1 Health leaders coaches' corner: Biographies Arlene Gallant-Bernard Chief Administrative Officer, Prince County Hospital, Community Hospitals West and the Provincial Renal Program, Health PEI Arlene Gallant-Bernard is the Chief Administrative Officer for Prince County Hospital, Community Hospitals West and the Provincial Renal Program within Health PEI. Arlene began her healthcare career as a front line nurse over 35 years ago. She has held a variety of leadership positions across Canada and for the past 20 years, on Prince Edward Island. Arlene is a strong advocate for quality improvement and firmly believes in modeling the leadership capabilities as outlined in the LEADS framework. Arlene holds a nursing diploma, a Bachelor of Science in Nursing, a Masters in Adult Education, a Certification in Operating Room Technique and Management, and is a Certified Health Executive. Arlene has been on a number of National Boards including Canadian Nurses Association, Canadian Nurse Protective Society, Canadian Home Care Association, and the Canadian College of Health Leaders. She has extensive experience accrediting health systems and educating, both at a national and international level. She lives on PEI with her husband, Randy. She enjoys golfing, boating, biking, traveling and all winter sports. Joanne Bezzubetz Vice-President, Patient Care Services The Royal Ottawa Mental Health Center Joanne s passions have led her to challenges in many Canadian locations and health services contexts. Combined with her studies in change management, these have helped her grow in professional leadership, business strategy, quality improvement, and change management. 1

2 Joanne s career began in Northern Ontario as a Detox Director for a large district, where her challenge was adapting services to improve access. The result? Canada s first mobile withdrawal management service. Next, Joanne immersed herself in aboriginal health and social issues, leading health service development in Nunavut and Northern Quebec. Then, moving first to Northern BC, Joanne was recruited by Vancouver Coastal Health as a Director of Mental Health and Addictions until she was promoted in 2011 as Executive Director, Community Services and tasked to lead the integration of Vancouver Acute and Vancouver Community services. One significant accomplishment she and her team achieved was the renewal of Downtown Eastside services. In addition to balancing the budget each year, Joanne oversaw a reduction in residential care registrations of 14 per cent and the lowest sustained Alternate Level of Care rates that Vancouver has known (4.5 per cent). Since 2013, Joanne has been the Vice President of Patient Care Services at the Royal Ottawa Mental Health Center in Ottawa and is working on a mandate to improve access to services. While working fulltime, Joanne pursued her academic advancement and obtained a Graduate Diploma in Management, a Master of Business Administration, and a PhD in Applied Management and Decision Sciences. Joanne is a Certified Health Executive and has been a member of the Canadian College of Health Service Executives since Sarah Downey President & CEO Toronto East General Hospital Sarah Downey is President and CEO of Toronto East General Hospital. Her healthcare experience spans two decades of professional engagement in both academic health-science centres and in complex multiinstitutional organizations in Toronto and Ottawa. Prior to joining TEGH she worked at the Centre of Addiction and Mental Health (CAMH) as Executive Vice President, Clinical Programs. Previously she held senior leadership positions at the University Health Network s Princess Margaret Hospital where she was responsible for the clinical and supportservices operations of Canada s largest comprehensive cancer centre. A proud resident of East Toronto, she volunteers her time on the Board of Directors of WoodGreen Community Services. Sarah has a Bachelor of Science in Biology from the University of New Brunswick and a Master of Health Administration from the University of Ottawa. She holds a Certified Health Executive designation from the Canadian College of Health Leaders, has spoken at many health-care conferences, and is a mentor to many in the field. She is fluently bilingual. 2

3 François Drolet Director, Business Development Roche Diagnostics After spending the last 4 years as the Canadian head of sales, François Drolet is the now the Director of Business Development at Roche Diagnostics, a function just recently created within the Canadian organization. In this new role, François is responsible for all business development initiatives, market access and reimbursement, government relations and he oversees a team of Strategic Account Managers, a unique model around the world with these individuals representing both the Pharmaceutical and Diagnostics divisions and whose roles are to develop, maintain and further partnerships with hospital senior leaders. Prior to joining Roche Diagnostics, François spent over 20 years with Covidien in various Sales and Marketing positions and serving his last 8 years with the company as the Canadian Vice-President of Sales & Marketing. Always in keeping with a patient centric approach, his 25 years spent within the healthcare industry and more specifically in the Operating Room, ICU, Medical Imaging, Nuclear Medicine, Anesthesiology, Nursing in general and now Laboratory Medicine have provided him with great insight into our healthcare ecosystem and prepared him for his new role with Roche Diagnostics. François earned a bachelor s degree in Commerce and Administration from Laval University in Quebec City and he is a member of the Canadian College of Health Leaders while acting as a Roche representative in many industry forums. Tim Guest VP Acute Care and Chief Nursing Officer Annapolis Valley Health Tim Guest is Vice President Integrated Health Services Program Care 2 and Chief Nursing Officer at Nova Scotia Health Authority. Tim brings nearly 25 years of clinical nursing, and administrative experience in acute care. He has worked in both urban academic centres, and rural integrated health systems. Tim also has experience in health system planning as well as leading the implementation of a provincial clinical IT project. Prior to relocating to Nova Scotia Tim held senior executive positions in Alberta. Tim holds a Masters in Business Administration in Executive Management with a Specialization in Leadership from Royal Roads University, and a Bachelor of Science in Nursing from the University of Alberta. Tim is also a member of the College of Health Leaders. Tim's greatest strength as a surveyor is his experience in integrated health systems in both Alberta and Nova Scotia, in both urban and rural, across clinical programs. Tim has also held council seats on the College of Registered Nurses of Nova Scotia, and the College and Association of Registered Nurses of Alberta. 3

4 Cathy Hecimovich Chief Executive Officer Central West Community Care Access Centre Cathy Hecimovich has been an active employee in the health services field for over 20 years. Ms. Hecimovich is currently Chief Executive Officer of the Central West Community Care Access Centre (CW CCAC) and the Chair of the Ontario Association of Community Care Access Centre (OACCAC), CEO Council. Ms. Hecimovich holds a Bachelor of Health Sciences from McMaster University, a Masters in Education from Brock University, and has completed the Advanced Health Leaders Program through the Rotman School of Management. Ms Hecimovich is also a Certified Health Executive with the Canadian College of Health Service Executives and a member of the American College of Healthcare Executives (ACHE). She holds an academic appointment with the graduate faculty at McMaster University as an Assistant Clinical Professor in the School of Rehabilitation Sciences. Michael Heenan Vice-President St. Joseph's Health Centre, Toronto Mike Heenan has 12 years of experience in health system strategy and performance. As the Vice- President for Quality, Strategic Information and Performance Systems, St. Joseph s Health Centre (Toronto) Mike s responsibilities include corporate strategy, quality patient safety and enterprise risk, patient and family, experience performance measurement, health records and registration, and corporate communications. Prior to joining St. Joseph s Health Centre, Toronto Mike served in directors roles at Trillium Health Partners, Credit Valley Hospital and St. Joseph s Healthcare Hamilton. Mike served as an advisor to Ontario s Minister of Health and Long Term Care in An Adjunct Lecturer on Health Quality Management at McMaster University s DeGroote School of Business, Mike is an MBA graduate with a major in Health Services Management and is a Certified Health Executive (CHE). Mike often mentors young business & management leaders who may not have a clinical background on how to best advance their ideas and careers by focusing on the value add they can provide the system. Mike s has published his work on measurement, physician engagement and the role of governance in driving quality, and is a featured speaker at provincial, national and international conferences. Jim Hornell President & CEO Brant Community Healthcare System Jim Hornell is the President and Chief Executive Officer of Brant Community Healthcare System in Brantford, Ontario. Prior to this, Jim served as Chief Executive Officer of Cypress Health Region, based in Swift Current, Saskatchewan. His career in health leadership began at Central Health Newfoundland, where he held the position of Chief Operating Officer and Vice-President of Corporate Development. 4

5 Jim possesses a background in the operation of regional referral centres, long term care facilities, and the full continuum of health and community services. He was responsible, at the corporate level, for Health Information Management, Corporate Improvement, Professional Development, and Communications. His experience in strategic and operational planning is extensive. He has surveyed across Canada and internationally. Currently Jim is leading his organization through transformative change involving Interprofessional Collaborative Care models and Performance Excellence initiatives utilizing Lean tools and methodologies. Jim earned a Bachelor of Arts (Political Science) and a Bachelor of Education from Memorial University. He received a Master of Education (Curriculum Design and Administration) from the University of Ottawa. Jim has served as facilitator, presenter, and consultant to a variety of local, provincial, and national volunteer groups, government agencies, boards, and private industry. Jim just recently completed his longtime volunteer involvement within the sport of hockey where he was Chairman of the Board with Hockey Canada. While volunteering at the national and international level within the sport, Jim held numerous elected and appointed positions and has experiences in volunteer Governance in a variety of organizations in Canada. Kathy MacNeil Executive Vice-President, Quality, Safety & Experience Island Health As Executive Vice-President, Quality, Safety & Experience, Kathy provides strategic leadership to enhance the patient experience, advance clinical quality, and promote employee and physician engagement in order to achieve excellence in health and care. Island Health provides health care to more than 765,000 people on Vancouver Island, the islands of the Georgia Strait, and in the mainland communities north of Powell River and south of Rivers Inlet in British Columbia. Under Kathy s leadership, the Quality, Safety and Experience portfolio engages patients and families as partners in health and care alongside volunteers, employees and physicians to achieve superior clinical quality, service excellence; and to foster a patient-and family-centred culture that promotes learning and collaboration, and rewards courageous innovation. Kathy s role encompasses responsibility and accountability for Quality and Safety, Patient and Employee Experience, Professional Practice, Healthy Workplace, Learning and Organizational Development in Island Health. As an experienced healthcare executive with 30 years of progressive leadership experience, Kathy came to Island Health from Capital Health in Halifax where she had served as the Vice-President of People since 2008, where she has also held the positions of Vice-President of Administration, and Director of Health Information Services. Kathy has background and experience in the areas of leadership and organizational development, systems design, human resources and change management. 5

6 Kathy holds a Masters of Arts in Leadership (Health Specialization) from Royal Roads University, and a Bachelor of Science in Physiotherapy from Dalhousie University, Halifax, NS. She is a Certified Health Executive with the Canadian College of Health Leaders. Andrew Neuner Chief Executive Officer Health Quality Council of Alberta Mr. Andrew Neuner is an accomplished and visionary healthcare executive with more than 30 years of experience in healthcare leadership. Prior to joining the Health Quality Council of Alberta (HQCA) as Chief Executive Officer in September 2014, Mr. Neuner was Vice President, Community Integration with Interior Health in British Columbia, one of the largest health regions in Canada. In this role, Mr. Neuner ensured that patients experienced coordinated and continuous care among all community health services, including public health, community care, primary care, and mental health. Mr. Neuner also served as Chief Operating Officer with Interior Health and Chief Executive Officer of Cornwall Hospital in Ontario. He was also a senior executive with Northern Health Authority in Prince George and North Peace Health Council in Fort St. John. He is enthusiastic and dedicated to meeting the challenges of healthcare and community needs, and has been responsible for the integration of all health services across various communities, the implementation of region wide community engagement strategies, and the development of new leadership philosophies and organizational structures. Mr. Neuner s responsibilities have included overseeing multi-million dollar budgets, while developing meaningful relationships with stakeholders and communities. He has an active interest in quality, safety, and research, which has led to his work on projects with the University of British Columbia, Canadian Institute on Health Research, BC Patient Safety Quality Council, and Michael Smith Foundation for Health Research. His work has ranged from examining changes in the health status of a community after the closure of hospital, to developing a new research department with an ehealth and rural, primary care focus, to evaluating elder programs that have an impact on complex chronic disease and those with mental health and substance use issues. Mr. Neuner holds a Bachelor of Health Services Administration from the Canadian School of Management and University of King s College, a Master of Business Administration from the Canadian School of Management and Hawthorne University, and a Master of Arts in Leadership & Training from Royal Roads University. Ron Noble Vice President Trillium Health Partners Ron is currently the Vice-President, Redevelopment and MHLHIN Lead for Community Capacity at Trillium Health Partners in Mississauga, Ontario. Ron has achieved a Hons. B.Sc. in Kinesiology, a M.B.A. in Health Services Management and his Fellowship within both the Canadian College of Health Leaders and the American College of Healthcare Executives. He is a certified long-term care administrator with the Ontario Long Term Care Association, a Certified Management Consultant (CMC) with the Canadian Association of Management Consultants, a Certified Management Accountant (CMA) and a certified member of the Institute of Corporate Directors. 6

7 He has over 30 years of executive leadership experience within the healthcare industry, encompassing both the public and private sectors. Ron has provided leadership in the academic health science centre, community hospital, and long-term care, community- based healthcare, private healthcare and consulting environments. He has served as Chief Executive Officer of a community hospital and Executive Director of a community based provider of health care services. He has worked as a Principal consultant with PricewaterhouseCoopers and has been the President of his own consulting firm. Ron has also served as the Chair of the Canadian College of Health Leaders, a member of the Board of Directors of the Canadian Healthcare Association and is a lead surveyor for Accreditation Canada. Ron has a proven a track record of delivering strategy, operating and capital budgets on time and on budget while maintaining quality of care and strategic intent, leading organizations towards achieving their strategic objectives, pursuing life-long learning and contributing to the advancement of healthcare leadership within the Canadian Healthcare sector. Sarah Padfield Chief Operating Officer Chatham-Kent Health Alliance Sarah Padfield joined Chatham-Kent Health Alliance (CKHA) as VP/Chief Financial Officer in January 2011 and was appointed Chief Operating Officer in May Sarah s primary responsibility is ensuring CKHA becomes a High Performing Exceptional Community Hospital. At CKHA, Ms. Padfield s consistent and strong health system leadership has created an environment for the sustainable delivery of safe, quality care across the care continuum. Moreover, through new roles, skills and tools put in place she has ensured that CKHA is business competent and ready to respond to the external drivers, most visible through funding formulas, which are shaping the delivery of hospital services and the healthcare system. Sarah has successfully led the organization through two phases of Operating Plan changes to arrive at a balanced operation in 2014/15. Sarah is a recognized health system innovation leader who has built and supported transformational technology, system and quality of care projects both within her organization and across the Erie St. Clair region. Prior to joining CKHA she was Vice President of Corporate Services & CFO at Leamington District Memorial Hospital and Site Director at the Middlesex Hospital Alliance, Four Counties Health Services Site. Ms. Padfield is a graduate of Carleton University B.A. (honours) and a graduate of the University of Western Ontario s Masters of Public Administration program. Sarah has been a Certified Member of the Canadian College of Health Leaders since 2009 and received her designation as a Certified Management Accountant in September Sarah was awarded the Canadian College of Health Leader s Robert Zed National Young Healthcare Leader award in June The award recognizes a young Canadian healthcare leader who has demonstrated leadership in improving the effectiveness and sustainability of Canada s health system. 7

8 Chris Power Chief Executive Officer Canadian Patient Safety Institute What began as a desire to help those in need 30 years ago has evolved into a mission to improve the quality of healthcare for all Canadians. Chris Power's journey in healthcare began at the bedside as a front-line nurse. Since then, she has grown into one of the preeminent healthcare executives in Canada. Her experiences, her success, and her values have led her to the position of CEO of the Canadian Patient Safety Institute. Previously, Chris served for eight years as president and CEO of Capital Health, Nova Scotia, with an annual operating budget of approximately $900 million, and 12,000 staff. Under Chris s leadership Capital Health achieved Accreditation with Exemplary Status in 2014 with recognition for 10 Leading Practices. Chris is also involved in a number of collaboratives with the Canadian Foundation for Healthcare Improvement. She also holds significant governance roles including Co-Chair of HealthCareCAN, Chair of the Canadian Partnership Against Cancer, Canadian Institutes of Health Research Governing Council, and Board Member of Canadian Association for Health Services and Policy Research. Most recently Chris participated as a member of the federal advisory panel on healthcare innovation and through this role has gained even greater insight into the many pan-canadian organizations that will be beneficial in forming partnerships, leveraging expertise and advancing the goals of CPSI. Dr. Gabriela Prada Director, Health Innovation Policy & Evaluation The Conference Board of Canada Dr. Gabriela Prada is the Director of Health Innovation, Policy and Evaluation at The Conference Board of Canada. She has 20 years of experience as a physician, management consultant, policy researcher, and administrator. She has published several health care policy reports and has led projects in primary care, health system benchmarking, and health innovation that have guided policies at provincial and federal levels. Her recent work in advancing innovation procurement has caught the attention of governments in Canada, as well as several European countries and the Inter-American Development Bank. She is active in several boards, including the Canadian Network for Environmental Scanning in Health, and is currently the Chair of the Eastern Ontario Chapter of the Canadian College of Health Leaders. In addition, she is a reviewer for various policy journals and a mentor. She has a master s degree in health administration from the University of Ottawa and is a Certified Health Executive.. Bruce Swan B. H. Swan & Associates Bruce brings over thirty years of progressive Healthcare Leadership experience working at various levels of leadership in Community Health Organizations, Hospitals and Regional Health Authorities. His professional expertise is in health system integration and most recently his experience is working with 8

9 service providers offering Mental Health, Addictions, Brain Injury, Community Health Centres and Aboriginal Health Services. A Professional Certified Coach with the International Coach Federation and holds an undergraduate degree in Commerce, a Graduate Diploma in Hospital Administration and Graduate Diploma in Executive Coaching. He is in private practice offering consulting services for organizational renewal, strategic planning, coaching and leadership enhancement. He is a surveyor and educator for Accreditation Canada and has seen many varieties of health care systems both large and small meeting the national standards. Bruce is a coach and facilitator of the LEADS in a Caring Environment Capabilities Framework. He works with organizations on implementing the Coach Approach to LEADS as well as debrief the LEADS 360. He is a trained facilitator of Strength Deployment Inventory (SDI) a relationship awareness theory, which helps people identify their personal strengths in relating to others. He teaches the Coach Approach to Leadership to introduce leaders to the best practice coaching skills in a form that they can use right away. This program is accredited by the International Coach Federation. David Thompson Vice President Seniors Care & Clinical Services Providence Health Care David has held leadership roles in the BC Health Care system for over 20 years. He is currently Vice President Seniors Care & Clinical Support Services at Providence Health Care. In this role, he is responsible for the Elder Care Program (residential services, rehabilitation services, geriatric acute medicine and mental health and assisted living services), PHC s Seniors Strategy, PHC s Chronic Disease Management Strategy, Hospice & Palliative Care Services, Providence Lifeline Program, Lower Mainland Consolidated (LMC) Biomedical Engineering Services, PHC Liaison for LMC Laboratory Services, Diagnostic Imaging and Pharmacy Services, Site Leaders for St. Vincent s Langara, Brock Farhni, Honoria Conway and Youville Residence and Holy Family Hospital. He is also the Senior Leadership Team Liaison for the Tapestry Foundation, St. Michael s Centre and Little Mountain Society. Prior to his current position, David was Corporate Director for Seniors Care and Elder Care Program Director at PHC. David has worked in Residential Services and Information Management with the Fraser Health Authority in British Columbia. He also worked in Information Management with Providence Health Care in Vancouver prior to joining Fraser Health. David's career also includes Director roles in the field of Quality & Utilization Improvement in British Columbia. David is a Certified Health Executive (CHE) of the Canadian College of Health Leaders and CCHL Board representative for BC. He is a surveyor with Accreditation Canada and a member of the Board of Accreditation Canada. He has completed his Executive Training in Research Application (EXTRA) Fellowship through the Canadian Foundation for Health Care Improvement. David has served on many provincial committees throughout his career in the areas of seniors care, residential services, information management and quality and utilization improvement. 9

10 Captain John Roland Young (Navy) National Defence Captain Young enrolled in the Canadian Forces as a Direct Entry Nursing Officer in He served as a General Duty Nursing Officer at CFB Cornwallis from 1991 to 1992, during which time he completed the Aeromedical Evacuation Course. From 1992 to 1994, he was employed as a General Duty Nursing Officer at the Base Hospital in CFB Petawawa. For the following two years, he worked on the A&D ward at the National Defence Medical Centre. After completing the Basic Operating Room Nursing Course in 1997, Captain Young was posted to 1 Field Ambulance. Here he assumed the Acting Officer Commanding position responsible for Medical Company and completed the Critical Care Nursing Course from Mount Royal College. From 1999 until 2001, Captain Young completed his Bachelors of Science Nursing degree at the University of Alberta. Following his graduation, he was posted to Health Services Delivery in Ottawa where he worked as Deputy Project Director for the Health Services Infrastructure Recapitalization Programme from 2001 to 2003 and the Primary Care Renewal Initiative from 2003 to He achieved his Certified Health Executive designation in In 2003, Captain Young deployed to the Stabilization Force Headquarters in Sarajevo, B-H, where he worked in the Joint Medical section as the Health Services Planner. From 2005 to 2008, Captain Young completed the Command and Staff Course in Toronto and worked as the G-3 Ops in Director Health Services Operations section in Ottawa. He was posted to 1 Health Services Group Headquarters Edmonton in 2008 as the Chief of Staff. In 2009, Captain Young assumed the post of Commanding Officer of 1 Field Ambulance at CFB Edmonton. On 27 Jun 2010, Captain Young became the Commander of 4 Health Services Group, in Montreal. In 2013, he assumed his current post as Director of Health Services Delivery in Ottawa.
