2 ABOUT THE GUIDE The VRCA Salary Guide aims to provide a cross section of average salaries, with a minimum-typical-maximum range for construction management professionals as well as an overview of some of the trends from the industry. We have sourced the information in the guide from: 1. Hays current market knowledge of placements in British Columbia in Qualitative and quantitative data gathered in 2012 in a confidential survey sent to member companies in the VRCA and Hays clients in the construction sector. 3 LETTER FROM THE INTERIM PRESIDENT It is with great pleasure that the Vancouver Regional Construction Association (VRCA) is once again able to provide you with this valuable industry benchmarking resource. The BC construction industry is poised for substantial growth over the next decade, with investment in major mining, utility, transportation and pipeline projects driving increases in commercial, institution and government building construction. Many of these projects will be located in Northern BC, requiring significant workforce influxes into places like Kitimat, Dawson Creek, Prince George, and smaller communities still further north. As we approach the end of this decade, we will likely see renewed growth in residential investment driven by increases in population, household formation and new housing starts. While this growth represents an important opportunity for our industry and our province, it comes with challenges. Retiring baby-boomers and the significant rise in projects in the industry are together creating a skills shortage that cannot be filled by local workers alone. Compound this with the demand for our workers from other industries in BC, as well as major construction projects in Alberta, Saskatchewan, Northern Ontario and Newfoundland that threaten to draw workers away. The Construction Sector Council s forecast for estimates that construction labour force requirements in BC will increase by an estimated 22,500 between now and 2021 in response to project demand. This will coincide with an increase in replacement demand related to the expected retirement of 32,400 workers. However, only 24,300 new entrants are estimated to become available to fill the overall increase in labour requirements, which means that our BC construction industry will need to attract more than 30,000 new workers from outside the industry to meet total labour demands. Astute contractors must pay close attention to their labour requirements and start planning to ensure their workforce is the best it can be by implementing plans to recruit and, more importantly, retain the best talent possible. VRCA is committed to helping the industry in this regard by developing programs and providing valuable resources such as this guide. 5 32 per cent of employers anticipate significant or extreme skills shortages for 2013 Many analysts forecasts have proven correct as Vancouver s construction market has been exceedingly buoyant in Q1 of With an escalating hiring frenzy and a limited number of high quality construction management professionals, employers are being forced to compete for top talent. The markets buoyancy has been driven by continuing high levels of activity in the residential development sector and increasing volume of projects in the commercial sector. Of the companies surveyed 65 per cent anticipate business volume to increase in 2013 and a notable 33 per cent of respondents expect this volume to increase by 20 per cent or higher. During 2011 and 2012 many companies maintained a wait and see attitude towards hiring, unless they had a significant project win. However in recent months the flood gates have opened and many employers have been adding multiple staff to keep pace with demand. When business volume increases notably staff numbers must increase, otherwise employers run the risk of overstretching their existing team and in turn suffering staff attrition. This knowledge of the current supply issue has kick-started many employers into proactive hiring. Hays Construction team in Vancouver registered a record number of search requests in Q4 of 2012, and this activity has continued into Q1 of 2013 with no sign of letting up. When we see an employment landscape such as this, it usually transpires with passive candidates turning their heads to job opportunities to see what the market is offering. This new found intrigue is partly driven by the assumed safety net that if a new position doesn t work out there will be other opportunities available. Booming times such as this also creates drive for growth as more senior positions, increased salaries, better locations, or attractive projects are being promoted. As 2013 shapes up to be more competitive than ever, employers must be vigilant to ensure their retention rates. Things like conducting regular staff reviews to address any potential issues up front and addressing salary levels to ensure they are in line with market levels will help you retain your top staff.
