3 1.1 Introduction Thank you for considering Competency Training for your training and skills development needs. Competency Training is a Registered Training Organisation (RTO Number 31299) accredited to deliver nationally recognised training in areas such as High Voltage Switching and Electrical Equipment for Hazardous Areas, Instrumentation and General Electrical courses. Our courses are delivered by qualified, experienced trainers who are all currently practicing as engineers and designers in the electrical and instrumentation industries, and have experience across multiple disciplines. Competency Training offer the flexibility of either delivering the courses on site, using the client s own equipment and tailored training material or we can host at one of our dedicated training centres across Australia and New Zealand. This handbook provides information to prospective clients about the services we offer and the policies and procedures that we have adopted to assure the quality of these services. 1.2 About Competency Training Competency Training have two main operating locations in Brisbane and Perth. Our team includes highly qualified, experienced electrical trainers, all with Certificate IV s in Training and Assessment, trade qualifications and at least 10 year s practical experience in the field in which they teach. Together they offer over 250 years of combined electrical experience, which is leveraged to ensure our course materials and training aids are relevant to the real-world and incorporate industry best practice. In addition we have competency assurance specialists on staff, from varying backgrounds including defence, aviation and resources. All are highly qualified, experienced and passionate about learning and development. They provide custom training solutions for our key clients both in Australia and internationally and facilitate the development and delivery of our professional courses. Competency Training is wholly owned by LogiCamms, a Trans-Tasman engineering consultancy, project delivery and asset performance company. In doing so, we are committed to protecting your privacy and your personal information. We will only collect the personal information that we need for our normal business activities. As required under law, we may disclose information to other organisations as required, to other training providers under mutual recognition arrangements, and with your consent, express or implied, to any other parties. We may also disclose personal information to government authorities to claim State and/or Commonwealth government funding for your training. 4

5 We will not disclose, sell or pass on your personal details in any way other than the purposes stated without your written consent. If your personal details change, please inform us so that your details can be amended. You have the right to access the personal information that we hold about you at any time and provide any necessary corrections. You also have the right to request access to records of your individual assessment results. For further information, please refer to our privacy policy. 1.6 Admission and Enrolment Enrolment enquiries can be made by contacting us by telephone on or by making an enquiry through our website at Once we receive your enquiry, we will send to you (usually by ) all relevant information on the course including; Enrolment registration form Information in regards to location of training Units of Competency covered (if applicable) Information surrounding prerequisite requirements Course Fees and instructions for payment Dress Code and any other additional requirements. Please bear in mind that enrolment forms are processed in the order that they are received and spaces are limited. Once a completed enrolment form is return to us, your enrolment is confirmed via return Prerequisite Requirements For courses that have prerequisite skills and knowledge requirements, documentary evidence that the necessary prerequisites have been met is requested prior to the student commencing the course. The evidence must be provided before we can issue a qualification or statement of attainment to a student. For further information about prerequisite requirements of our courses, please don t hesitate to contact us. 1.8 Credit Transfer and Recognition of Prior Learning (RPL) Under mutual recognition arrangements, we are able to recognise all AQF qualifications and statements of attainment issued by other Registered Training Organisations (RTOs) from across Australia. Accordingly, in some circumstances, students may be able to gain credit for part of their training course based on the qualifications and/or statements of attainment that they already hold. If a student does not have a relevant qualification, but feels that they may already possess the skills and knowledge that are defined by a particular unit of competency, they may seek to have these skills and knowledge recognised through a Recognition of Prior Learning (RPL) process. Provided that sufficient evidence can be shown to support the skills and knowledge being claimed, the unit of competency can be recognised and awarded with no further training being required. 1.9 Student Conduct We expect that students will comply with all reasonable directions given by our trainers and reserve the right to refuse any student from continuing a course at any stage. We also expect that each student will respect the rights and property of other students and take good care of all equipment and facilities that are used during training. We will initially undertake private counselling of any student who is disruptive, who displays a reluctance to participate in training, or who attempts to enjoin others in disruptive behaviour. If following such counselling, disruptive or obstructive behaviour continues, the student(s) will be warned and, in the case of training being 5

6 provided to a company group, the formal point of contact for the company will be advised. If after this warning such behaviour continues, the student(s) will be asked to leave the course. Any person who attends a course under the influence of alcohol or drugs, or who displays abusive or threatening behaviour towards a trainer or another student will be asked to leave the program immediately. Students asked to leave the course under these provisions will not complete the course and be deemed ineligible for a refund of the course fee. Students are not to bring drugs or alcohol onto Competency Training premises Student Fees Our course fees are fully inclusive of all training and assessment activities, printed course notes, and catering. The qualifications that we award to students are also inclusive of our course fee. Within reason, we will also provide replacement testamurs, free of charge, upon request. Each student is responsible for their own transport and accommodation costs that may be incurred as part of their participation in our training course Payments, Cancellations and Refunds We request payment of the full course fee at the time of registration or at least 4 weeks prior to the commencement of training. The amount due will be shown on the course registration form that we send out following an initial booking enquiry. Please contact us for a detailed document on our terms and conditions. Should a client cancel an enrolment in one of our courses, we apply a sliding scale of refunds depending upon the amount of notice given by the client. We do not apply an administrative charge to any enrolment cancellations. Cancellation Notice More than 1 week before the course commences Less than 1 week before the course commences Refund 100% refund We will provide 100% refund if we are able to fill your place with another student, otherwise no refund is payable. If we cancel a course due to insufficient enrolments or for any other reason, a full refund will be issued. We also offer a money-back guarantee that we will complete all courses once they have commenced and we maintain sufficient financial reserves to ensure that we are able to honour this commitment Language, Literacy and Numeracy Skills All students have the option to be assessed in order to ascertain if their literacy and numeracy skills are sufficient to successfully undertake the training program. This is usually via interview or completion of an exercise contained in the proposed training program. Those who require further assessment will be referred to a qualified expert. Any costs incurred will be the responsibility of the student Access and Equity Competency Training Pty Ltd is committed to providing equal opportunity and access to all persons wishing to participate in our courses. We recognise that an individual s access to training and assessment should not be adversely affected by restrictions placed on the location or context of assessment beyond the requirements specified in the Training Package. We will endeavour to make reasonable adjustments to ensure equity in assessment for people with 6

7 disabilities. Adjustments include any changes to the assessment process or context that meets the individual needs of the person with a disability, but do not change competency outcomes. When assessing people with disabilities, we will apply good practice assessment methods with sensitivity and flexibility. Access and equity issues are also considered during the development of our courses and in the structure of our training delivery and assessment. Should you have any special needs that warrant a flexible learning and assessment approach, please contact us before commencing your training Unique Student Identifier (USI) From January 2015, Competency Training will comply with Australian Government requirements and will be collecting USI s from each individual enrolling into nationally recognised training. USI s will need to be verified before any Statement of Attainments can be issued. For further information, please contact us or visit Resolving Complaints We aim to resolve any student complaints or appeals in a fair and equitable manner and in accordance with the principles of natural justice. In the event that you have a complaint about the training you have received, the conduct of a staff member, or any concerns regarding a decision that we make in relation to you, we have adopted a three-step complaint resolution process to ensure that your concerns are dealt with in a timely and appropriate manner. In the first instance, we encourage students to raise their complaint as promptly as possible with the appropriate staff member so that we might respond immediately and address matters as quickly as possible. Our complaint resolution process also includes additional steps which you may take if your concerns are not resolved at this initial point. For further information, please contact us to view our Complaints and Appeals policy Assessment Most of our training courses are competency-based. This means that students are required to demonstrate that they have achieved the mandated level of skills and knowledge which are assessed through a range of different assessment tasks. Assessment is progressive throughout the course and will include observation of student progress, involvement in class activities, case studies, written tests, class exercises and similar. Students may be assessed by one or more of the following methods: Practical Exercise an opportunity to display problem solving and decision making skills is provided in a simulated context. Observation the completion of a specified task or set of procedures, normally performed under close supervision, using a detailed checklist. Class Work, Oral Questioning a response is provided to a series of questions presented in order to demonstrate understanding of principles or reasoning behind the action taken. Written Questionnaire a written response item consisting of a question/s with answers of a single word, a few words, a sentence, or a paragraph. Project an exercise or investigation based on a real life situation, generally requiring a significant part of the work being carried out without supervision, and involving the completion of a project report. We will also discuss with each student individually, the options that are available to them if they are deemed not yet competent at the completion of the training course. These options include the possibility of being reassessed at a later date or alternatively undertaking the full training course again at a later date (no additional fee is payable). 7

8 1.17 Issuing of Credentials Students who meet the necessary prerequisites and are assessed as competent against one or more units of competency will typically be awarded a Statement of Attainment, a nationally recognised credential within the Australian Qualifications Framework (AQF). Students without the necessary prerequisites will typically receive a Statement of Completion which certifies that they have attended and completed the course. Students will be issued with their credential within 30 working days of successful completion of the program on the proviso that evidence of meeting prerequisite requirements has been provided and course fees have been paid Course Information Competency Training Pty Ltd is a Registered Training Organisation (RTO Number 31299) that delivers the following nationally recognised units of competency from within its scope of registration. Please contact us for details of the learning outcomes for each course. We offer a selection of these to be delivered via our Public Course Schedule, or alternatively, all of these courses can be delivered onsite. The Nationally Recognised Training Logo specifies a course that comes with nationally recognised units of competency. Hazardous Area Courses We offer the following courses from the Electrotechnology Training Package (UEE11); Certificate IV in Hazardous Areas Electrical This course is the full Certificate IV in Hazardous Areas Electrical, intended for electrical workers, technicians and engineers involved with installing and maintaining electrical equipment in hazardous areas. It covers the principles of hazardous area classification, explosion-protection techniques, equipment installation requirements, inspections, and procedures for breakdowns and maintenance, with theory and practical components. The full Certificate IV- Hazardous Areas Electrical is comprised of 22 Units of Competency. Some of these units are credit transferred from your electrical trade training and some are credit transferred from the EEHA Installation & Maintenance course. Competency Training offers the five remaining units via RPL (Recognition of Prior Learning). The kit contains questions and recommended documents for submission to provide the assessor with enough evidence to deem the participant competent. 9 Installation and Maintenance of Electrical Equipment in Hazardous Areas (5 days) and; Installation and Maintenance Refresher (2 days) This nationally recognised course is intended for electrical workers, technicians and engineers involved with installing and maintaining electrical equipment in hazardous areas. It covers the principles of hazardous area classification, explosion-protection techniques, equipment installation requirements, inspections, and procedures for breakdowns and maintenance, with theory and practical components. A refresher course is recommended every two years for electrical workers and engineers who have completed the below competencies delivered by our five day course. A copy of the previous training completed will need to be forwarded to the Competency Training team before we can confirm eligibility for a refresher course. 10 Hazardous Area Classification and Design (5 days) This is an advanced course, intended for electrical workers, technicians, engineers and senior engineers involved with the design of electrical installations in hazardous areas and in area classification. It covers hazardous area classification procedures and techniques for both gas/vapour installations and for combustible dusts, including the proper methods for documenting the classification. Design topics include protection techniques, equipment selection, earthing requirements, Ex i entity calculations, Ex e motor protection and cable de-rating requirements, maximum dissipated power calculations and general design principles. Participants complete several classification and design tasks using real world input data over the course of the five days. It provides an introduction to the concepts regarding Hazardous areas but does not include any formal competencies as it is difficult for non-electrical personnel to meet the prerequisites. The course covers a number of units including: Properties of hazardous materials, Standards and Legislation and Working in Hazardous Areas. Instrumentation Courses Certificate IV in Electrical Instrumentation Our instrumentation course provides an efficient pathway for qualified electrical workers to cross-train and achieves a Certificate IV in Electrical Instrumentation (UEE40411). The course is offered to licensed electrical fitter mechanics and is delivered via a combination of RPL, self-paced learning and intensive face-to-face practical training blocks. The nominal duration of the course is six months, with two weeks of practical training conducted in that period. Extensive support is offered to assist learners with the self-paced materials. 12 High Voltage Switching Courses We also offer the following courses from the Electricity Supply Industry Generation Sector Training Package (UEP12) and Transmission, Distribution and Rail Sector Training Package (UET12); High Voltage Switching Operations (5 Days) and; High Voltage Switching Operations Refresher (2 Days) This course is intended for electrical workers and engineers working with HV switchgear in industrial facilities and networks. Emphasis is placed on practical switching exercises, performed our facilities in Adelaide, Brisbane, Perth, Gladstone or Melbourne; alternatively this can be conducted onsite on the client's HV equipment. Participants are taught switching theory and the responsibilities of permit users and recipients.. A copy of the previous training completed will need to be forwarded to the Competency Training team before we can confirm eligibility for a refresher course. Switching Programs Perform Switching to a Switching Program Co-ordinate and Direct Switching Program Working safely near live electrical apparatus Perform high voltage field switching operation to a given schedule Perform power system substation switching operation to a given schedule Develop High Voltage switching schedule Coordinate power system permit procedures Coordinate and direct switching schedules Solve problems in energy supply network equipment High Voltage Functional Switching (1 Day) This course is intended for electrical and non-electrical personnel and provides training in how to safely isolate high voltage equipment for mechanical or production maintenance, (i.e. not for HVIA purposes). It is typically carried out on site, using the client's equipment and procedures and the certification restricts participants' operations to the specific equipment they have been trained to isolate. The course duration depends on the number of participants and the equipment on which training is to be conducted. The following unit of competency is delivered and assessed: UEPOPS349B Operate Local High Voltage Switchgear 12

13 General Electrical Training Low Voltage Rescue (UETTDRRF06B) and Perform CPR (HLTAID001) The LVR unit is delivered over a day in combination with CPR requirements for all licenced electricians. This course is aimed at qualified tradespeople, senior tradespeople and electrical engineers involved with operating low voltage electrical equipment. This covers safety equipment and operational equipment, the hazards that are present with working on or near energised electrical equipment/apparatus and the personal protective equipment requirements. This is followed by demonstration of equipment and techniques to be used for personnel to perform the safe rescue of a person who has suffered injury or low voltage electric shock. Substation Access This course provides information on the equipment that exists in an electrical substation (including safety equipment and operational equipment), the hazards that are present with working on or near energised electrical equipment/apparatus and the personal protective equipment requirements. Powerline Corridor Safety Observer This course is designed to cover the requirements for workers operating vehicles and machinery in a Powerline Corridor in proximity to overhead power lines. It includes requirements of Australian Standards and relevant state legislation, actual incidents and emergency response methods. It is recommended for all personnel who operate vehicles and machinery in such areas. Electrical Supervisor Responsibilities This course has been designed for the Mining Industry to cover all aspects of duties and responsibilities of an electrical supervisor, and includes detailed explanation of the requirements of the state specific Acts and Regulations and the requirements of the electrical safety management systems audit. The course is conducted with an opportunity for interaction and discussion among the participants with particular emphasis on a clear understanding and comprehension of statutory and other requirements to be met and how this can be achieved. The course includes a number of handouts including a hard cover manual, "Guidelines for Electrical Supervisors". 14 Business Courses Certificate IV in Training and Assessment (TAE40110) Competency Training now offers courses for senior workers to cross train and achieve a Certificate IV in Training and Assessment (TAE40110) from the TAE10 Training and Assessment Training Package. The course is offered to a variety of corporate clients and is delivered via a combination of RPL, self-paced learning and intensive face-to-face practical training blocks. The nominal duration of the course is ten months, with practical training conducted in that period. Extensive support is offered to assist learners with the self-paced materials and a number of pathways are offered for different clients. 15 Project Management Competency Training offer three different levels of Project Management Training, Fundamentals in Project Management, Cert IV and Diploma. Course material is aligned to meet the requirements of the competencies detailed above from the BSB41513 & BSB51413 Business Services qualifications. Competencies awarded will depend on the client s operational environment or preference and on the existing pre-requisite competencies of the trainees. There are no formal prerequisites to join the Fundamentals in Project Management course. It is however necessary for candidates to have completed the Fundamentals course before moving onto the Cert IV or Diploma level of training.
