National road network of about 5,500 km RLR network of about 94,100 km Local Authorities are responsible for the administration, construction, and maintenance of Regional and Local Roads. In addition to these, Local Authorities are responsible, in partnership with the National Roads Authority, for construction and maintenance of the National Road network, comprising of National Primary and National Secondary Roads. 8

19 Success Factors (World Bank) Like any system the success of an Road Management System depends on four fundamental components: PROCESSES PEOPLE - TECHNOLOGY FUNDING If any of these are lacking, the system will not be successful. The best technology in the world will ultimately fail: - - If implemented in an environment where there are no people to run it - where the business processes are not in place to utilize it For an RMS to be successful, the importance of each component must be clear. 19
20 SUCCESS FACTORS Executives and managers need to be demonstrably committed to the system, goals and objectives of the organization in regard to road asset management Fit for purpose BUSINESS PROCESSES To be successful, the RMS must play an active role in the agency s business. 20
21 SUCCESS FACTORS PEOPLE The RMS must be fully institutionalized and supported This is done by having a dedicated organizational unit with specific responsibility for the system 21 21
22 SUCCESS FACTORS TECHNOLOGY (MapRoad) Key success factor is: Must be appropriate for the institution given its capabilities and resources Strong IT division and an IT strategy to ensure that the benefits of IT are realized. The RMS implementation should fit within the overall IT strategy of the agency 22 22
