5 SUMMARY This annual report updates the tuition and fee prices published by all of the public higher education institutions in the WICHE member states. It is the product of an annual survey administered to the State Higher Education Executive Officers (SHEEO) offices in each state, with a couple of exceptions. There is no centralized coordinating or governing body for the two-year colleges in Arizona or for the technical institutes in South Dakota. Therefore, personnel at the individual institutions in those two states responded to this survey. A copy of the survey instructions can be found in the appendix. Changes to the Report In response to feedback from WICHE constituents, this year s edition incorporates three significant changes: 1) the addition of enrollment-weighted tuition and fee averages by state; 2) the ability to download all data tables in excel format, most notably the tables that show each institutions tuition and fees charges; and 3) a reduction in the total number of data tables to eliminate redundancy and streamline the report. Unlike unweighted tuition and fee averages, which treat each institution equally no matter how big or small it is, enrollment-weighted averages provide a truer estimate of the published price an average student faces based on enrollment patterns. Appendix E provides more information regarding enrollment weighting. Key Findings Unweighted average tuition and fees for resident undergraduates in at public four-year institutions in the WICHE region were $6,186, an increase over the previous year of $444 (7.7 percent). After adjusting for inflation, the change in average resident undergraduate tuition in the region was 6.3 percent over Tuition and fees for resident in-district students at public two-year colleges in the WICHE states, excluding California, averaged $2,834 in , an increase of $189 (7.1 percent), or 5.7 percent after adjusting for inflation. Non-resident undergraduates at public four-year institutions in the region paid an unweighted average of $17,658 in , an increase over the previous year of $883 (5.3 percent). After adjusting for inflation, the change in average non-resident undergraduate tuition in the region was 3.9 percent over Non-resident students at public two-year colleges in the WICHE states averaged $7,109 for tuition and fees in , an increase of $175 (2.5 percent), or a 1.1 percent increase after adjusting for inflation. Tuition and fees for resident graduates in at public four-year institutions averaged $7,737, an increase over the previous year of $249 (3.3 percent). After adjusting for inflation, the change in average resident graduate tuition in the region was 4.7 percent over the school year. Average tuition and fees for non-resident graduates in at public four-year institutions in the region were $17,765, an increase over the previous year of $277 (1.8 percent). After adjusting for inflation, the change in average non-resident graduate tuition in the region was 3.2 percent over iv
6 Overall, the average percent change in resident and non-resident tuition and fees for four-year institutions were higher when tuition and fees were weighted by enrollment. The inverse was found for the average percent change in enrollment-weighted resident and non-resident tuition and fees for two-year institutions. v

36 Appendix A The Carnegie Classification of Institutions of Higher Education, 2005 The 2005 Carnegie Classification includes all colleges and universities in the United States that are degree-granting and accredited by an agency recognized by the U.S. Secretary of Education. The 2005 edition classifies institutions according to several different schemes. This publication relies on the Basic Classification, which is the most similar to the traditional classification used in previous editions of the Carnegie Classification. The Basic Classification is based on their degree-granting activities in and, for doctorate-granting institutions, other measures of the intensity of their research activity. Definitions for the categories within the Basic Classification scheme are included verbatim from the Carnegie Foundation s website below. For detailed information on classification procedures, refer to the Carnegie Foundation s web-based interface, available at Doctorate-granting Institutions Institutions were included in these categories if they awarded at least 20 doctorates in Firstprofessional degrees (J.D., M.D., Pharm.D., etc.) were not counted for the purpose of this criterion, nor were doctoral degrees in audiology or rehabilitation and therapeutic professions, except when we were informed that the degrees were research doctorates. As in previous editions, these categories were limited to institutions that were not identified as Tribal Colleges or Special Focus Institutions. Level of research activity. Doctorate-granting institutions were assigned to one of three categories based on a measure of research activity. It is important to note that the groups differentiate solely with respect to level of research activity, not quality or importance. The analysis was examined on the following correlates of research activity: research & development (R&D) expenditures in science and engineering (S&E; science and engineering is defined by NSF to include the social sciences); R&D expenditures in non-s&e fields; S&E research staff (postdoctoral appointees and other non-faculty research staff with doctorates); doctoral conferrals in humanities fields, in social science fields, in STEM (science, technology, engineering, and mathematics) fields, and in other fields (e.g., business, education, public policy, social work). Master s Colleges and Universities Institutions were included in these categories if they awarded at least 50 master s degrees in , but fewer than 20 doctorates (as defined above). Exclusively graduate-level institutions that awarded fewer than 50 master s degrees and fewer than 20 doctoral degrees were also included. Institutions with lower levels of master s degree production can be identified in the Graduate Instructional Program classification. As in previous editions, these categories were limited to institutions that were not identified as Tribal Colleges or Special Focus Institutions. Program size. Master s program size was based on the number of master s degrees awarded in Those awarding at least 200 degrees were included among larger programs; those awarding were included among medium programs; and those awarding were included among smaller programs. The smaller programs group also includes exclusively-graduatelevel institutions that awarded fewer than 50 master s degrees. 28

Among institutions where bachelor s degrees represented at least half of all undergraduate degrees, those with at least half of bachelor s degree majors in arts and sciences fields were included in the Arts & Sciences group, while the remaining institutions were included in the Diverse Fields group. Associate s Colleges Institutions were included if their highest degree conferred was the associate s degree or if bachelor s degrees accounted for less than 10 percent of all undergraduate degrees. As in previous editions, these categories were limited to institutions that were not eligible to be classified as Tribal Colleges or Special Focus Institutions. Special Focus Institutions The special-focus designation was based on the concentration of degrees in a single field or set of related fields, at both the undergraduate and graduate levels. Institutions were determined to have a special focus with concentrations of at least 75 percent of undergraduate and graduate degrees. In some cases the percentage criterion was relaxed if an institution identified a special focus on the College Board s Annual Survey of Colleges, or if an institution s only recognized accreditation was from an accrediting body related to the special focus categories. 44 Appendix E Methodology Since 1980, WICHE has collected tuition and fees data annually from public four-year and two-year institutions in its 15 member states. The data are generally provided by staff at system offices or at state higher education governing and coordinating board offices; a small number of individual institutions provide their data directly. Each year, respondents are asked to provide current published tuition and fees data for resident and nonresident undergraduate, graduate, and professional students in public four-year colleges and universities, and for resident and nonresident students in public two-year colleges. WICHE used the Fall Enrollment Survey from the National Center for Education Statistics (NCES) Integrated Postsecondary Education Data System (IPEDS) to determine full-time equivalents (FTEs) for each public 2-year and 4-year institution in the West. The weighted averages used FTEs by institution as the weights and FTE was calculated as equal to the full-time enrollment plus 1/3 of the part-time enrollment as reported in IPEDS for the applicable year enrollment weights used the FTE figure since the enrollment data are not yet available. The Fall 2000 FTE calculation for Cascadia Community College and Pierce College Puyallup used data from 2001 when these institutions started reporting enrollment in IPEDS. 36
