3 Introduction This booklet details a TAFE SA state-wide approved approach for secondary schools wishing to deliver and assess units of competency from the following Curricula: Education and Skills Development These qualifications do not truly form part of a Vocational Pathway as they are not Vocational qualifications, they are qualifications developed to support the literacy and numeracy development of students already studying in Vocational areas. With this in mind, and given that literacy and numeracy development is a key role of the school system, schools will need to clearly identify the student cohort prior to establishing an agreement. TAFE SA as the Registered Training Organisation (RTO) requires that schools use the enclosed information as a checklist to ensure all physical and human resources are in place prior to delivery. Teachers and VET Co-ordinators will need to have a thorough understanding of the requirements as presented in this booklet. For further information regarding the obligations of the School and TAFE SA involved in the auspice arrangement, please refer to the overarching Memorandum of Administrative Arrangement (MAA) held with your school for VET in Schools delivery. TAFE SA is required to report all Auspice arrangements to ASQA. How to go about setting up a VET in Schools Agreement The following list provides a guide to get started. 1. Read through this booklet and ascertain if you and your school is willing to enter an auspice agreement 2. If the answer to item 1 is YES, then refer to the Self-Assessment Checklist and start gathering the required information that demonstrates that you have these requirements in place 3. With your Self-Assessment Checklist underway, contact the TAFE SA Program Specialist (page 9) with the details of the course and/or units you wish to deliver a. For this particular course you need to provide a statement that identifies the client group that you plan to deliver this course or units to. This should be included in your first to the TAFE SA Program Specialist 4. Your TAFE SA Program Specialist will make a time for themselves or another suitable program specialist to go through the requirements with you a. Copies of teacher/trainers qualifications etc for submission to your TAFE SA Program Specialist will be required b. You may need to submit other documentation or resources as evidence of your readiness 5. On successful demonstration that you and your school are ready for VET in Schools delivery you will receive a letter of confirmation from TAFE SA you must wait for this confirmation before you can commence marketing or delivery with students At the beginning of the academic year, or on confirmation of the agreement, you will need to work with your students to set up their profiles through mytafesa (online system). 4 Teacher requirements This section describes the requirements of secondary school teachers to deliver from the specified curricula. The engagement of suitable teachers is a necessity for any VET in Schools delivery. Requirements for delivery: TEACHERS MUST: i. hold the TAE40110 Certificate IV in Training and Assessment as a minimum qualification inclusive of the compulsory unit TAELLN411(Address Adult, Language, Literacy and Numeracy Skills ) ii. iii. be able to demonstrate vocational competencies at least to the level being delivered and assessed; and be able to demonstrate how they are continuing to develop their VET knowledge and skills as well as maintaining their industry currency and trainer/ assessor competence. For more information on the national requirements please see Only Teachers employed by the School and listed on the schedule are eligible to train and assess under the VISA program. TAFE SA has a range of options to assist teachers to obtain a training & assessment qualification. Contact your local campus or see the advert overleaf for further details. Vocational competence required for each of the qualifications presented within this guide is listed under Specific Teacher/Trainer Requirements for each qualification. Voluntary 2015 / Mandatory 2016 Staff Development In 2015 TAFE SA is offering a short PD session for VET Co-ordinators and VET Teachers. This session will cover the administrative aspects of the VET in Schools Agreements and compliance requirements in readiness for VET delivery in 2016 November 20 th pm 4pm (Online) This session will be mandatory in 2016 in readiness for 2017 VET delivery. School Obligations Schools are required to pay $250 per VISA schedule per qualification annually. TAFE SA will invoice the School on approval of the VISA Schedule. Schools must ensure that all students undertaking study under a VISA Schedule must be recognised as full-time secondary school student. The school will need to make a commitment to providing information in a timely manner that accommodates both TAFE SA and Secondary School Sector reporting requirements. 6 Opportunity for Teachers Certificate IV in Training and Assessment TAE40110 To deliver VET in a school setting, you need to hold the Certificate IV in Training and Assessment (TAE40110) as well as have industry competency and currency. This program is for teachers who have completed the Bachelor of Education (or equivalent) OR hold current registration as a teacher with the Teachers Registration Board of SA (or equivalent regulatory agency) Option 1: Certificate IV in Training & Assessment TAE40110 Workshop three day interactive workshop, includes the Language, Literacy & Numeracy unit. Online self-directed & self-paced, participants must have computing skills to commence Cost: $ per person Option 2: Upgrade from TAA40104 to TAE40110 For teachers who currently work within the VET environment and deliver and assess competency based training AND hold a current Certificate IV in Training and Assessment (TAA40104) Workshop one day interactive workshop, includes the Language, Literacy & Numeracy unit. 8 40625SA Certificate II in Education and Skills Development SPECIFIED UNITS ONLY Curriculum Rules To be awarded the Certificate II in Education and Skills Development, competency must be achieved in eight Compulsory Core and six Electives units. (Note - the list of specified units below will not achieve a full Certificate II qualification) Core Units TAFE Code Unit Title Nominal Hours Tick to select ESDCOM201 Communicate effectively 30 ESDLRN201 Develop Independent Learning Skills 30 ESDRDG201 Read texts independently 40 ESDWTG201 Write texts independently 40 ESDNUM201 Perform routine mathematical calculations in everyday situations 50 Purpose of these Courses The 40650SACertificate I (and II) in Education and Skills Development supports the development of the underpinning foundation and/or employability skills necessary for entry level positions in the workforce. There are no specific job or employment outcomes related to these qualifications. These qualifications are designed to provide a strong foundation in language, literacy and numeracy to the Australian Core Skills Framework (ACSF) Level 2 or more across 5 core skills including technology skills. Learners will be equipped with the skills and knowledge applicable to work, further training, community life and social interaction. Specifically, learners will be able to: clarify project goals plan, carry out and review a learning project identify possible pathways and develop a learning plan in relation to identified goals assemble a portfolio for work or study read, manage and interpret a range of unambiguous texts write a range of texts investigate, interpret and apply knowledge to everyday mathematics in a range of contexts communicate in a range of contexts building self-confidence for every day, further learning, and employment locate and use online information while maintaining a safe environment TAFE SA VISA Guide 2016 July 2015 Page 7 of 11

9 Specific Teacher Requirements Teachers of these qualifications will need to demonstrate current experience in this field that includes: A working knowledge of the curricula and assessment requirements (Certificate I and II Education & Skills Development) Experience in the practical application of the Australian Core Skills Framework (current edition) Demonstrated ability to map and document linkages between ACSF and Core Units. In addition to holding the qualification as outlined in the Teacher requirements section, the following vocational competency requirements are required to teach and assess the core skills for reading, writing and numeracy: o Recommended minimum teaching qualification would be covered by the following qualifications: A recognised tertiary education qualification a formal qualification awarded by an university or tertiary institution, that is at least three years full-time in length or its part-time equivalent OR A specialist nationally accredited Adult Literacy qualification at minimum AQF level 4 (eg Certificate IV in Language Literacy and Numeracy Assessment and Training or higher) with a minimum of 2 years teaching practicum experience undertaken in the last 5 years in the field of language, literacy and numeracy. OR At least 2 years teaching practicum experience undertaken in the last 5 years in the language, literacy and numeracy field and currently undertaking studies towards (a specialist nationally accredited Adult Literacy qualification at minimum AQF level 4) The diversity of learners undertaking this qualification requires the practitioners to have skills and knowledge in a wide range of teaching methodologies and practices. It is therefore important that deliverers and assessors hold specialists qualifications in teaching literacy and numeracy as well as an understanding of education principles. Professional Development Activities TAFE SA conduct an annual Workshop to assist Teachers in keeping up to date in the field. Further to this a range of other PD opportunities may become available throughout the course of the year, for example the SACAL Conference, and similar activities, are useful in assisting Teachers remain current and maintain an understanding of the latest trends in the field. Facilities and Equipment Whilst there are no specific facilities or equipment required for delivery in this field, there is an extensive list of tools and equipment from various industries which may be useful in providing a context or flavour that helps students to develop their language, literacy & numeracy skills by applying them in a practical sense. 10 Delivery and Assessment Strategies, including Resources To enhance the outcomes for learners it is recommended that units be taught concurrently with other units at this level, and that assessments include both integrated and stand-alone tasks. This concept contributes directly to the achievement of ACSF indicators of competence for oral language, learning, reading, writing and numeracy at level 1 or 2. When performance criteria include a list of concepts or knowledge, most are to be included as part of the teaching/learning program. Competence should be demonstrated through holistic and simulated/real life tasks as well as specific individual assessment for each concept. A range of assessment strategies including real life tasks and activities should be considered and then customised to suit the needs of the learner. Assessment must be culturally appropriate. The conditions of assessment should also take into consideration, where possible, variations that may occur between remote, rural and urban environments and the people from these locations. The needs of the learner will be met by provision of: A learning environment appropriate to the assessment task Appropriate support allowing for full participation Computer hardware and software, as appropriate. Delivery should draw on a range of resources, which are, or simulate, real life texts, tasks and activities. Resources may include: Learning materials prepared by teachers using current resources available including online materials, media articles, websites and text books. Purchased learner guides Adapted resources to meet SNR and ACSF requirements Some resources are available from Teachers must ensure that any resources used, purchased or otherwise, cover all performance criteria relating to the unit/s being delivered. Normal record keeping by the school includes record keeping and reporting of VET undertaken by students. 2. Files maintained by the school contain verified qualifications of all staff and their ongoing professional development, and includes: Vocational qualifications and experience Training and Assessment qualifications Professional development activities 3. The school maintains current student files that include evidence of: Counselling/Registration Induction/Orientation Participation/Communication Assessments The relevant TAFE SA program specialist will be required to validate and confirm that the school has in place the necessary delivery and assessment requirements prior to finalisation of a VISA schedule and before delivery can commence. For any additional units or full qualifications not listed in this document, there are other training and assessment options on offer from TAFE SA outside of VISA.
