1 MINUTES DELAWARE COUNTY INTERMEDIATE UNIT BOARD OF DIRECTORS Acting as Agent for DELAWARE COUNTY AREA VOCATIONAL-TECHNICAL SCHOOL BOARD October 1, 2014 A meeting of the Technical Schools Board was called to order at 8:24 p.m. by President Edward Cardow. The meeting took place in the Board Room of the Delaware County Intermediate Unit. Minutes of the September 3, 2014 Meeting The minutes of the September 3, 2014 meeting were approved without reading following a motion made by Mrs. Carey and seconded by Ms. Mackrides. Voting: Ms. Booker, Mr. Boughner, Mr. Cardow, Mrs. Carey, Mr. Harris, Ms. Harvey, Mr. Hopkins, Ms. Lopez, Ms. Mackrides, Ms. Mann, Mr. McElwee and Dr. Sonntag.

2 DCAVTS Minutes -2- October 1, 2014 Bill List and Financial Report The Technical Schools Financial Report listing total disbursements in the amount of $1,772, and funds available in the amount of $8,660, was approved following a motion made by Mr. McElwee and seconded by Ms. Mackrides. Communications Dr. O Shea shared the following: A letter from Lamar Snyder, PDE Appointed Distinguished Career and Technical School Leader, congratulating Phil Lachimia and his team for four years of 90% or better in NOCTI scores. An from Dr. Lee Burket, PDE Director of the Bureau of Career and Technical Education, congratulating Phil Lachimia and his staff for actively moving the programs forward and making a positive difference for the students. Several faculty members from the LPN program submitted an abstract for a poster presentation on a study titled From Traditional Lecture to Simulation Group Activities: Improving Critical Thinking Skills which was accepted for presentation at the National League for Nursing/Elsevier Technology Conference in Nashville, TN. Comments from the Audience There were none. Personnel Actions Mrs. Carey moved, and Mr. McElwee, seconded approval of the following personnel actions and authorized the administration to fill vacancies created through resignations, retirements and terminations as soon as practical. Appointments Lindsey Tomlinson Teacher Effective Date: September 8, 2014 Term of Contract: 10 month $47,539 per year Reason: Fill vacant position Program Folcroft Susan Lafferty LPN Secretary Effective Date: September 29, 2014 Term of Contract: 12 month $25,300 per year Reason: Fill vacant position Program Marple

3 DCAVTS Minutes -3- October 1, 2014 Personnel Actions Additional/Summer Assignments William Openshaw and Kristen Pellegrino, Teachers, to be paid per the Collective Bargaining Agreement, to work up to ten hours setting up and assisting at Tech Fest. Frank Consorto and Martin Stamper, Instructors, to be paid per the Collective Bargaining Agreement, to work up to sixteen hours transporting equipment for Tech Fest. Transfer/Change of Status Donald Young, Jr. from Part-Time Custodian to Full-Time Teacher Assistant Effective Date: September 15, 2014 $16,650 per year Program Folcroft OTHER ITEMS Mrs. Carey moved, and Mr. McElwee seconded, approval of the following items. All contracts are subject to review and approval of the solicitor. (1) Contract with SAGE Technology Solutions, Inc. to add thirty-two speakers completing the update to the PA system at Folcroft Technical High School at a cost not to exceed $9,982. (2) Contract with Eileen Frampton to serve as the Coordinator for the Adult EMT Programs from July 1, 2014 to June 30, 2015 at a rate of $22 per hour not to exceed 300 hours for a total of $6,600. (3) Continue to contract with James Tweedy, M.D. to be Medical Director for the Emergency and Protective Services Program at an hourly rate of $185 not to exceed $1,800 for the school year. (4) Continue to contract with Careers through Culinary Arts Program to provide curriculum, college advising, cooperative opportunities and student club organization for students in the Culinary Arts Program during the school year at a cost of $15,000. (5) Amend the contract with Delaware County Literacy Council, originally Board approved June 4, 2014, to support the LPN Program at a cost to DCTS not to exceed $33,367 during the school year, an increase of $3,369. (6) Amend the original agreement with the LPN program, originally Board approved June 4, 2014, and the Lancaster County Career and Tech Center to administer the Perkins fund in the confirmed amount of $26,458, an increase of $3,458.

4 DCAVTS Minutes -4- October 1, 2014 (7) Approve establishing and operating an adult Esthetician program for the school year pending enrollment. Student tuition rate of $4,000 per student. (8) Create a new Adult Esthetician teaching position. Program is conditional based on established minimum enrollment numbers in the program at a pay rate of $24 per hour for a total of 352 hours, not to exceed $8,448. (9) Approve establishing and operating an Adult Comp TIA+ program for the school year pending enrollment. Student tuition rate of $971 per student. (10) Create a new Adult Comp TIA+ teaching position. Program is conditional based on established minimum enrollment numbers in the program at a pay rate of $24 per hour for a total of 48 hours, not to exceed $1,152. (11) Continue to operate the Emergency Service Training Adult EMT Program during the school year at Swarthmore College pending enrollment. Student tuition rate of $925 per student. (12) Renew clinical contract with St. Francis Country House for the Health Sciences program, formerly Medical Careers and Health Occupations, for the school year. (13) Contract with the following people to provide Emergency Service Training during the school year for the students in the Adult EMT program, at Swarthmore College, at a rate not to exceed $22 per hour: Eileen Frampton Donna Young Rob Maurer Victoria Fels James Cheezum Samantha Makey Milissa Gober Patrick Flanagan Katie Holland Patrick O Connell Joseph Lombardo Jack Kearney Thomas Crespo (14) Permit Latiaynna Tabb, Community Resource Developer to attend Career Tech Vision Conference in Nashville, TN from November 19 22, 2014 at an estimated cost of $1,762. (15) Permit Kathleen Prendergast, LPN Instructor, to attend NLN Elsivere Technology Conference in Nashville, TN from October 24-26, 2014 at an estimated cost of $950.
