3 San Francisco Office of Economic & Workforce Development OEWD is tasked by local ordinance to create City-wide workforce development policy. The Workforce Development Division-is responsible for providing funding and services that will help promote the strengthening of San Francisco s workers and employers, creating a comprehensive strategy to ensure that the City has a qualified workforce that attracts, retains and expands industries, while ensuring that the quality of life for San Franciscans is enhanced. The local Workforce Investment Board (WISF), as designated by statute, has responsibility for oversight of the local workforce development system. 3
4 San Francisco Workforce Strategy Strategic Plan (2009) Highlights Create Sector Committees that engage multiple employers within an industry.the Sector Committees will set standards, identify trends, recommend policies and determine workforce strategies to meet employment demands. Launch Sector Academies that integrate skill development, support services, and job development that prepare and place low-to-high skilled individuals for a range of jobs within a targeted industry. Local Area Plan (2013) Highlights Builds upon OEWD s successful sector strategy and increases access for jobseekers to sector-based opportunities, especially disadvantaged populations. SF workforce system provides services through access points, including Sector Access Points, Neighborhood Access Points, Youth WorkLink Access Points and a single Comprehensive Access Point. 4

Targets growing and in-demand industries that provide multiple entry-points to employment opportunities. Dual customer approach: Provide employers with skilled workforce and expand employment opportunities for local residents.
