Other labor market information that informed this investment Student surveys asking whether the student found new employment or started a business. Students self-identify their field of study. One year of data collected between 5/2013 and 5/2014 yielded 20 business startups. This number was added into the supply number for the community college. 11. Regional Alignment Mt. San Jacinto College serves four areas covering 1700 miles. The areas served are San Jacinto/Hemet, Menifee, the I-15 corridor includes the territory between Temecula and Lake Elsinore, and north along Highway 10 includes Cherry Valley, Whitewater, Calimesa and neighboring communities. The area distance, geography and topography create a unique, but separate program area. Proximity is an important consideration for students when determining where to complete a program. Therefore, these programs provide sequential courses that meet employment needs and supported by career advisories. Other colleges in the region provide similar programs in web development, video technology and animation. Both Riverside City College and Chaffey Communication provide similar web and video courses leading to a certificate or degree. Chaffey College s Web Design courses align with those courses in the Multimedia web development Employment Concentration certificate. College of the Desert s (COD) Design & Production program addresses photography, web publishing, audio and video, and animation leading to a certificate or degree as does the MSJC Multimedia program. The Web Publishing courses align with MSJC Interactive Media courses, the Digital Photography courses align with MSJC Photography I and II. In addition, COD s Television and Radio Production program contains video editing courses, which align with MSJC s Video Production I, and II courses. Multimedia also connects with multiple high schools in the area through Dual Enrollment (DE) including Lakeside HS, Tahquitz HS, Murrieta Valley HS, Perris HS, Heritage HS and Val Verde HS. High school students receive college credit for multimedia, video and animation entry-level courses. The Multimedia Department trains DE instructors through a yearly boot camp. This camp supports instructors and insures program alignment at the high school. MSJC continues to serve its diverse and geographically distributed student population with programs leading to employment. 13. 6 Peer tutoring has been shown to be highly effective in enhancing student achievements and skill development. The proposed tutor center will provide CTE support to photography, graphic design, audio and visual, video, animation, and web development students. This diverse group requires individualized support due to varied program enrollment. It is expected that over 100 duplicated students will receive support every semester. This support leads to increased program, certificate, degree completion and improved skill sets, which translates into employment. Student soft skills (creativity, collaboration, brainstorming, working in a team, etc.) improve. Students complete programs, certificates and degrees. Students start their own businesses. Students are employed. Labor market demands decrease as MSJC student employment increases in photography, graphic design, video, animation and web development. 15. Momentum points MP 5. Biotechnology is a priority sector in San Diego and we are positioned very close to the San Diego county border. Our students can easily commute to north county San Diego biotechnology firms for employment after receiving training at Mt. San Jacinto College 8. Other labor market information that informed this investment We have developed a stronger relationship with the local biotechnology and manufacturing industry over the last couple of years. These industries partners have carefully reviewed and commented on our Biotechnology Manufacturing curriculum that these enhancements funds will support. The industry partners agreed that the manufacturing and quality principles in our Biotechnology Manufacturing course will make the students much more employable at their firms and other local biotechnology and manufacturing firms. Additional LMI data was acquired from the 2014 Battele/BIO labor market report for the bioscience industry - This report indicates summarizes the prospects for the bioscience industry as follows The long-term trend of employment from 2001 to 2012, demonstrates the strong performance of the bioscience industry as a job generation engine for the U.S. Over this time period total private sector employment grew by only 1.0 percent, whereas the bioscience industry grew at a rate more than seven times as high (7.4 percent). In particular, strong gains in employment levels are predicted for Medical Devices and Equipment (3,550 jobs) and Bioscience-Related Distribution (5,249 jobs) in Riverside-San Bernardino-Ontario, CA. Growth in the bioscience sector especially as it relates to distribution and manufacturing is predicted for our region. Also data with projected job growth numbers in the bioscience sector for the Riverside County region for the next 3 years organized by NAICS codes. This data was provided by our deputy sector navigator Kenneth Eaves and presented at our last Biotechnology Advisory Board meeting on October 2nd, Regional Alignment Our program was developed in collaboration with the biotechnology program at Miramar College in the San Diego Community College District. Miramar College is a regional leader in biotechnology education and they have successfully placed many students in bioscience industry jobs in San Diego. We initially modeled our curriculum after the program at Miramar College but we have discovered that the needs for the employers in our local area are more
11 manufacturing oriented. We are in the process of revising our curriculum to incorporate more manufacturing principles in our lectures while using the hands-on biotechnology lab as a way for students to experience these principles in action. Students in our program can complete the first biotechnology course at our college and then complete the rest of the research and development pathway at Miramar College if they choose. Oppositely, students from Miramar College that want more of a manufacturing focused training could complete our certificate after taking the first course at Miramar College. Given the shift in focus of our program to incorporate manufacturing concepts and techniques we will work to align ourselves with other manufacturing programs in the region. In particular, Norco College has a well developed manufacturing program that is focused on automated systems and computer-aided production. We will reach out to the coordinators of this program to find areas of overlap where articulation may be possible and also discuss stackable certifications that could benefit both of our student populations. 12. Articulation Advanced manufacturing is a priority sector for our region and we are aligning our program with this priority. The revisions we are making to our courses to incorporate manufacturing principles will be supported by the enhancement funding we are applying for. Our additional focus of life sciences/biotech is a resource for our region and employment is available in Southwest Riverside county where we are located and just across the county border in North County San Diego. Moreover, the life science/biotech focus supports transfers students as well. 13. Categories of Expenditure Equipment Curriculum Development 4000 $70, Detail The Supplies and Materials funding will cover two major enhancements, chromatography equipment and computer resources, needed to provide a manufacturing workplace relevant lab experience. A class set of mobile small laptops, laserjet printer, and database software (approximately $40,000) that will allow us to perform online automated assessment in class and implement digital documentation and sophisticated data analysis relevant to industry needs. Our two local biotechnology industry partners use column chromatography processes to purify antibody products. To provide hands-on training in this technology we are requesting 8 basic column chromatography kits from the company Bio-Rad (approximately $30,000). Bio-Rad is a well-respected company with a track record of supporting life science education $15, Detail The Other Operating Expenses and Services funding will be used for printing, conference attendance, marketing, advisory meetings, regional alignment meetings, and industry engagement.

Regional Alignment The MSJC Project Lead The Way (PLTW) Engineering program will focus on three areas: Manufacturing, Electrical and Civil/Architecture. These three areas align well with many programs in the Inland Empire. These areas were chosen based on recommendations from our advisory committee. Two high school districts in our service area currently offer PLTW programs and many more are interested. Cal Poly Pomona is a national PLTW training university and UC Riverside offers many Engineering degree programs. Our programs also align nicely with the Chaffey College TAACCCT grant consortium for Advanced Manufacturing. The Inland Empire region has also recently been designated as a National Manufacturing Center. 13. The majority of our currently employed engineers will be retiring in the next ten years. We desperately need a pipeline of new, well educated, entry-level engineers and technicians. We offer Employment Concentration Certificates for those students seeking to enter the labor market. Many of our students will go on to university Engineering programs after experiencing our exploratory coursework. Through the articulation process and Dual Enrollment, many high school graduates will be well on their way to an Associate s Degree. 15. Momentum points MP 5.
