Records Manager Under general direction of the Assistant Superintendent, the Migrant Records Manager performs specialized complex clerical work for Yukon Koyukuk School District (word processing, spreadsheet building, mailings and record keeping) related to the Migrant Education Program. Full position description is attached. 2. Migrant Recruiters Migrant Recruiters interview parents/guardians of potential migrant students who may be eligible to receive services through the Migrant Education Program. Full position description is attached. 3. SEA Reviewers SEA Reviewers are the district office staff members who review all COEs for completeness, accuracy, eligibility, and provide the final signature. At YKSD, the SEA Reviewers are the Records Manager and Backup Records Manager. Identification and Recruitment of Migrant Students The YKSD identifies families who may be eligible for the Migrant Education Program using two main tools: the district s Migrant Self-Identification form and the Fall Recruitment Report generated by the Migrant Education Office (MEO). Each family fills out a Migrant Self- Identification Questionnaire when they enroll for the new school year. The questionnaire asks families if they went on a fishing or berry picking move in the last three years, if their child or children went on the move, and if the move was across district boundaries or greater than twenty miles each way. The Records Manager reviews each of the forms submitted to determine whether the families should be contacted, and those who answer Yes to all three questions are included on the Recruiters contact lists. In addition, the MEO s Fall Recruitment Report provides names of students who are already enrolled in the Migrant program for each recruiter to contact to see whether they have made any new moves. Migrant Recruiters are hired in as many of the local communities as possible, because they will already have established relationships with the families the Migrant Program serves. The recruiters tend to be classroom or principal aides at the schools, with backups at the District Office who can fill in if recruiting cannot be completed on-site for one reason or another. Because of the size of the villages in the Yukon-Koyukuk School District, Migrant Recruiters can rely on word-of-mouth and face-to-face discussions to spread information about the migrant program and ensure that all qualifying families are contacted. 2 As the recruiters contact the migrant families, COEs are filled out and submitted to the Records Manager at the District Office. The SEA Reviewer (the Records Manager or the backup Records Manager) reviews the COE for quality and veracity, and if everything is correct, s/he uploads the data into MIS2000. Priority for Services The District's administrative team annually assesses the needs of all students, and disaggregates data from state assessments for migrant students to determine areas of need. There are two levels of Priority for Service (PFS) at the YKSD: the district level PFS and the state-determined PFS. Formative assessments (MAPs, curriculum assessments, etc.) are used to determine which migrant students are PFS at the district level. Students who have scored below proficient and far below proficient are made a priority for receiving services. The students who are determined eligible for services will receive priority from teachers and the classroom paraprofessionals. Students who make a qualifying move during the school year are deemed Priority For Service according to the MEO making them eligible to receive the same priority attention as those students identified at the district-level. These State-defined Priority For Service students combined with the district list comprise the full list of migrant students at YKSD who require priority attention for Title I-C services. Services to Migrant Students Teachers are provided on-going support for implementing evidence-based ELA and Math instructional practices as a way to improve migrant student academic achievement in the areas of reading and mathematics. Teachers assess students using MAPS three times annually (fall, winter, spring), and these scores are reviewed regularly during site collaboration time. YKSD Migrant students also receive support in reading, language arts and mathematics individually and/or in small groups from paraprofessionals for remediation and/or academic content enrichment. Teacher support coaches provide instructional support services in the areas of reading, writing, and mathematics content. Starting in the FY15 school year, the district is implementing RTI (district-wide) and staff have tiered all students in the school. Additionally, during weekly collaboration meetings, school staff reviews student assessment data to determine student academic growth and to identify those migrant students who are in need of additional remediation. Teachers have been provided training on RTI and are learning how to differentiate instruction to best meet the needs of their identified migrant students. Teachers work in close collaboration with other school staff, the school principal, Assessment Director and the Director of Curriculum Instruction and other relevant school/district administrators, staff, and parents to accomplish the goals outlined in the School Improvement Plan (STEPP). Filing Process Migrant files are kept for ten years in a locked filing cabinet at the District Office. After ten years, the records are shredded. The Records Manager and Backup Records Manager have access to the keys for the cabinet. Current, past, and inactive COEs are kept on file. Migrant Student reports, including the Fall Recruitment Report, Mass Withdrawal Report, and Migrant Student Lunch List are also filed each year. Recruiting materials are also kept in the filing area, including brochures, maps, videos, and blank COEs. MIS2000 Yukon-Koyukuk School District Migrant Recruitment Plan Page 2

3 MIS2000 is physically housed on a computer at the District Office. The Records Manager and Backup Records Manager have access to the computer for the purpose of entering and checking Migrant COEs. Because the computer is only used for the Migrant program, it is locked up when not in use. Migrant Goals for Students 1. Academic Support: Migrant students will have academic support that maximizes their achievement as outlined in their RTI plan. 2. Student Support Services: Migrant students will have all necessary supportive services as identified by the comprehensive needs assessment (e.g., social, counseling, special education, health and safety, transportation). 3. Family Literacy: Migrant students will have additional literacy resources (e.g., books, print material, school supplies, and educational activities) in their homes. 4. High School Graduation: Migrant students will have increased access to and participation in noncore courses and alternative educational opportunities (e.g., career and technical, fine arts, work/study, occupational apprenticeships, distance-delivered courses, flexible scheduling, independent study). 5. English Language Acquisition: Migrant students who are LEP will make adequate progress in attaining and maintaining proficiency in the English language. 6. 4 Job Description: Migrant Records Manager Location: District Office, Fairbanks Definition: Under general direction of the Assistant Superintendent, performs specialized complex clerical work for Yukon Koyukuk School District (word processing, spreadsheet building, mailings and record keeping) related to the Migrant Education Program. Services must be provided with independence, judgment and initiative. Determines Migrant student/family needs and prioritizes assistance accordingly. Must understand the importance of and be able to meet deadlines. Reports to: Assistant Superintendent Qualifications: High School Diploma or GED with a minimum of 3 years clerical experience. Bachelors Degree Preferred. Knowledge, Skills and Abilities: Considerable knowledge of:! Principles and practices of clerical support procedures, to include copying, filing, organizing and communication skills.! Correct business practices, correspondence and typing formats, including English grammar, composition, spelling and punctuation when creating letters, memos, proposals, faxes, flyers, and brochures.! Computer systems and software in a business environment, navigate the District s student database and Microsoft Office, and MIS2000! Federal and State grants and budgets Ability to:! Read and comprehend statutes, regulations, policy and procedures, apply them to specific situations and explain procedures and requirements.! Recognize errors and discrepancies, taking the appropriate action independently with authority, using decision- making skills.! Plan and organize record keeping and filing systems for the migrant program.! Compare data from a variety of sources for accuracy and completeness, identify discrepancies or inaccuracies and make corrections.! Compose memoranda and correspondence related to the migrant program.! Establish and exhibit cooperative relations with those contacted in the course of work.! Exhibit supportive, positive work interaction behaviors.! Work independently and prioritize workload for self and others throughout the migrant recruiting process.! 5 Job Description: Migrant Records Manager Distinguishing Characteristics: This position performs complex, specialized or full clerical duties related to the Migrant Education program. Migrant Records Managers oversee all aspects of the Migrant program at the Yukon- Koyukuk School District, from distributing student names and contact information to Migrant Recruiters to maintaining Migrant files physically and on MIS2000. Job Duties: 1. Oversee Migrant program (recruiters, database, trainings). 2. Attend Migrant training sessions, which may extend beyond regular office hours. 3. Maintain all migrant student files at the District Office. 4. Submit all required reports and documentation to the Migrant Education Office by the established deadlines. 5. Draft and revise program forms and correspondence as directed. 6. Distribute mail, faxes, paperwork, and documents related to the migrant program accurately and in a timely manner. 7. Use the MIS2000 database to generate and compile information and reports as needed throughout the year. 8. Prepare hotel/travel arrangements for migrant staff for trainings. 9. Compose letters and memoranda based upon instructions 10. Corresponds with parents, teachers, principals and community stakeholders about the migrant education program in a positive, professional manner via quarterly Migrant Education Committee meetings. 11. Promote a positive image of the district providing positive public relations at all times. 12. Other duties as assigned. General Office Policy and Procedures: " Work hours: 8:00 to 4:30 p.m., Monday through Friday with a scheduled one- hour lunch. " Personal phone calls are to be made during breaks in the break room. " Personal e- mail and Internet access is only allowed during breaks. " Required timesheets leave slips and payroll items will be approved by Supervisor or Designee. " Classified employees are evaluated a minimum of one time per year as per MOSAIC. " Employee is to review district policies regarding drug free workplace, sexual harassment, etc. " Nice jeans may be worn on Fridays only. Working Environment & Equipment Used: The physical demands include: occasional lifting, carrying, pushing and/or pulling; some climbing; some stooping, kneeling, crouching and/or crawling; and significant reaching, handling, speaking, writing, hearing, and fine finger dexterity; frequent standing, walking, and sitting, and lifting up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, color vision, and the ability to adjust focus. 6 Job Description: Migrant Recruiter Definition: Migrant Recruiters interview parents/guardians of potential migrant students who may be eligible to receive services through the Migrant Education Program. Because they are the on- site point of communication between the district and all migrant families, the Yukon- Koyukuk School District Migrant Program relies on Migrant Recruiters to follow correct interview and recruitment procedures throughout the Migrant Education Recruitment process. Qualifications: High School Diploma or GED Knowledge, Skills and Abilities:! Appropriate use of English! Ability to follow and give directions! Work well independently! Working knowledge of various office machines as required: i.e. computer, copy machine, fax machine, etc.! Ability to maintain a friendly and professional atmosphere in interactions with other staff, parents and the community regarding the Migrant Education Program.! Establish good relationships with families to ease migrant recruiting and interviewing process Distinguishing Characteristics: This position provides support to the Migrant Education Program, through independent performance of a variety of tasks with general directions. The general directions are defined by established procedure and include priorities of the Migrant Education Program. Examples of Job Duties: 1.
