2 Business Rules Postsecondary Concentrator (Credit) Concentrator (Credit Colleges Only): A postsecondary student who completes at least one-third of the academic and/or technical hours in a career and technical education program that terminates in the award of an industry recognized credential, certificate or degree.* *Concentrator, numerator, and denominator definitions are all from the State Plan Table of all approved degree and college credit certificate programs with total program lengths. DCAE Needed for the Following Measures: 1P1 2P1 3P1 4P1 5P2 Technical Skill Attainment Completion Student Retention or Transfer Placement Non-traditional Completion Exclude enrollments from colleges that enroll postsecondary CTE students but do not receive Perkins funding. DCAE will provide list of districts to CCTCMIS. Operational Criteria for Identifying Postsecondary CTE Concentrator (Credit): 1) Declared degree or college-credit certificate program of study data element 2005, codes 1, A, 8, and D. 2) Enrolled in at least one college credit or clock hour course in the reporting year ( ) with a value of NN in data element #3004 (Course Dual Enrollment Category). 3) Earned one-third of credits, data element #2008 (Total Credit Hours Toward Award), in the declared degree or college credit certificate program. 2
3 Unduplication: From the program records all level 1, 8, A, and D (and hour type = S ) values with a valid vocational CIP cluster and hours earned > one-third of the program are extracted. The latest term program record is kept and the file unduplicated to CC, ID, and CIP for a file of declared students. bases Used: FCS Student base 3
4 Measure: 1P1 Technical Skill Attainment Numerator: Number of CTE concentrators who 1) earned 75 percent of the program hours required with a grade point average of 2.5 or higher or 2) earned an industry certified credential through a third party assessment. CTE concentrators based on 1/3 of the framework college credit hours required for completion CCTCMIS / DCAE Students identified as CTE concentrators in the reporting year ( ) Numerator (of Students Identified in the Denominator): 1) If the number in FCS SDB data element 2008 (Total Credit Hours Toward Award) is equal to or greater than 0.75 multiplied by the Framework hours 2) element 1030 (Total Institutional Grade Points) divided by data element 1031 (Total Institutional Hours for GPA) is greater than or equal to 2.5 3) Student was reported in , or with a valid industry certification code found in the Perkins TSA credit inventory valid for the program in which the student was a concentrator.
