percent) over the year in the metro area. The metro area s over the year growth rate was 0.4 percentage point higher than the state growth rate of 3.0 percent. In November 2015, the Ft. Lauderdale metro area added the most jobs of all the state s metro areas in professional and business services (+11,700 jobs); other services (+2,100 jobs); financial activities (+1,800 jobs, tied with the Miami Miami Beach Kendall MD); and information (+100 jobs, tied with 4 other metro areas). In November 2015, the annual job growth rates for construction (+12.5 percent); professional and business services (+8.4 percent); other services (+5.7 percent); financial activities (+3.2 percent); information (+0.5 percent); and government (+0.8 percent) exceeded the state rates. The major industry sectors that added jobs over the year in the metro area were professional and business services (+11,700 jobs); construction (+4,900 jobs); trade, transportation, and utilities (+3,900 jobs); leisure and hospitality (+2,900 jobs); other services (+2,100 jobs); financial activities (+1,800 jobs); government (+800 jobs); and information (+100 jobs). Education and health services ( 900 jobs) and manufacturing ( 300 jobs) were the only industries to lose jobs over the year in November. Note: All data are subject to revision.
