1 Department of JROTC 145 South Campbell Avenue Chicago, IL November 2015 DEPARTMENT OF JROTC OPERATIONS ORDER 5-SY 15/16 (MASTER DIVISION REFERENCE: Department of JROTC, Citywide Unarmed Platoon Drill, Color Guard, and Individual Rifle Drill Competition General Operating Procedures (Annex K) and Department of JROTC Citywide Unarmed Flight\Platoon Drill, Color Guard, and Individual Rifle Drill Competition Standard Operating Procedures (Annex L) TASK ORGANIZATION: Department of JROTC Carver, CMA-B, Curie, Farragut, Foreman, Hubbard, Juarez, Kelvyn Park, Lake View, Lane Tech, Lincoln Park, Lindblom, Marine Leadership, Phoenix, Prosser, Rickover, Roosevelt, Senn, Sullivan, Taft and Westinghouse St. John s Northwestern Military Academy 1. SITUATION: CPS, Department of JROTC will conduct a Masters Division Drill Competition to determine the top five platoon drill teams, top five Color Guards, the top five Platoon Inspection Teams, the top five Platoon Leaders and the top 5 Individual Rifle Drill Competitors in both the Junior Division and Senior Division. The top 3 overall winners of the Masters Division will also be determined. 2. MISSION: The Department of JROTC conducts the Citywide Platoon Drill, Color Guard and Individual Rifle Drill Competition for the Masters Division JROTC Programs at Carver Military Academy, South Doty Avenue, Chicago, IL on 12 December 2015 from 8:00 a.m. until completion. 3. EXECUTION: a. Department of JROTC Director s Intent: To prepare and execute a first-class competition to determine and recognize the top five platoon drill teams, top five Color Guards, the top five Platoon Inspection Teams, the top five Platoon Leaders and the top 5 Individual Rifle Drill Competitors in the Junior and Senior Divisions for the Master Division and then determine the top 3 overall winners of the Masters Division. The drill competition consists of three distinct phases of execution: Phase One, the preparation phase, Phase Two, the execution phase and Phase Three, the post-execution after action review phase. The end state: the top five Platoon Drill Teams, the top five Platoon leaders, the top five Color Guards, the top five Platoon Inspection Teams and

The top three Overall Drill Champions (JROTC Programs) will be determined and recognized for the Masters Division. Finally, the consolidation and completion of all after action reviews. b. Concept of the Operation: 1) Phase 1: The preparation phase consists of the coordination and resourcing of personnel, supplies, equipment, transportation and the location necessary to execute the competitions and the selection and training of the competition judges. 2) Phase 2: The execution phase begins with the buses picking up the cadets at their respective high schools, arriving and signing in, participating in the competition, receiving a score and participating in an awards ceremony. 3) Phase 3: Post-execution after action review (AAR) phase requires the collection of comments NLT seven days after the completion of the competitions. The consolidation of the participant s comments into a comprehensive AAR is due NLT 30 Dec 15. c. Responsibilities: 1) Department of JROTC Staff Responsibilities: Per Staff SOP published in separate document 2) St. John s Northwestern Military Academy: a) Arrange and fund your team s meals and transportation to the competition b) Send a school check made out to Carver Military Academy in the amount of $6.00 per cadet to cover the cost the lunch meal for your cadets. Check should arrive at Carver Military NLT 6 December c) If mailing send to: Carver Military Academy, ATTN: CPT Rover, South Doty Avenue, Chicago, IL ) Carver Military Academy (Sponsor of Event): a) Provide 1 NCO to supervise the cadet runners and clean-up team b) Issue box lunches to cadets that are participants and cadet workers only c) Coordinate with Ms. Relf the transfer of funds to cover the lunches of the cadets competing in the drill competition Page 2 of 9

3 DEPARTMENT OF JROTC OPERATIONS ORDER 5-SY 15/16 (MASTER DIVISION d) Coordinate with St. John s Northwestern Military Academy (LTC Kebisek, ) for funds to cover their cadet lunches) e) Set-up drill floor for competition and awards ceremony (See Annex B) f) Pass out competition programs at entrance g) Post all signage at competition h) Set-up and test PA system and the back-up PA system i) Provide 25 cadets for clean-up team at end of each competition to clear all areas used j) Provide podium for awards ceremony k) Provide one NCO to control entry of drill teams, color guards into the competition area from the assembly stand by area. NCO will be equipped with radio to communicate with the Event OIC l) Provide radios for Event OIC, Drill OIC, Color Guard OIC, Inspection OIC and IDR OIC m) Help form the remaining teams on the gym floor according to Annex B for Awards Ceremony n) Provide cadets as ushers for receptions and seating areas, entrance area, seating area entrances on second floor (Two cadets each station) o) Provide 2 cadet runners at each competition site to transport score sheets to scorers tables. Provide 6 cadet runners to help calculate the score sheets p) Provide Citywide All Service Color Guard to present colors (flags provided) for awards ceremony q) Play the National Anthem during the presentation of the colors at the opening of awards ceremony (See Annex I) r) Provide set-up team (25 cadets) on 11 Dec 15 to set-up competition and seating areas. s) Set-up entrance area with signage, flags, banner and registration tables and chairs (See Annex B) Page 3 of 9

See Annex B e) Submit AAR comments NLT 21 Dec 15 5) SFC Coppage f) Serve as OIC for the IDR competition g) Responsible for entering scores into IDR spreadsheet and determine the top 5 winners in both the Junior and Senior Division IDR categories h) Turn in final results in an Excel spreadsheet to Mr. Paul Muffler at the end of the IDR competition i) Attend OIC \ Judges \ Alternate Judges meeting on 9 Dec 15 at 4:00 pm at Department of JROTC j) Submit AAR comments NLT 21 Dec 15 6) Mr. Paul Muffler: a) Serve a Chief Scorer Page 4 of 9

5 DEPARTMENT OF JROTC OPERATIONS ORDER 5-SY 15/16 (MASTER DIVISION b) Responsible for calculating all score sheets, preparing order of merit list for Platoon Drill Competition, Best Platoon Leader Competition, Platoon Inspection and Color Guard Competition and determining the top three overall JROTC Programs for each competition c) Attend OIC \ Judges \ Alternate Judges meeting on 9 Dec 15 at 4:00 pm at Department of JROTC d) Submit AAR comments NLT 21 Dec 15 7) Cadet City Corps Staff: a) A Bus will depart from the Department of JROTC, 145 Sough Campbell Avenue at 6:30 am to arrive at Carver Military Academy NLT 7:00 am b) City Corps Staff Members may take the bus departing the department of JROTC, arrive on their own at Carver NLT 7:00 am or if members are part to their school s drill, color guard or IDR teams may ride the bus departing from their schools c) City Corps Staff J1 will serve a Master of Ceremonies for the awards ceremony d) City Corps Staff Commander task three City Corps Staff members to operate the registration table e) City Corps Commander and Command Sergeant Major and rest of the primary staff will participate in the Award Ceremony f) Submit AAR comments NLT 21 Dec 15 8) Event OICs: (See Annex G) a) The OIC for all events (COL Chyterbok) will control the competition floor for all events and insure proper and timely entry of all competitive teams. Prior to the awards ceremony he/she will form teams into a mass formation on the gym floor for the announcement of the award winners. (See Annex B Drill Hall Layout during Awards Ceremony). b) The OICs for each event will insure the proper and timely entry of each school s competitive teams and make sure that the next team to compete is standing by. 6 DEPARTMENT OF JROTC OPERATIONS ORDER 5-SY 15/16 (MASTER DIVISION c) Only OIC will write in any penalty points on the Platoon Leaders \ 1 st Rifleman Score Sheet only d) Attend OIC \ Judges\Alternate Judges meeting on 9 Dec 15 (See Coordinating Instructions) e) Submit AAR comments NLT 21 Dec 15 9) Judges and Alternate Judges: (See Annex G) a) Judges and Alternate Judges will report to the main drill floor 45 minutes prior to the first school competing b) Alternate Judges for the Platoon Drill and Color Guard will be utilized to ensure a 30 inch step is being maintained by measuring the steps taken in a predetermined area on the Drill and Color Guard drill floor for at least 10 paces c) Alternate Judges will replace an judge in a competitive event once that judges school reports on the floor to compete d) Attend OIC \ Judges\Alternate Judges meeting on 9 Dec 15 (See Coordinating Instructions) e) Submit AAR comments NLT 21 Dec 15 a. Coordinating Instructions: 1) You may have more than the minimum 25 cadets on your drill team but every cadet that competes on your drill team must also stand inspection. 2) There will be a mandatory OIC / Judges / Alternate Judges meeting at The Department of JROTC, 145 South Campbell Ave., Chicago, IL on 9 Dec 15 at 4:00 pm 3) School Registration Forms are due NLT 2 Dec 15 to SFC Coppage and must include the total number of lunches needed for your competing cadets and 3 alternates cadets only. 4) All schools will remain at the Citywide Drill, Color Guard and IDR Competition and attend the awards ceremony 5) All Schools will turn in their School signs to the Scorers Room prior to departing the competition Page 6 of 9

7 DEPARTMENT OF JROTC OPERATIONS ORDER 5-SY 15/16 (MASTER DIVISION 6) Uniforms are as follows: Platoon Drill Competition, Color Guard and Platoon Inspection; Army New Blue Class A; Air Force Service Dress; Marines Dress Blues; and Navy Navy Service Uniform. All Cadets will wear their service s respective (service issued) headgear during competition. IDR Uniform is Army - New Blue Class A; Marine Dress Blues; Navy Navy Service Uniform; Air Force Service Dress (Coats will be removed while competing) 7) OIC s will wear their head gear while on the floor during the report in and out procedures 8) There will be no saluting if uncovered during the playing of the National Anthem 9) Carver Military Academy is located at South Doty Avenue, Chicago, IL ) SMI s ensure cadets are in proper uniform prior to arrival at Carver Military Academy 11) Schools that drop from competition after the publication of this operations order will remain in the published Competitions Time Tables. Concession Stands will be operated by Carver Military Academy. Director of Military Programs will provide $6.00 to Carver for each competing \ alternate cadets to cover their lunch. Call Carver Military Academy (CPT Rover) to coordinate lunch for your competing \ alternate cadets only. Parents, administrators and guests are invited and encouraged to attend. Cadets may also bring money to purchase food while at the competition. Cadets in Masters Groups 1 and 2 (See Annex J) should eat breakfast prior to arriving at the competition. Lunch will also be provided to the OIC s Judges, Alternate Judges and host school instructors. Cadet lunches will be from subway and instructor lunches from Potbellies. Host school working cadets will also have Subway sandwiches along with the competing \ alternate cadets b. Buses will pick up cadets at their host schools (See Annex J) for transportation to Carver Military Academy.
