4 Welcome Welcome to Master Plumbers Association of South Australia Inc, a Nationally Registered Training Organisation (RTO). The purpose of this handbook is to provide you with information that will be useful to you as a student member of our RTO. The focus of this Student Handbook is on matters specific to the RTO and its business, and should be read in conjunction with our Policies and Procedures. Policies and Procedures may be accessed on-line at our website or upon request to a company representative. Master Plumbers Association of South Australia Inc (formerly Plumbing Industry Association) was established in 1908 as an Industry Association, servicing the needs of Master Plumbers, and their employees. 5 Additional Units Available as Part of SACE Stage 2 Delivery Units of competency The following units may be offered to VET Students as supplementary to the Certificate I in Construction, where students are seeking additional accredited training that may contribute to SACE Stage 2, and Certificate III in Plumbing (CPC32411). Where a unit is designated (external provider) it is not part of MPA s scope of delivery and would be delivered by an RTO that is registered for these units. Results for units outside MPA s scope will be provided on the contracted RTO s parchment. You can find us when searching the register website Studying with our RTO As a student studying with our RTO you are expected to act responsibly at all times. You, as a learner, have to ensure that you meet the timelines and requirements as set out by the course coordinator, teacher or trainer. You have a number of rights that are explained briefly in this handbook and in our Policies and Procedures. Incident reporting We expect you to report any incidents in order that the area and work being done is made safe for you and other students and staff. Please complete an Incident/hazard Report Form any time there is an incident or hazard of concern. This report should then be passed to the course trainer as soon as possible. Please talk to your Trainer or RTO Manager for more information regarding this. 6

7 Our expectations In assisting with the provision of a conducive learning environment for all course participants, the following responsibilities and rights should be observed by all students: Ensure arrival on time for any face-to-face teaching, to return by the stated times after breaks and not to leave early without prior notice and good reason. Students are expected to leave rooms and workshops clean and tidy. Understand the requirements for the assessment of the course or unit. Check that holidays, employment or appointments do not clash with examinations or assessments. Notify Master Plumbers Association of SA Inc. of any change in address or personal details. Maintain a high standard of behaviour whilst undertaking educational activities. Students will refrain from any activities that may result in damage to property. Students will not interfere with the comfort or convenience of other course participants. Refrain from behaviour that may disrupt the teaching, or interfere with the learning of others. Observe all safety, health and hygiene requirements, including appropriate dress, footwear and personal protective equipment. Take responsibility to identify and notify staff of any individual learning needs they have. Keep the trainer and coordinators informed of any difficulties that may be interfering with your learning, or where you may need some extra assistance. Check the assessment requirements for each subject including due dates and number of assignments. Be aware of, and meet, the trainer s individual expectations, in relation to submitting assignments, attendance, communication, negotiation and problem solving. Be aware of, and comply with, the RTO s policies that may affect students. Conduct themselves appropriately at all times. 7

8 Client support services Our RTO has a firm commitment to the principles of Equal Opportunity and aims to protect both prospective students and students already enrolled at the RTO. Where our staff identify that you require support for an identified learning need, disability or other circumstances that may effect your success, we will discuss with you the support options available. Master Plumbers Association of South Australia Inc has an MOU with InterWork Limited to provide professional services to our students including learning support covering Language, Literacy and Numeracy Disability Mental health issues Employment at risk Disabilities Please inform the RTO Manager of your special needs so that we can take all reasonable steps to ensure that these needs are met. There is a Disability section on the enrolment form. If you complete this section the RTO Manager or course coordinator will contact you to discuss your needs. The Disability Discrimination Act aims to ensure people with disabilities have the same rights and opportunities as all other Australians. We do not discriminate against those with disabilities either as employees or students. Language, Literacy and Numeracy If you have any language, literacy or numeracy issues please indicate these on the enrolment form. If a language, literacy or numeracy issue is identified we are able to make reasonable adjustments to accommodate your needs, or to refer you to an appropriate agency. Work Placement Whilst the qualification you have enrolled in does not require you to undertake work placement to complete the qualification, industry experience is encouraged. MPA and your school will provide support to enable you to gain industry experience, and you should make every effort to collect evidence from work placement to support your assessment of competence. Your teacher and the MPA Trainer will provide documents that need to be signed by your work placement provider to ensure they are aware of the training you are undertaking, and any supervision and safety inductions that are required. You should not undertake work placement until all necessary documents have been signed by the Work Placement Provider and returned to your Teacher or MPA Trainer. 8

9 Completed Work placement will be recognised on the Academic Statement. Complaints and Appeals A formal complaint may be lodged if a situation cannot be addressed through the normal processes of speaking to the trainer or RTO Manager. A complaint or appeal could relate to the course assessment, or the application for special consideration. The RTO s Complaints and Appeals Policy and Procedure details the process to be followed. You have the right to have an appeal heard by an independent person. Ask your course coordinator about the independent person if you need further information. At all times we will try to resolve complaints quickly and satisfactorily. Privacy The RTO will not collect personal information unless the information is necessary for one or more of its functions or activities. The RTO s collection of personal information will be fair, lawful and not intrusive. The RTO will only use or disclose information for the purpose for which it was collected. As an RTO we have a duty of care to protect the privacy of our records. Disclosure of any private or personal information to any third party without consent is illegal. Information may be exchanged within our RTO for the purposes of recordkeeping, training and assessment. You have to give your permission for us to provide any personal information about you. This includes any reports about results, attendance at classes and general progress in your study. Access to your Records Records are systematically collected and stored by MPA staff. The data collected meets all the requirements of the state registering bodies and licensing authorities. As a student you may seek access to your own records in accordance with our records management policy. Please contact a MPA representative for further information. Records you can access include your course information, enrolment, attendance, meetings with staff, appeals, assessment, qualifications or statements of attainment. There may be a cost for this service, depending on the amount and age of the information requested. 9

10 Submitting Work Whenever work is submitted the cover sheet must be used and have all details completed. If no cover sheet has been provided any submitted work should be clearly marked with your name. Work must be submitted by the due date, unless prior arrangements have been made. Plagiarism Plagiarism is defined as using the words and ideas of others and presenting them as your own. It is a form of intellectual theft and can take many forms, from deliberate cheating to accidentally copying from a source without acknowledgement. To avoid plagiarising when submitting work, do not copy a source word for word. Make use of paraphrasing and referencing from the original source. If using a direct quote, use quotation marks to clearly indicate this and provide a reference to the original source. Delivery & Assessment Information Competency Based Training and Assessment Our RTO conducts training within a competency based training system. Our trainers are expected to plan, deliver and assess all training using appropriate competency based strategies. As a student you will be expected to demonstrate your competence as described in the units of competence included in your qualification or course. Prior to enrolment you will be given information outlining the units of competence and the requirements of each to be assessed as competent. Recognition of Prior Learning and Credit Transfer If you have completed nationally recognised or accredited training previously you may be eligible for a credit transfer. A credit transfer means we will recognise your prior training and you will not need to repeat training you have already completed. If you have skills and knowledge from previous education or work experiences, which relate to your training you may seek recognition of prior learning. (RPL). Family or community experiences may be taken into account. If you believe you may be eligible for either Credit Transfer or Recognition of Prior Learning please discuss this matter with a MPA staff member. Assistance will be arranged to support you in completing an RPL or Credit Transfer application, including the gathering of required evidence. The outcome of your application will be provided and explained to you. Our Recognition of Prior Learning Policy provide further details and are available on our website, 10

11 Delivery Our VET in Schools Program is designed to be delivered by MPA Trained School Teachers with support and part delivery by our MPA Trainers. Our Delivery and Assessment Strategy summarises the approach we take, and is available on our website. Your Trainer and Teachers will go through the learning resources and assessment tasks with you, so that you have a detailed description of what is required to be successful in completing the course. Assessment In Industry and in the vocational education and training system, Competency Based Training (CBT) provides the basis for measuring performance in a way that is valid, reliable, flexible and fair. The rationale is that training standards will improve because students/trainees will reach a level that tests competence. Each unit of competence comprises a number of elements and performance criteria. The unit of competence is a skill or knowledge identified in a Training Package. To achieve competence students must demonstrate their skills and knowledge to Industry Standards in EVERY element of a unit of competence. To achieve the qualification Certificate I in Construction the student must be assessed as competent in each unit of competence that makes up the qualification. Where a student does not achieve competence in all required units of competence, they will receive an Academic Transcript detailing results achieved for all units of competence enrolled. A Certificate of Qualification will only be issued where competence is achieved in all required units. Conducting Assessments In each area of study you will be advised of the assessment requirements of the unit or subject. You will be told how the evidence will be gathered and you may provide other means to demonstrate your competence. Some units may be assessed with others. Some may be on the job and some may involve on and off the job components. Assessment may be conducted over a period of time so that the assessor has sufficient evidence of your skills. You should discuss specific evidence requirements with your assessor. 11

12 What happens if you are not making satisfactory progress?? When your progress is unsatisfactory, an informal review of your progress will be held. An informal review involves: The Trainer notifying the student of his/her concerns Asking the student to meet with the trainer to discuss the matter, and possible options to improve the situation. The student then receives a copy of the informal review, which will be kept in the student s file. If there is no agreement then the matter is brought to the attention of the RTO Manager, who monitors the implementation of the options agreed on to remedy the situation. Special consideration A student whose work or performance has been affected by illness or other serious situations, may apply in writing to the RTO Manager for special consideration. The letter must be accompanied by a medical certificate or other evidence. Additional support Additional support is available to students on a one-to-one basis. The contact person for support is the RTO Manager. Employability Skills A summary of the employability skills developed through the qualification you are undertaking can be downloaded from 12

13 Schedule of Fees Tuition Fee The tuition fee charged by MPA for enrolment in the Certificate 1 in Construction in 2013/2014 is $880 per student (no GST applicable), and is invoiced to the Lead School, being the school that is running the program and holds an Auspice Agreement with MPA. It is the Lead School s decision to determine if individual students will make a financial contribution, and is responsible for recovery of any fees they choose to charge students. Withdrawal from Course Where a student withdraws from the course, they must notify the Lead School in writing of the decision and reasons for doing so. In most cases withdrawal will not be accepted unless the request has been endorsed by the student s parent / guardian, and their school s Principal or delegated signatory. Refund of Tuition Fee Where a student withdraws from the course with written notice within 3 weeks of the commencement date, the Lead School may elect to either request a refund of fees, or seek to backfill the place with a student from a list of students that have undergone the course selection process. Where a refund is sought, the RTO reserves the right to retain such funds as are necessary to cover administration and any resources and materials that have been outlayed. Protection of Fees Where the total amount of fees charged for any one student are in excess of the amount prescribed in the AQTF Essential Conditions and Standards for Continuing Registration (currently $1000 deposit with a maximum of $1500 at any time) at Tuition Assurance Scheme will be used. In addition to your tuition fees the following fees may be applicable and should be considered before enrolment. Re-Issue of Certificate or Statement of Attainment To obtain a copy of your qualification Certificate or Statement of Attainment the following charge applies. $25.00 including GST. (Please note that the supply of your original Certificate or Statement of Attainment to the course paying entity upon successful completion is included within the course fees ) Issue Transcript of qualifications or units completed To obtain a copy of your qualification or units transcript the following charge applies. 13

14 $25.00 including GST. Access to Records If you wish to obtain access to your records held by Master Plumbers Association of SA Inc. you must complete the appropriate request documentation (available on request) and pay an upfront administration fee of $55 (inc. GST). An additional archive retrieval fee of $55 (inc. GST) may be charged if it is longer than twelve months since you studied with MPA and the documents you require have been archived. Total fees will be advised upon receipt of your request. Legislation that affects our RTO Operations The Standards for NVR Registered Training Organisations requires us to inform you about the legislation that affects our operation.
