2 Immanuel Kant Baltic Federal University Our University began its life as Kaliningrad State Pedagogical Institute in In 1966, it was granted the university status; in 2005 the University was renamed Immanuel Kant Federal University of Russia by a decree of the Government of the Russian Federation. Being an innovative university, Immanuel Kant Baltic Federal University strives to maintain and spread academic and research traditions of its predecessor the Albertina University of Königsberg. The Albertina, one of the oldest universities in Europe, had a 460-year history. I. Kant, J. Hamann, J. Herder, F.W. Bessel, K. Jacobi, F. Linderman, А. Gurvits, D. Hilbert and H. Helmholtz taught at the Albertina University. К. Donelaitis, the founder of Lithuanian literature, delivered lectures on theology there. E.T.A. Hoffman, the famous writer and composer, attended leсtures in philosophy at the Albertina. The University's greatest alumnus is Immanuel Kant, the worldfamous philosopher, who was a Russian citizen for some time. The name of I. Kant forever tied the city of Königsberg and the Albertina University with the spiritual heritage of humankind and the history of the region. "A large city in which the provincial councils of the government are located, which has a university a city which, by way of rivers, has the advantages of commerce both with the interior of the country and with neighbouring and distant lands can well be taken as an appropriate place for broadening one's knowledge of human beings as well as of the world, where this knowledge can be acquired without even traveling." 5 PRESENTERS Elena Solovova, NATE Vice-President Elena Solovova, Doctor of Philology, Professor is the head of the Language Assessment Laboratory of the Faculty of Foreign Languages and Area Studies at Lomonosov Moscow State University. She is a teacher trainer and a lecturer on a wide range of issues on TEFL methodology. At the moment her main professional interest lies in the field of language assessment, both standardized and classroom based. She is the coordinator of the federal group of item-writers for the Unified National Exam in English. Frances Westbrook, English Language Officer for the RF, US Embassy in Moscow Frances Westbrook (Fran) arrived in Moscow in August 2012 as the new English Language Officer for Russia. Prior to coming to Russia, Fran was the Regional English Language Officer based in Kyiv, where she was responsible for English language programming not only in Ukraine, but also in Belarus, Moldova, Azerbaijan, Armenia and Georgia. Before becoming a RELO, Fran lived in Thailand, India and the Czech Republic. In addition to serving as an English Language Fellow in Thailand, Fran also headed the ESL Department at the American Pacific International School in Chiang Mai, Thailand. Fran began her career in English language education in Prague, Czech Republic, and has also taught ESL in the City College system in Chicago. She has developed and implemented teacher training programs throughout South East Asia, India, and Sri Lanka. Christian Duncumb, Deputy Director, British Council Russia Christian Duncumb is currently Deputy Director at the British Council in Moscow, having recently arrived from posts in Indonesia and South Korea before. He has a Master s in Education, focused on English Language Teaching, and wide experience in managing educational projects, most recently in managing a project involving ten countries in East Asia which supported the state sector in educational reform processes relating to policy, teacher development and teacher resources. His practical experience focused on English language teaching, and he was involved in this for 10 years. During this period he trained teachers in many international contexts. He worked as a manager in language schools in Poland and South Africa. Stephen Stoynoff, USA Stephen Stoynoff is a Professor of English and Distinguished Faculty Scholar at Minnesota State University, Mankato, in the United States, where he teaches courses in research methods, second language assessment, and second language literacy. He is a co-editor, together with Carol Chapelle, of ESOL Tests and Testing (TESOL, 2005) and co-editor, together with Christine Coombe, Peter Davidson, and Barry O Sullivan, of The Cambridge Guide to Second Language Assessment (2012). He has served on numerous editorial and scholarly association boards and advisory groups, including the TESOL association Board of Directors, U.S. Fulbright Award selection committees, ELT Journal Board, and as an editor of the TESOL Journal. Nancy Burkhalter, Senior English Language Fellow, Saint-Petersburg Nancy Burkhalter, Ph.D. in Linguistics, University of New Mexico, MS in Journalism, Ohio University, MA in English Education, The Ohio State University, BA in Foreign Language Teaching & Linguistics has taught linguistics, English as a second language, and composition at many U.S. universities, including Ohio State, University of Wyoming, University of Washington, Seattle University and several community colleges. Overseas positions include those in Riyadh, Saudi Arabia, and Bonn and Frankfurt, Germany, where she also worked for VOA Europe and McGraw-Hill World News. Other interests include writing for web sites about linguistics, and editing textbooks, dissertations, theses, memoirs, and personal histories. Her research interests focus on the cognitive processes of learning how to write in a first or second foreign language as a child or adult, the pedagogy of grammar, language change, and language loss.

6 Anthony Green, United Kingdom Tony Green is Reader in Language Assessment at the University of Bedfordshire. He is the author of IELTS Washback in Context (2009) and of Language Functions Revisited (2012) both with Cambridge University Press. The latter reports on the work of the English Profile: reporting on research into how the Common European Framework of Reference applies to the English language. He has published widely on language assessment and is coordinator of the European Union ProSET project, promoting assessment literacy in the Russian Federation. He is an associate editor of Language Assessment Quarterly and serves on the editorial board of Assessing Writing. He is a Treasurer of the European Association for Language Testing and Assessment. He has extensive experience of all stages of test development and delivery including work as a test designer, item writer and examiner. Lucie Betakova, Czech Republic Lucie Betakova is the head of the English department of the Faculty of Education of the University of South Bohemia in Ceske Budejovice, the Czech Republic. She graduated from the Faculty of Arts, Charles University in Prague as a teacher of English and Czech. In 1997 she completed an MA in TEFL course at the University of Reading in Great Britain. In 2002 she finished her PhD studies in the English language at Charles University Prague. She wrote a series of textbooks of English for middle school children called Way to Win and books called English of the Teacher and Discourse and Interaction in ELT. She is a co-editor of Lingua Viva - a journal for teaching modern languages. She is interested in training English teachers in both pre-service and in-service courses, in language of non-native speaker teachers of English, in testing language skills, classroom discourse analysis and material development. Gerard Cullen, Germany Gerard Cullen, Associate Professor, is the Head of the Advanced Business English Programme for BA and MA students at the Centre of Applied Languages and Culture (LSK) in conjunction with the Faculty of Business Administration and Management at the Technische Universitat Dresden. As a university project manager he has been involved in multiple EU Tempus SCM and JEP project including applications, training and administration. In relation to training, he has worked at both university and in-service levels focusing on communication training and specialised writing for business, IT and legal purposes. He established the Bologna Process Implementation Unit at the LSK which was the first institute/faculty to implement the Bologna Process at TU Dresden. Viktoria Levchenko, Samara Viktoria Levchenko, Professor, is the head of the Foreign Languages Department of Samara State University. She is currently a team member of the TEMPUS project «Promoting Sustainable Excellence in Testing and Assessment of English» Luidmila Kozhevnikova, Samara Ludmila Kozhevnikova is the Vice President of SELTA and Board Member of the National Association of Teachers of English. She is currently at the Foreign Languages Faculty of Samara State University. She is on the Board of Experts for the Foreign Languages Council on Methodology and Research at the Russian Ministry of Education and Science.

7 Svetlana Suchkova, Samara Svetlana Suchkova is an Associate Professor, teacher trainer and author of a number of EFL course books for Russian university students. She holds a Ph.D. degree in philology. Currently, she is a teacher of English at Samara State Aerospace University (National Research University). She has widely published in the field of ELT methodology. She is a co-author of the ESP Teacher Development Course and trainer for RESPONSE project (Russian Education Support Project on Specialist English), British Council, Russia. Two of her course books are Laureates of All-Russia Contest for the best textbook. Svetlana has a wide international experience. She is a member of the Editorial Board of AsiaTEFL Journal. She has participated with presentations and workshops in numerous national and international conferences (Turkey, 2003, Ukraine, 2004, Malaysia, 2007, Venice, 2007, Indonesia, 2008, Vietnam, 2010) Olga Schegoleva, Stavropol Olga Shchegoleva is an Associate Professor, President of Stavelta, Head of Stavropol Expert EGE Committee and the author of a number of publications on autonomous learning for university students. Currently, she is a teacher trainer at Stavropol Teacher Training Institute and Vice-Head of a language school. She has completed a great number of courses on assessment and continues to master her knowledge in this sphere. She also works with Access Microscholarship program. Liudmila Gorodetskaya, Moscow Ludmila Gorodetskaya PhD in Philology, Dr. of Cultural Studies, Professor, Faculty of Foreign Languages and Area Studies, Lomonosov Moscow State University, Moscow. She is a Senior ELT Consultant for Cambridge University Press in Russia.
