7 Global Status ü 92% of road traffic deaths occur in low-income and middle-income countries, despite the fact that they only have 53% of the global number of registered vehicles. Source: Global Status Report on Road Safety. WHO, 2013
8 Global Status ü Every 3 minutes a child dies due to a road accident. ü More than 90% of these deaths occur in developing countries. ü In these countries, road accidents are the leading cause of death among children aged 5 14 years old.

11 The LAC region ü No reliable figures on the situation of children when referring to injuries or deaths due to road accidents. ü Practically no legislation regarding the mandatory technical regulation for the manufacture, import and sale of safety elements such as Child Restraint Systems (CRS). ü On 10 LAC countries there has been no specific information or awareness - raising campaigns on CRS for vehicles.

14 Background FGR staff gets trained in the USA as CPST (*) FGR joins Safe Kids Wordwide as Safe Kids Uruguay FGR proposes the creation of a Child Passenger Safety Program for LAC (**) First course (pilot) / Capacity Building FGR staff gets trained in the USA / Capacity Building (*) CPST: Child Passenger Safety Technicians (**) According to the Safe Kids Worldwide and National Highway Traffic Safety Administration (NHTSA) curriculum.
15 Background - The Program - ü Aim: to promote the recognition of the importance of Child Road Safety and the dissemination of safe practices in the LAC region focusing on the mandatory use of CRS. ü 5 key knowledge areas: Children always on the back seats. All passengers with seat belts. Children must travel using Child Restraint Systems, if possible. To change the driving habits is possible. Laws are necessary to strengthen these concepts.

17 Background - First Course (pilot)- ü Some comments from participants and instructors: - As a Road Safety professional for 10 years, the Child Passenger Safety Certification Training Program for Latin America and the Caribbean proved to be a great experience for the professional and human point of view - Conducting this course in Spanish in the region is of great importance, I personally believe that we need this project - This was the first course in the region to be held in Spanish, there was no course like this before. It is a giant Project - This course must continue because it is of great importance to global child road safety
18 ü Conclusion: Background - First Course (pilot)- The Program needed to be reshaped considering specific needs in the region: Global and regional situation contextualization: the figures into the region. Regional regulation (every country) on the mandatory use of safety devices and compliance with technical standards. General concepts on technical regulation (FVMSS, UNECE, INMETRO, etc.). General concepts on new cars safety (NCAP Programmes). Regional situation (every country) of School Transport.

Assessment trough written and hand-on tests. ü In-house course, with some online participation of international contributors. ü Course length: approximately 32 hours. ü Instructors: certified either by SKW or FGR.
21 Program s Description ü Target audience: Individuals who want to become Child Passenger Safety Technicians in order to educate and assist the public on the proper use and installation of CRS. ü Profile of graduated students: Child Passenger Safety Technicians (CPST). ü Training valid for all countries in LAC. ü Capacity building (train individuals to become referents for the community in the subject)

23 Course Objectives After finishing the course, the student will be able to: ü Choose and install suitable CRS for different vehicles according to best practices. ü Teach others how to install CRS in different vehicles according to best practices. ü Use suitable resources to access updated information on Child Passenger Safety. ü Become a reference on Child Passenger Safety for the community or organization.
