POSITION SUMMARY: Under general supervision, performs traffic systems programming, database administration, systems administration, storage administration, and manages traffic data center environments for the operation and maintenance of systems software for the Traffic Division. Participates in the security, integrity, efficient and effective operation of the City's overall traffic data center infrastructure. MINIMUM REQUIREMENTS: A combination of education, training and experience equivalent to a Bachelor's degree in computer science, or a related field, and one year of increasingly responsible information systems enterprise-level experience in the areas of systems and server administration, database administration, systems programming, storage administration, and datacenter operations; experience working in a 24/7/365 production environment, experience in administration, maintenance; datacenter environments; experience as a traffic systems administrator responsible for a functional WAN/VLAN system meeting the daily operation needs of an organization, or the administration and support of hardware, software, applications, and users, are required. Possession of information technology industry recognized certifications is desirable. Graduation from an accredited high school or possession of an acceptable equivalency diploma. Four (4) years of experience in the transportation field preferably traffic systems related. Possession of valid Florida driver's license and maintenance of good driving record. Intermediate Maintenance of Traffic certification or the ability to obtain within six (6) months of employment. IMSA Traffic Signal Technician Level I certification or the ability to obtain within twelve (12) months of employment. IMSA- Fiber Course ITS Level I certification or the ability to obtain within twelve (12) months of employment. A comparable amount of training, education or experience may be substituted for the minimum qualifications. ADA PROFILE: While performing the duties of this Job, the employee is regularly required use hands with dexterity to finger, handle, or feel, reach with hands and arms, talk and hear. The employee must frequently reach above shoulders, and stoop, kneel, crouch, or crawl, lift and/or move up to 10 pounds and occasionally lift and/or move up to 30 pounds. Assist with the design and review of proposed and existing traffic control devices including signs, signals, and pavement markings for proper installation and maintenance. Assist with the oversight and necessary documentation of various roadway and traffic related improvement projects. Assist with the review and update of the City s fiber optic specifications; responsible for tracking and mapping of the City s fiber optic network. Ability to perform, evaluate and provide written reports for Traffic Engineering Division studies. Translates technical subject matter clearly, accurately, and appropriately to individuals at all levels of transportation IT literacy and at all levels within the organization. Analyzes hardware and software for performance and makes recommendations for systems and upgrades. Performs traffic system performance management and assists in capacity planning and system upgrades. Ensures Traffic IT infrastructure complies with Division business continuity and security policies as well as the architecture and other standards defined in the Public Works Department's strategy. Assist with training, system and network problems, and automating operational procedures.
3 Assists in reviews of vendor proposals, contracts, system hardware and software configurations, and maintenance support agreements for technical accuracy; provides recommendations. Coordinates with vendors, including the supervision of and participation in vendor installations and support for City's traffic data center environments. Monitors and controls the enterprise storage to ensure efficient performance and space utilization. Analyzes and resolves complex systems problems including isolation and resolution of hardware and system software problems. Assist in the design of application systems providing technical advice on alternatives with focus on optimizing available computer resources and performance. Provides technical assistance for specially assigned projects and other work as required. Documents data center environments, operations, and systems; adheres to and participates in development of standard operating procedures; prepares and makes formal presentations of technical recommendations after documenting facts. Provides technical project coordination for various traffic system software products. Plans and coordinates system/software migration testing. Ability to develop and maintain Traffic Division Records. Ability to use traffic related computer software to complete warrant analysis for traffic signals, multi-way stops, speed studies, etc. Assist with the development of Department presentations, grants and reports. 6 Other Skills and Abilities Knowledge of transportation methods, practices, techniques, and materials of the traffic signal, street lighting, electrical or electronics trade. Broad knowledge of computer operations and programming practices. Broad knowledge of a virtual LAN (VLAN) in broadcast domain and isolated in a computer network at the data link layer (OSI layer 2). Knowledge of transportation network topology and its related architecture and/or applications of point-to-point, bus, star, ring or circular, mesh, tree, hybrid, or daisy chain topologies. Ability to apply ONVIF core specifications to standardize our network interface of network transportation video products. Should understand network video communication frameworks based on relevant IETF and Web Services standards including security and IP configuration requirements. Broad knowledge of the Manual of Uniform Traffic Control Devices. Ability to collect and compile data for use in traffic reports. Ability to use traffic related computer software to complete analysis for signals, multiway stops, speed studies, etc. Ability to create signal timing plans and signal coordination plans. Ability to review and implement Maintenance of Traffic Plans. Ability to read, understand and work from plans, sketches and schematics. Ability to follow oral and written instructions. Ability to establish and maintain effective working relationships with employees and the public.
