3 WORKFORCE DEVELOPMENT SYSTEM The U.S. Department of Labor s workforce development system is funded by the Employment and Training Administration (ETA) and delivered through a nationwide network of One-Stop Career Centers. Also called "One-Stops and/or America s Job Centers, these are community centers that provide employment, education and training services all in one place, offering a wealth of information and assistance for job seekers and employers.
4 WORKFORCE DEVELOPMENT PROGRAMS ARE DESIGNED TO STRENGTHEN SKILL LEVELS OF ENTRY LEVEL OR EXISTING WORKERS TO MATCH THE DEMANDS OF BUSINESS AND INDUSTRY FOR A TRAINED, COMPETITIVE WORKFORCE NEW LEGISLATION EMPHASIZES BUSINESS SERVICES, INCLUDING PUBLIC-PRIVATE PARTNERSHIPS TO DEVELOP TALENT PIPELINES FOR TARGETED SECTORS THE HISTORY OF WORKFORCE DEVELOPMENT PROGRAMS AND INITIATIVES IN AMERICA IS OVER 100 YEARS OLD THE PROGRAMS HAVE EVOLVED AS THE NATION S NEEDS AND UNDERSTANDINGS HAVE CHANGED

7 * 1862 Morrill Act: State land sold for colleges, public education 1913 U.S. Dept. of Labor (USDOL) created to advance opportunities for profitable employment 1933 New Deal included Civilian Conservation Corps (CCC) and other programs to put people to work 1933 Wagner-Payser Act created first public labor exchange service => National Employment System 1940s and 50s World War II ended recession; restructuring and retooling required in peace-time economy => 1962 Manpower Development and Training Act of 1962 addressed structural unemployment and dislocated workers 1964 Economic Opportunity Act of 1964 funded neighborhood based employment and training programs 1973 Comprehensive Employment and Training Act (CETA) gave local units of government substantial autonomy on training components 1983 Job Training & Partnership Act (JTPA) replaced CETA and gave private sector key decision making roles; created Private Industry Councils (PICs) 1998 Workforce Investment Act (WIA) superseded JTPA; emphasized one-stop approach and provided array of job-training, education and employment services 2014 Workforce Innovation and Opportunty Act (WIOA) expands system-wide accountability for common outcomes while reducing administrative costs.
8 WHY DO THESE PROGRAMS MATTER TO ECONOMIC DEVELOPERS?.. Because A well trained workforce and career pathways infrastructure give communities distinct competitive advantages. Talent development is one of the key ingredients for economic growth in any region. Both public and private sector entities are involved to ensure that the labor force attains credentials that matter to business, industry and economic prosperity. 14 WORKFORCE DEVELOPMENT IS A HUMAN RESOURCES STRATEGY. *Education is at heart of workforce development starting in elementary school, lasting through advanced careers. *Workforce programs as implemented through One-Stops have evolved to a holistic approach that addresses the participants many barriers to employment and the needs of the region. *Economic developers usually contribute at regional short- and medium- term strategies and solutions tied to specific recruitment and/or retention targets.
