Click to edit Master title style Transit Asset Management Coordination at the Regional Level 49 th Annual Conference & Expo California Transit Association November 13, 2014 Melanie Choy Metropolitan Transportation Commission Oakland, California
Overview Part 1: Regional Transit Capital Inventory (RTCI) Part 2: Performance Metrics Part 3: Looking Forward
Metropolitan Transportation Commission (MTC) Metropolitan Planning Organization for San Francisco Bay Area 9 Counties 12 Urbanized Areas 101 Cities & Towns Population: 7 million + 27 independent Transit operators
Regional Role Designated Recipient of Federal formula funds: FTA Urbanized Area, State of Good Repair, Bus + Bus Facilities FHWA Surface Transportation Program MTC programs formula funds to 22 transit operators, including: Bay Area Rapid Transit San Francisco MTA AC Transit Santa Clara VTA CalTrain SamTrans Federal Funds to MTC MTC Planning and Prioritization Plan Evaluate Support Funds Programmed by MTC to transit operators
Part 1 MTC REGIONAL TRANSIT CAPITAL INVENTORY
The Regional Transit Capital Inventory (RTCI) is a comprehensive asset inventory for the Bay Area 24 Operators Over 80,000 assets, including: Revenue and Non-revenue Vehicles Fixed Guideways, Bridges, Tunnels Stations, Fare Collection Systems Facilities & Equipment Systems (including communication) What is the RTCI?
RTCI Purpose Long Range Projections: transit capital replacement/rehabilitation fiscal needs for RTP Limited funds, increasing reinvestment needs Systems reaching mid-life, e.g., BART car replacement Need for single, consistent, comprehensive dataset Performance measurement analysis and target setting Short Term Analysis: Inform and guide annual fund programming decisions
History and Background Initial Development: Excel Based Local Machine Only Update and Expansion: Updates Only During Update Effort Technology Update and Expansion: 2014 Next Full Update: 2015 SQL Based Web Accessible Updates Any Time Excel Optional
Pre-RTCI (2006) Each transit operator developed 25-year CIP for assets, MTC aggregated into regional projection Project-based needs approach Wide variation in asset data by operator Inconsistent information across asset types Inconsistent categorization of assets, replacement and rehab cycles, and cost information across agencies Results in potentially inequitable allocation of funds
Continual Improvement: Phase 1 & 2 Phase 1 (Initial) Comprehensive data set for all operators Robust, repeatable process for developing need projections for future long-range plans Transition from traditional needs study to performancebased needs assessment Consistent asset definitions across operators Phase Data Quality Improvement and Revisions Regional Standards (Cost, lifecycles, asset types) Refinement of rehabilitation costs and schedules FTA TERM Compatibility
Continual Improvement: Phase 3 Phase /15 Technology update (Excel to SQL)/ RTCI Web Application Extensive data consistency review and clean up FTA TERM Lite Compatibility Establish additional regional standards : Bay Area specific Asset Type Table
RTCI Coordination Coordination: Transit Asset Management (TAM) Working Group TAM Technical Advisory Committee Site visits TERM Lite as regional tool Forum for: General RTCI improvements and development Federal rulemaking related to transit asset management Operators to exchange TAM implementation approaches and challenges Coordinating RTCI update activities
Part 2 REGIONAL PERFORMANCE METRICS
RTP Goals Fix-It First Investment Strategy Performance Measures: Percentage of assets over useful life (PAOUL) Regional SGR Target: Reduce share of transit assets past useful life to 0 (Replace all assets at end of useful life) Proposed Approach: Fund assets most directly related to safety and reliability of services (Fully fund Revenue Vehicles)
Regional Analysis Regional Response to Measures Annual performance review: Vital Signs Intention to include State, Federal, and regional performance metrics in one place
Part 3 LOOKING FORWARD
Response to MAP-21 MAP-21 Target Setting MTC supportive of bottoms up approach Be ready to go/ proactive once draft rules are published Anticipated discussion in Spring 2015 Condition Assessments Currently MTC does not collect condition data Use average age of assets and decay curves as proxy for condition Lack of standard asset condition assessment scale across asset types and across transit operators Discussions with operators to be held on how to address
TAM Plans: Preliminary Considerations Develop Regional Template Offer Regional TAM Plan for operators MTC to develop data analyses for use by operators: Regional investment prioritization Needs analysis Revenue projections Response to MAP-21
RTCI Next Steps and Goals Make RTCI data updates more seamless Allows for more frequent updates (currently every 4 years) Less burdensome on agencies Make RTCI more accessible and useful to operators asset management systems RTCI Web Application - Dynamic Respond to operator reporting needs (local plans, etc.) NTD compliance needs Data Improvements: Establishing top asset types that are critical for accuracy Geographical component Asset relationship mapping system Expand Utility of RTCI data multiple applications
Click to edit Master title style Thank you! Melanie Choy z Graphic Design by Nicholas Richter, nrichter@mtc.ca.gov
Beyond Modeling: Uses for the RTCI On November 2 nd, 2014, a fire broke out at a WestCAT bus yard; One of the Five MCI Over-the-Road motor coaches in their fleet was badly damaged and had to be taken out of service In order to restore service, WestCAT reached out to MTC to find potential loaner buses at other agencies. Results: The RTCI provided a comprehensive list of all similar buses in the region in minutes Saved WestCAT a day of phone calls Supported system resiliency and a return to normal service for commuters
Establishing standard asset classifications Level of Detail needed RTCI data discussions Representation of Systems and Assets with component Maintaining agency support
