(ISI). Open to current 2015 ISI registered swimmers only. Swimmers must have an Iowa Q time standard in each event in which they compete. This meet is prelim/finals for and Senior events, with the exception of the 1000 Free, the 1650 Free, and all relays. For prelim/finals events, 16 swimmers will qualify for Championship and Consolation Finals. For Senior prelim/finals events, 24 swimmers will qualify for Championship, Consolation, and 18&U Bonus Finals. Bonus Finals are limited to swimmers 18 and under. Current USA Swimming and ISI technical and administrative rules will govern this meet. Both will be held in the room located just off the pool deck under the spectator seating. Coaches attending the Thursday afternoon meeting will receive their coaches and swimmers deck credentials at that time. Coaches attending the Friday morning meeting must first report to the meet check-in table at the pool entrance to receive their coaches and swimmers deck credentials before entering the pool area to get to the meeting. NOTE: The pool and spectator area will be closed 30 minutes after the conclusion of the last event of each session or time trials if held. Swimmers and spectators will need to remove all personal items in between sessions. Items left on the pool deck or in the spectator viewing area will be collected and placed in the lost and found. This includes bleacher seat-backs, towels or blankets left in the spectator area. Page 1 of 14

2 Facilities: The Grinnell College Pool is a fifty meter by 25 yard pool, which will be broken down into three separate areas: the Competition, the Warm-Up Pool, and the Diving Well. Competition Pool: The Competition Pool is a ten lane 25 yard pool with depth ranging from 9 feet at the start and 4 feet at the turn end. A Colorado System with touch pads and push button back-up system will be utilized. Watches will be used on each lane for back-up times. Backstroke flags will be placed fifteen feet from each end of the course. The Competition Pool has been certified in accordance with USA Swimming Rule C (4). A copy of such certification is on file with USA Swimming. Warm-up Pool: The Warm-Up Pool is an eight lane 25 yard pool at the north end of the natatorium. Diving Well: The Diving Well will not be open for meet participants. Coaches: Warm-ups: Only currently registered USA Swimming coach members will be permitted on deck in designated areas. Each coach must sign the Coaches Meet Sign-In (APP-29) and present a current USA Swimming coach membership card to verify that all certifications are current and on file. Coaches shall wear their coach membership cards so that they are clearly visible to swimmers and meet personnel at all times. Each team participating in the meet will receive three deck passes or one pass per 10 athletes, whichever is greater. For example: 1-30 athletes = 3 passes, athletes = 4 passes, athletes = 5 passes, etc. The ISI mandatory warm-up procedure will be followed in accordance with Section J.XI of the ISI Code Book. All swimmers are to carefully enter the pool using feet first, three point entry for warm-ups, prerace warm-ups, and post-race cool down. Failure to abide by this procedure will result in the swimmer from being ejected from warm-ups. All swimmers must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. Any swimmer without a coach shall report to the Meet Referee prior to his or her warm-up. The Meet Referee will assist the swimmer in making arrangements for such supervision, but it is the swimmer s responsibility to ensure such arrangements are made prior to the start of the meet. The competition pool will be cleared 10 minutes prior to competition. The warm-up pool will be open starting at the beginning of the warm-up session continuing through the competition and concluding 20 minutes after the conclusion of competition for each session. Racing Start Certification: All swimmers entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. ENTRY INFORMATION Entry Requirements: 1) All swimmers must be current USA Swimming registered athletes in the Iowa LSC. No USA Swimming registrations will be accepted at the meet. Any swimmer who is not registered at the time of pre-meet reconciliation must ensure that ISI has received the appropriate application and fees not less than 24 hours prior to the start of competition. Failure to do so will result in the swimmer s entries being scratched and the swimmer barred from competition and not permitted on deck 2) Contestants must enter the age bracket corresponding to age as of February 26, ) Relay-only swimmers whose names do not appear in team entry files or on team entry sheets will not receive a deck pass. These swimmers will need to provide proof of USA Swimming Registration in the Iowa LSC to the Administrative Referee at the meet prior to receiving a deck pass and competing in the meet. 3 Seed Times: 1) Entry times must meet the Iowa Q time standard and must be submitted in the same course in which they were achieved: short course yards (SCY), short course meters (SCM), or long course meters (LCM). SCY times shall be considered conforming times; SCM and LCM times shall be considered nonconforming times. Converted times are not allowed. 2) Entries will be seeded in the following order: SCY, SCM, LCM. 3) In order to be seeded at their entry times, swimmers must use a time achieved and recorded in the USA Swimming SWIMS database (SWIMS) on or after February 21, If an entry time does not match a time in SWIMS from the 24 months prior to this meet, it will be down-seeded to the slowest non-conforming time. 4) Swimmers must be prepared to document their entry times. All times achieved prior to February 21, 2013, and all times achieved at non-sanctioned or non-observed meets will be down-seeded to the slowest non-conforming time. 5) Individual NT entries will not be accepted. Only relays may enter with a no-time entry. 6) At the discretion of the Meet Referee, swimmers in the 1650 Free may be given the opportunity to down-seed to the morning session. Individual Entry Limits: Relay Entries: There is no entry limit for individual events. Swimmers may enter as many individual events as they wish, provided they have a qualifying time in each event. NOTE: Swimmers may only COMPETE in a maximum of three individual events per day and a maximum of six individual events for the meet. Swimmers who are over-entered must scratch any event before the scratch deadline since no-shows will count as an event. See below for more details on scratching events. There is no entry limit for swimmers participating in relay events. The maximum number of relays allowed per team per event is determined as follows: of qualified swimmers a team has Maximum number of entered in at least one individual relays that a team is event for a specific age group: permitted to enter: Relay entry per event Relay entries per event Relay entries per event Relay entries per event Continues with one relay for each additional one to four swimmers qualified for each age group. Teams should designate the relays A, B, C, etc. Each team may only score two of these relays in each event. NOTE: If a swimmer participates in a relay prior to entering the meet and providing proof of USA Swimming registration for the Iowa LSC, the relay team shall be disqualified even if proof of registration is provided after the relay has competed. Entry Submission: Entry fees are as follows: Individual event: $5.25 per event Relays: $10.50 per relay ISI swimmer surcharge: $3.00 per swimmer Facility fee: $10.00 per swimmer Handwritten entries (for teams entering more than five swimmers): $2.00 per swimmer Electronic entries must be submitted in a format compatible with HY-TEK Meet Manager software. Handwritten entries must be submitted on the ISI Meet Entry Form (APP-7). Submit entries along with the appropriate ISI Financial Sheet (APP 8.3). If submitting electronic entries, also send a hardcopy of the entries with the entry fees and financial sheet. Payment shall be by check made payable to CRAA. All entry fees, including ISI swimmer surcharge and Page 3 of 13

4 facility fees, can be combined on one check. The host club reserves the right to require payment by money order or cashier s check. Entry fees are non-refundable; ISI swimmer surcharge fees will be refunded only if the entire meet is cancelled. Entry Dates & Deadlines: 1) Entries will be accepted starting on January 30, The entry chair will confirm entries have been received via . 2) Manual entries, along with entry fees and financial sheet, must be received no later than 12:01am on Thursday, February 19, Handwritten entries received after this date will be considered late entries (See exception below for new qualifying or updated times achieved after the entry deadline.) 3) Electronic entries submitted in a format compatible with HY-TEK Meet Manager software must be received no later than 12:01am on Thursday, February 19, Electronic entries received after this date will be considered late entries. (See exception below for new qualifying or updated times achieved after the entry deadline.) Entries submitted via Online Meet Entry (OME) must be received no later than noon on Monday, February 23, Regardless of the electronic entry system used, a hardcopy of the entries, along with entry fees and financial sheet, must be received by noon on Monday, February 23, ) Exception: New qualifying times or updated times achieved at ISI Regionals or meets swum the weekend of February 14-15, 2015 will be accepted by until noon on Monday, February 23, 2015 and will not be considered as late entries. If a swimmer has already reached the meet entry limit but achieves a qualifying time during that time period for another event, that event may be swapped for an existing entry at no penalty to the swimmer. Entry changes will not be accepted by phone or fax. Any additions or changes after this date and time will be considered late entries. 5) New or updated relay entries received after noon on Monday, February 23, 2015, will be entered as No Time. 6) Send electronic entries by to jbroghammer@pinelakecorn.com. Late Entries: 1) Late entries will be accepted by to jbroghammer@pinelakecorn.com until 6:00 PM, Wednesday, February 25, After this time, late entries will only be accepted at the swim meet. 2) Late entries will be closed at the scratch deadline for each event. See below for more details on scratches. 3) Late entry fees: Individual events - $10.50; Relay events - $ ) Late entry for swimmers who have not previously been entered into the meet prior to the meet entry deadline will be required to show proof of registration prior to swimming at the meet. 5) If the meet program has not been finalized, swimmers will be seeded according to seed time. Once the program has been set for printing, late entries will be accepted but swimmers will be seeded at the slowest non-conforming qualifying time (LCM Q time). If necessary, a zero heat will be created. Swimmers with Disabilities: Swimmers with disabilities are encouraged to compete. The Information Form for Adapted Competitive Swimmers (APP-21) indicating limitations and requested modifications should be completed and attached to the meet entries. Modifications will be determined by the Meet Referee after consultation with the swimmer s coach. The swimmer (or swimmer s coach) is responsible for providing any equipment or assistants required. See Article 105 of USA Swimming Rules and Regulations. Page 4 of 13

NE Cedar Rapids, Iowa Cedar Rapids, Iowa Meet Referee: Travis Albang Meet Committee: Timers & Officials: A meet committee consisting of the Meet Director, Meet Referee, a Coach Representative, an Athlete Representative, and a certified Official acting at large will be established in accordance with Section J.X of the ISI Code Book. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. (Protests against judgment decisions can only be considered by the Referee and the Referee s decision is final.) The committee shall act as a review section in case of an emergency hearing. Clubs and unattached swimmers participating in this meet must provide 50% of the timers and/or officials on a prorated basis according to number of entries. Teams will be informed of the number of timers needed and sessions to be worked by Tuesday, February 25, Timers are to be provided by clubs having a 1650 Free swimmer in the preliminary session, Session VI, Sunday morning, March 1, An official s signup sheet is located on the CRAA Website ( under the Work Sessions page. Official s volunteering for at least three sessions shall receive a meet shirt. Any signups after Monday, February 9, 2015 cannot be guaranteed the correct shirt size. The Meet Referee will make provisional deck assignments by Monday, February 23, 2015, with final deck assignments being at the officials meetings. Officials meetings for each session will commence one hour prior to the session start time in the hospitality room unless otherwise notified. A list of timers and officials assignments will be sent to teams and posted on the host team s website by Tuesday, February 24, This meet has been sanctioned as a USA Swimming N2 Officials Qualifying Meet (OQM XX-XXXX) and a National Evaluator will be in attendance for certification and re-certification evaluations. Those desiring initial certification or re-certification above the LSC level should annotate the application for this purpose. All applications should be ed to the Meet Referee. Some requests might not be able to be accommodated. MEET MANAGEMENT Meet Operations: 1) Heat sheets will be posted on deck. Timer sheets by event and lane will be at each timer s chair. 2) It is the responsibility of each swimmer and relay team to be aware of his/her event number, heat number, and lane assignment and to report to the correct starting block on time to swim the event. 3) If names are on entry sheets for relays, those names will be on the relay cards at the meet. Relay cards for each day s morning and evening sessions will be distributed before warm-ups. All four swimmers full names, ages, and order of swimming must be listed on each card and the order should be verified correct by the coach. Relays shall report to the blocks with the relay card when their event is called or the relay will be scratched from the event. Page 5 of 13

6 4) There will be no swimmer check-in required for any event. 5) It is not the meet host responsibility to provide rest for swimmers that enter both and Senior events. 6) The & Senior 800 Free Relays will be swum as combined events during Session I, Thursday, February 27, 2014, and separated later for scoring. For all other relays ( Medley Relay, Senior 200 Medley Relay, Free Relay, Senior 200 Free Relay, Medley Relay, Senior 400 Medley Relay, Free Relay, and Senior 400 Free Relay), the top eight seeded teams will be swum in the evening finals; remaining heats will be swum in the morning preliminaries. All relays will be conducted on a timed finals basis. 7) The & Senior 1000 Free; & Senior 1650 Free; and & Senior 800 Free Relays will be swum as combined events (13 & Over) and separated later for scoring. Each event will be swum fastest to slowest, alternating women to men. 8) The single fastest combined women s heat and the single fastest combined men s heat of the 1650 Free will be swum in the evening finals session. The remainder of the heats will be swum in the morning preliminaries. In the preliminary session, the event will be swum fastest to slowest, alternating women to men. The seeding will be listed in the heat sheets for that evening s session. 9) All preliminary events will be circle seeded. 10) FINA whistle starts and no recall on false starts policy will be used. Flyover starts will be used during all preliminary sessions. 11) Changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited. Any swimmer observed changing in an area other than a locker room or other designated area, fully or partially, into or out of his or her swimming suit, will be subject to penalties at the discretion of the Meet Referee. 12) Ten lanes will be used for timed final and preliminary events. Eight lanes shall be used for finals sessions. Scratches: 1) ISI Scratch Rule is in effect (ISI Code Book Section J, Part XIII). Scratches by ing and phone calls will only be accepted prior to Wednesday scratch deadline. After this, all scratches must be completed using the scratch box. Scratches submitted by will be confirmed by . 3) Failure to scratch from individual events, Bonus Finals, Consolation Finals and Championship Finals: a) Swimmers who are entered into preliminary heats who do not intend to swim must scratch prior to the scratch deadline for the session or declare a false start to the deck referee prior to Page 6 of 13

Failure to scratch or failure to declare a false start shall result in the swimmer being excluded from the next entered individual event. b) Any swimmer qualifying for a Bonus Final, Consolation Final or a Championship Final race in an individual event who fails to compete in the Bonus Final, Consolation Final or Championship Final race shall by barred from further competition for the remainder of the meet except as detailed below. c) In the event of withdrawal or barring of a swimmer from competition, the Referee shall fill the 18&U Bonus Final, Consolation Final or Championship Final when possible with the next qualified swimmer(s). First and second alternates shall not be penalized if unavailable to compete in the finals. Bonus Finals are limited to swimmers 18 and under. d) Where 18&U Bonus Finals or Consolation Finals have not yet been swum and a barring or withdrawal is known to the Referee, the Referee may reseed the 18&U Bonus Final, Consolation Final and the Championship Final, if necessary, to insert the alternate(s) in the appropriate lane(s), filling all lanes in the Championship Finals. Bonus Finals are limited to swimmers 18 and under. e) If a Consolation Final has already been contested, the Championship Final shall be swum without reseeding for the empty lane(s). f) Exceptions for Failure to Compete: Illness to the swimmer reported to the meet referee prior to warm-ups at the finals. Cancellation of the meet due to inclement weather at the discretion of the meet referee. Circumstances beyond the control of the swimmer restricting the ability of the swimmer to attend the heat at the discretion of the meet referee. g) If a swimmer fails to show for any finals on the last day they are entered in the meet and has not scratched according to rules of the meet, a $50 fine will be imposed payable to ISI. If the fine is not paid, the swimmer will not swim in any future ISI sanctioned meets until the fine is paid in full. Bonus Finals, Consolation Finals & Championship Finals: The number of qualifiers competing in the evening finals are as follows: Senior Events All individual events except the 1000 Free and 1650 Free have a Bonus Finals, Consolation Finals and Championship Finals in the evening. The top eight swimmers will qualify for Championship Finals, with the next eight swimmers qualifying for Consolation Finals, and the next eight swimmers 18 and under qualifying for 18&U Bonus Finals Events All individual events except the 1000 and 1650 Free have a Consolation Finals and Championship Finals in the evening. The top 8 swimmers will qualify for the Championship Finals, and the next 8 swimmers will qualify for the Consolation Finals. Time Trials: Proof of Time: Refer to attached Time Trials Invitation (IA-13-33) A swimmer whose qualifying time was not in the SWIMS database and who fails to make the minimum qualifying time for any event will have 30 minutes after the close of the session in which that event was swum to provide proof of time or be subject to a $100/ per event fine payable to CRAA (10% host club, 90% ISI). Acceptable proof of time is a copy of USA Swimming sanctioned or approved publicly published final results or the ISI database. Should the swimmer not prove or pay, the swimmer will be barred from further competition at this meet. Results that require proof of time will be considered an exhibition swim if not proven within 30 minutes after the close of a session. Exhibition swims are not eligible for awards or points. If times can be proved at a later time, fine money will be refunded, but awards and scoring will not be changed. Page 7 of 13

8 AWARDS AND PRESENTATIONS Scoring: Individual Events: Place: Points: Relay Events: Place: Points: Team scores will be maintained for 13-14, Senior, and a total combined team score. Points scored by swimmers in Senior events do not count toward scores. Awards: INDIVIDUAL PLACES: 1st through 3rd = Medals (2.5 inch) 4th through 8th = Medals (1.5 inch) RELAY PLACES: 1st through 3rd = Medals (2.5 inch) HIGH POINT An award will be presented to the top three swimmers, male and female, and Senior. Points will be scored in the age group in which the event was swum. TEAM HIGH POINT and SENIOR A team award will be presented to and Senior categories, male and female for the team scoring the most points. Points will be scored in the age group in which the event was swum. ISI SPORTSMANSHIP-SPIRIT AWARD ISI will provide and present this award. One coach and one athlete from each team will vote, in addition the meet referee will cast a vote. Criteria to use will be included in the coaches packet. TEAM AWARDS A traveling trophy will be presented to the highest scoring club team. Awards Presentations: Awards for the top three place finishers in each event shall be presented immediately following the completion of the championship heat for prelim-final events or the fastest heat for timed-final events of each event. Awards shall be presented on the pool deck. Awards for the Thursday events will be presented immediately before the start of the Friday evening session. The top three individual high point awards; the team high point award for each age group and gender; the overall Senior team champion award; and, the combined team award will be presented at the end of the awards presentation held at the conclusion of the finals sessions on the last day of the meet. Scholarships: The ISI Scholarship Awards were established in 1991 to give recognition to swimmers in ISI who have attained a degree of recognition among their peers. These awards are presented to Iowa competitive swimmers at the ISI banquet from a list of nominations by Iowa Swimming, Inc. member clubs and unattached ISI members. The Judy Hoffman Memorial Award was established in memory of Judy Pierce Hoffman, who was President of Iowa Swimming, Inc., until her untimely death in March This award is given annually to a swimmer. 9 GENERAL VENUE INFORMATION Cameras: No Smoking: Image Authorization: Psych Sheets, Programs and Final Results: USE OF AUDIO OR VISUAL RECORDING DEVICES, INCLUDING CELL PHONES, IS NOT PERMITTED AT ANY TIME IN CHANGING AREAS, RESTROOMS, OR LOCKER ROOMS. Smoking is not permitted anywhere in the pool or surrounding areas where swimmers are present. All participants agree to be filmed and photographed by the official photographer(s) and network(s) of Iowa Swimming and CRAA under the conditions authored by CRAA, and allow event organizers the right to use names, pictures, likenesses, and biographical information before, during or after the period of participation in Iowa Swimming competitions to promote such competitions. All participants agree not to use medals or photos, or portraits or films with the medals, which are received for performances in this competition, for the purpose of trade or financial gain. Psych sheets will be posted on both the ISI website and/or the CRAA website by 10:00 PM, Monday, February 23, Programs and Heat Sheets will be sold at the meet. All teams will receive an containing an attached com-link file of final results. Final results will not be mailed to participating teams unless the team requests final results at the time of entry or during the meet. There will be a $10.00 charge due in advance for each request of mailed final results. Meet results will be posted live on the CRAA website ( Seating: A bleacher section is available for spectators. Only officials, coaches, meet personnel, and swimmers are permitted on deck. Team areas will be designated for swimmers and coaches. Coaches and swimmers must remain behind the ropes alongside of the competition pool during competition. Coaches, competitors and spectators will be limited to the natatorium and competitive swimming areas. Please do not enter other areas of the building without permission. If swimmers or spectators enter other areas of the facility without permission, they could be expelled from the meet and escorted out of the venue. In this case, entry fees and admission expenses will not be reimbursed. Team Banners & Posters: Spectator Fees: Concessions: Merchandise: Teams, athletes and parents are not permitted to tape or hang signs and banners. All team and individual signs that are taped or posted will be taken down. Teams will be financially responsible for any damage caused by hanging signs. Spectator fees are $3.00 on Thursday and $5.00 per day on Friday, Saturday, and Sunday. Children age 12 and younger are free. Entry wristbands, programs, heat sheets, and meet apparel may be pre-ordered at the following location: A concession stand provided by the Grinnell College will be available during the meet. The hours of operation will be controlled by the College but the stand will be open for the duration of the meet. Splash Multisport will be on site and will have a variety of swimwear and accessories available for sale. Page 9 of 13
