What are the aims, objectives and purpose of the policy? 2.) Does the policy support other objectives of the Council? 3.) Who is intended to benefit from the policy, and in what way? 4.) What outcomes are anticipated from the policy being in place? To control claims costs and to safeguard employees and the general public by ensuring that the people who drive LCC owned vehicles have the relevant skills and experience to do so. To ensure premium costs from external insurers are and remain competitive. Policy is linked to the Managing Operational Road Risks Policy and the Lease car hire scheme arrangements. Issue raised with the holders of these policies to review in line with outcomes of modifications made to this policy following this assessment. Internal Insurance Fund External Motor Insurers Employees To control the use of certain high-risk motor vehicles to reduce the number and severity of accidents. The following could contribute to/detract from this outcome: Lack of understanding of the main purpose of the restrictions.

Previous attendees at the Driver Improvement Programme have been found to have incorrect licences and have had to be excluded from driving until the situation is rectified. t a factor in the decision making process

Drivers under the age of 25 are not usually allowed to drive or use certain vehicle types. Decision based on traditional underwriting principals applied by external insurers. 4 12.) Could the negative impact you have identified in questions 6-11 lead to the potential for adverse impact if the policy is implemented? Can this adverse impact be justified on the grounds of promoting equality of opportunity for one group? Or any other reason? Can the impact be mitigated by existing means? It could be possible for employment opportunities to be restricted due to age or nationality if job requires employee to drive.

5 If yes, what actions will you undertake to mitigate these impacts and revise the policy? 13.) As a result of your assessment, and any actions undertaken, should the policy proceed to a partial impact assessment? Has this assessment been undertaken by a minimum of two staff? Ethnicity Legally we are unable to allow drivers without valid driving licences to drive our vehicles. Following entry to the UK, non EU licensed drivers are allowed a year in which to gain a valid UK driving license. The concerns therefore could be offset by the support we offer to people to ensure they are aware of the requirements and to help them meet the licensing criteria within the timescales provided. Age To offset concerns a driver will be measured on their driving experience and ability, extra training would also be offered to offset age as a stand-alone factor. We will promote experience and competence as the primary factor in deciding the suitability of drivers. This will allow drivers who do not meet the age related criteria the opportunity to demonstrate competence in different ways. It also requires drivers who would have qualified by age alone to also demonstrate competence which is a more accurate risk factor.
