1 ANCHORAGE SCHOOL DISTRICT ANCHORAGE, ALASKA ASD MEMORANDUM #276 ( ) May 22, 2006 TO: FROM: SUBJECT: SCHOOL BOARD OFFICE OF THE SUPERINTENDENT AWARD OF CONTRACT: STELLER ALTERNATIVE SCHOOL SECURITY UPGRADES ASD Goal: Establish and maintain a supportive and effective learning environment by providing safe, caring, barrier-free schools. Ensure public accountability through effective consultation with community to ensure wise use of financial resources and responsible construction and maintenance of facilities, and effective communication with students, staff, parents, community and government at all levels. RECOMMENDATION: It is the Administration s recommendation that the School Board approve and authorize the Superintendent to award a contract for the Steller Alternative School Security Upgrades to the lowest responsive bidder, Goertz Construction Inc., for the Base Bid amount of $74,285, and accept Alternate 1 in the amount of $51,453, for a total award of $125,738. PERTINENT FACTS: In April 2004, the voters approved bond funding of $1,250,000 for Security System Upgrades. The scope of work for this project at Steller Alternative School includes: A new GE Intrusion Security System with associated wiring and devices. A new GE Closed Circuit Television (CCTV) system with digital video recorder and cameras - Additive Alternate #1 The existing security system at Steller Alternative School utilizes outdated technology and does not have required districtwide security features. This older system has had numerous nuisance alarms, resulting in the Anchorage Police Department and ASD Maintenance Department deploying needlessly to the site which cost the District additional funds for Police Department false alarm call

2 outs and Maintenance overtime call outs, respectively. The new system has individual addressable devices that will reduce false alarms. Additive Alternate 1 provides the school with a new closed circuit television security system. The system is intended to deter behavior problems, suppress crime and assist with the apprehension of wrongdoers. Additive Alternate 2, Closed Circuit Television (CCTV) System Maintenance, has not yet been awarded under this contract. The District will have up to 90 days after completion of this contract to award alternate two for the on-going maintenance of the new CCTV system. Goertz s Construction Inc. proposed cost for a one year maintenance contract is $2,875. General Obligation funds cannot be used for the continuous maintenance of this system. If the District elects to award Additive Alternate 2, funding must be identified from operational sources. The school principal, the District Maintenance, Security and Emergency Preparedness Departments were consulted to determine the school's specific security requirements. Coffman Engineers developed the project construction documents and will be assisting in construction administration. A solicitation for bids for the Steller Alternative School Security Upgrades project was issued on April 6, Five bids were received on April 27, 2006 (Attachment A). The low Base Bid and Additive Alternate One was submitted by Goertz Construction Inc., in the total award amount of $125,738. Goertz Construction, Inc. has completed all the standard requirements, by providing Payment and Performance bonds and necessary insurance documentation. Goertz Construction Inc. has had previous successful experience with the Anchorage School District, including Wonder Park and Homestead Elementary Schools Fire Alarm Replacement and Five School Power and Data Upgrades in Support of Technology.
