1 Surviving the Storm Economic impacts of an acute flooding event in the Bay Area. Downtown San Anselmo New Years Flood
2 Bay Area Council Water Committee: ABAG, BCDC, BART, SFO, Port of SF, Port of Oakland, MTC, Parsons Brinkerhoff, and others.
3 Overview Report to be released by Bay Area Council later this spring. Goal: to raise awareness of current flood risks facing the Bay Area and the economic impacts a major flood would have, and to share recommendations. Uses a scenario approach to estimate a plausible extreme storm for analysis.

8 Storm Summary Approximate 100 to 200 year return period Up to 12 inches of rain over 4 to 7 days* Elevated creek and river flows lasting over one week; peak flood flows last one day High tide in the Bay based on maximum observed tide which occurred in January 1983 Area inundated by flood waters based on computer analysis of flood flows and a review of FEMA flood maps and other flood studies *Varies by sub region, i.e., North Bay, East Bay, San Francisco, Peninsula, and South Bay

16 Recommendations Infrastructure Support the development of cost effective structural and non structural strategies; Account for sea level rise projections. Funding Identify new and expand existing local, regional, state and federal funding for flood infrastructure investment. Prioritization Identify and prioritize projects necessary to protect key economic assets (i.e. transport, power, water, wastewater, employment centers, and communications). Planning Incorporate community resilience to extreme storms into Hazard Mitigation and General Plans. Leverage new development; Incorporate climate change predictions into flood risk analyses.
17 Recommendations Early Warning Support development of accurate weather and flood forecasting and operational strategies for managing floodways. Emergency Response Support the development of Flood Emergency Management Plans to increase coordination among responders, managers, and planners. Coordination Promote coordination among flood protection agencies (i.e. BAFPAA) and with others (regional agencies, businesses, and cities) in developing shared strategies, methods, policies and funding mechanisms. ALSO: Local, Regional, State and Federal Recommendations
