2 Defining ehealth 2.0 It s more than technology it focuses on giving patients and providers the right tools to strengthen health care It goes beyond ehealth Ontario it harnesses a range of provincial partners There are three principal building blocks of ehealth 2.0: ehealth Strategy 2.0 ehealth Governance 2.0 ehealth Privacy and Information Management 2.0 Ensuring that ehealth investments advance the goals of Patients First Creating the conditions to develop and advance ehealth strategy through ministry leadership in collaboration with key partners Strengthening health information privacy protection 2

4 The ehealth Investment and Sustainment Board s mandate Provide advice and recommendations to the Minister on how ehealth can best enable health system transformation The board will advance Patients First and help drive innovation Sponsor the development of ehealth Strategy 2.0 Sponsorship means providing strong leadership while reaching out to the health sector to hear a range of perspectives Provide advice on how the ministry should fund/spend finite resources on ehealth This will be done with the benefit of a new investment management model developed through board guidance Once the renewed strategy is approved by Cabinet, the board will actively monitor its implementation and address any roadblocks Until then, the ministry will ensure that health system partners can meet their current ehealth commitments Draft for Discussion 4 4

7 HIS renewal requires an advisory panel The board can establish advisory panels to consider critical, time-sensitive matters that fall outside the scope of the standing governance Widespread health system and ministry awareness No other provincial forum to address HIS renewal Poses notable risks to the health system if left unexamined - financial - delivery - policy Crucial to address through ehealth Strategy 2.0 and requires expert involvement Significant investment management considerations 7
8 What are the big drivers of HIS renewal? Investment Aging Technology: Some hospitals have identified end-of-life technology that needs to be replaced, creating a sense of urgency (though backed up by varying degrees of evidence) Pursuing Quality Care: Moving up the HIMSS* scale can require renewal and additional investment (e.g. for closed-loop medication management) Vendor Promises: There is a temptation to view new systems as silver bullets for existing challenges, encouraged by vendor pitches Consolidation Integration Potential: Sharing patient information is easier when hospitals deploy the same solution platform, enabling a comprehensive patient record IT Expertise: Not all hospitals have the capacity nor resourcing, especially when considering competing priorities, to support transformation projects of the size and scale of an end-to-end HIS implementation Limited Resources: Potentially, substantial economies of scale can be achieved through joint procurement Fiscal Constraints: The ministry is living within strict savings targets and this has implications for supporting further HIS investment *Healthcare Information Management Systems Society 8
9 Objectives of the panel Provide recommendations to Ontario s ehealth Investment and Sustainment Board regarding: Maximizing the value of current and future hospital information system investments in Ontario While also taking into account: The need for hospitals to have cost-effective systems supporting the provision of quality care; and The requirements of health system transformation, including the enhanced integration of services supported by the electronic sharing of health information Overall, the panel will maintain a focus on improving patient outcomes and value for money through collaboration and innovation 9
