1 INFORMATION PAPER NGNE-DPA-ESB 05 October 2012 SUBJECT: Army Personnel Testing at the Nebraska National Guard Education and Incentives Office 1. Purpose: To provide clarification of the Army Personnel Testing available at the Nebraska National Guard Education and Incentives Office. 2. Background: The Defense Activity for Non-Traditional Education Support (DANTES) has consolidated all DANTES and College Level Evaluation Program (CLEP) testing to National Test Sites based on geographical and demographical factors. The Nebraska National Guard is no longer considered a test site for DANTES and CLEP testing based on this determination. 3. Discussion: a. The following tests will continue to be administered by the Nebraska National Guard Education and Incentives Office. Contact the Education Office for more information: 1. Alternate Flight Aptitude Selection Test (AFAST): The Army uses the AFAST to determine aptitude and subsequent eligibility for flight training. The AFAST Consists of 200 questions, and takes approximately 2 hours to administer. 2. Armed Forces Classification Course (AFCT): The Armed Forces relies on aptitude testing to determine placement into Military Occupational Specialties (MOS) and training programs. Aptitude scores are initially acquired through the Armed Services Vocational Aptitude Battery (ASVAB). The AFCT allows for the reassessment of a soldier s aptitude scores. The total test is 134 minutes and 200 questions in length. 3. Test of Adult Basic Education (TABE): The TABE test is utilized to assess basic literacy skills including Reading, Mathematics, Language, Vocabulary and Spelling. The full TABE test consists of 225 questions and takes approximately 3½ hours to complete. Assessments of Language and Vocabulary can be administered and consist of 145 questions and takes approximately 134 minutes to complete. b. The Nebraska National Guard Education and Incentives Office will continue to process requests for reimbursement of the Graduate Record Exam (GRE) and the Graduate Management Admission Test (GMAT). 2 DANTES and CLEP Examinations Effective immediately, based on program consolidation to National Test Centers, the Nebraska National Guard will no longer conduct DANTES or CLEP testing. This includes the following examinations: Credit-By-Exam DSST, CLEP Entrance Tests - ACT, GMAT, GRE, SAT Other Language Proficiency Exams, GED, Praxis To ensure the Soldier of the Nebraska National Guard have availability for these programs, several National Test Centers are available across the state. 3 Credit-By-Exam DSST, CLEP Contact University of Nebraska at Omaha - Offutt AFB Testing Services at (402) for DSST testing information. CLEP consists of a series of examinations that test an individual s college level knowledge gained through course work, independent study, cultural pursuits, travel, special interests, military service schools, and professional development. The American Council on Education (ACE) recommends the minimum score for awarding credit but each institution determines its acceptable score and the amount of credit granted for each examination. CLEP General and Subject examinations are accepted for credit by more than 2,900 colleges and universities. DANTES does not fund the advance, non-refundable registration fee charged by national test centers to reserve a date and time for testing. This fee ranges from $15 to $25 per test and the examinee is responsible for paying this fee. DANTES funds CLEP exams (one attempt per title) for the following groups: Military personnel (active duty, reserve, National Guard): Army, Navy, Air Force, Marine Corps, U.S. Coast Guard, Army Reserve, Air Force Reserve, Marine Corps Reserve, Navy Reserve, Coast Guard Reserve, Army and Air National Guard Spouses and civilian employees of: Air Force Reserve, Air National Guard, Army National Guard, Army Reserve, Coast Guard (active and reserve) Department of Defense Acquisition personnel: Eligible only for the following computer-based exams: Principles of Macroeconomics, Principles of Microeconomics, and Principles and Marketing The 14 General and Subject Test titles are: CLEP Generals: o Social Sciences and History o Natural Sciences o Humanities o College Mathematics o College Composition Modular CLEP Subjects: o Analyzing and Interpreting Literature o College Algebra o History of the U.S. I o History of the U.S. II o Information Systems and Computer Applications o Introductory Psychology o Introductory Sociology o Principles of Management o Spanish Language (Levels 1 and 2) For a listing of all the test titles visit

4 Entrance Tests - ACT, GMAT, GRE, SAT ACTs taken at a National Test Center are not funded or reimbursed by DANTES. DANTES funds only one administration of the GMAT exam per lifetime of eligible Service member. The GMAT exam is owned by Graduate Management Admission Council (GMAC). They develop and deliver the exam with the help of their service providers: Pearson VUE and ACT. The GMAT is a computer-adaptive test (CAT) available exclusively through Pearson VUE and select college and university test centers. The registration and scheduling policies and procedures are contained in the GMAT Handbook and on the GMAT website DANTES reimburses eligible military examinees the GMAT test fee through the Defense Financial Accounting Service (DFAS) into their military pay bank account. Coast Guard personnel are reimbursed via a U.S. Treasury check. Military examinees are responsible for scheduling the GMAT and paying the test fee, and must seek reimbursement within 90 days from the test date. To determine eligibility requirements, test fee, and for procedures to request reimbursement of the GMAT test fee, contact the Nebraska National Guard Education and Incentives Office. DANTES funds only one administration each of the GRE General (CBT) exam per lifetime for eligible Service members. The GRE General is a computer-based test (CBT) available exclusively through Prometric and selective college and university test centers. The registration and scheduling policies and procedures are contained in the GRE Information Bulletin and on the GRE website DANTES reimburses eligible military examinees only for the test fee after the administration of the test. Military examinees must seek reimbursement within 90 days from the test date. The examinee is responsible for scheduling the test and paying for the GRE up-front. To determine the eligibility requirements, reimbursement cost, and the procedures for requesting reimbursement of the GRE test fee, military examinees should contact the Nebraska National Guard Education and Incentives Office. The SAT scores are used as a college admission requirement and student placement instrument. SAT scores provide colleges with a way to compare academic preparation and abilities of students who apply for admission. SAT, when used in conjunction with high school grades and class rank, serves as a good predicator of academic success in the first year of college. DANTES funds one administration at a DANTES Test Center, for eligible military service members, on either the SAT or the ACT Assessment. DANTES Test Centers do not schedule SAT administrations in July and August as the SAT Program shuts down their scoring system in late summer to prepare for national testing in October. 5 Other Language Proficiency Exams, GED, Praxis Language Proficiency Exams will be conducted by Offutt AFB. Contact Ms. Wynne at for schedule and information on these exams. The GED examination is for individuals who have not completed their formal high school education. The Series GED Tests measure knowledge in five different areas: Language Arts, Writing; Language Arts, Reading; Mathematics; Science and Social Studies. An important feature of the GED Tests is an essay that documents the ability to write and communicate effectively. The GED Tests usually require some preparation; about one-third of graduating high school seniors don't pass the tests under current score requirements. Each spring, the tests are administered to a sample group of graduating high school seniors. To pass, examinees must perform as well as or better than 67 percent of those seniors. Test Area Number of Questions Time Limit Language Arts, Writing Part I Language Arts, Writing Part II 50 essay 75 minutes 45 minutes Language Arts, Reading minutes Mathematics minutes Science minutes Social Studies minutes Praxis I - Pre-Professional Skills Tests (PPST): The PPST consists of three separate tests: Reading, Mathematics and Writing. Some states require students entering college-level teacher-preparation programs to pass the PPST; some other states, however, use the PPST as a teacherlicensing exam. Praxis II: Subject Assessment/Specialty Tests Praxis offers over 100 tests in specific subjects and specialties including the Principles of Learning and Teaching (PLT). Some states use these tests to credential or certify a teacher to teach in a specific area. These tests vary in terms of format (e.g., multiple-choice, constructed-response, or combined multiple-choice/constructed- response); the time limits on all of them are either one or two hours depending on the specific test. DANTES funds only one administration of the Praxis I: PPST (complete or partial) and one Praxis II: Subject Assessment or Specialty Area test, including the PLT for eligible Service members per lifetime at DANTES military Test Centers. These exams are not reimbursed if taken at a National Test Center. All Service members must pay the $50 registration fee per testing year. DANTES does not fund the registration fee. To determine the test fees and cost for Subject Assessment/Specialty tests, military examinees should contact the DANTES Test Control Officer at Offutt AFB.
