21 General Comments There appears to be a number of exclusions for a pre-design stage estimate. This includes consideration of a design contingency, depending on rates used although typically 7-10%. Please confirm rates include an allowance for QLeave, planning approval, building approval, fire services levy. Please confirm that project management is included in the professional fees. Generally a 1 to 1.5% premium is added. Are additional pre-design fees required. For example pre-project commencement, business case, feasibilty studies, traffic studies etc. The rates used appear low considering the design of the precinct. A world class cultural precinct infers higher rates. Experience with galleries and museums suggests well over $6,000 per m2. Estimates will need to include a preliminary allowance for de-canting and temporary accommodation where necessary. Examples include major developments to the art gallery and museum. The performing arts centre is also likely to be impacted where proejcts affect performances or close down venues. The Edge will need temporary accommodation and an allowance for decanting while major demolition and construction works are undertaken to the building. FF&E appears to be excluded in most of the estimates. FF&E allowance is required. Exhibition development and fit out requires an allowance. Asbestos removal - Asbestos has been progressively removed however an allowance should be icnluded for works to the Museum, Performing Arts and Art Gallery buildings. While estimates avoid future escalation in costs, can the QS provide current escalation forecasts for next 5 to 10 years? The following comments are in relation to individual estimates.
