3 SECTION 1 INTRODUCTION AND BACKGROUND Executive Summary The Active Schools Partnership Agreement sets out the national objectives of the Active Schools Network for and how these objectives will be implemented in LA. The Partnership Agreement will form the basis for sportscotland s Active Schools Investment in LA and incorporates an agreed staffing allocation and investment profile specific to the local authority. The Partnership Agreement has been developed by sportscotland to shape and inform each local authority s Active Schools Annual Action Plan. The Annual Action Plan will be developed in partnership between LA and sportscotland. LA will be responsible for the implementation of the Annual Action Plan. The local authority Active Schools Annual Action Plan will drive and inform Active Schools Joint Cluster Plans. It is our expectation that each cluster will work together across primary and secondary to create one joint Cluster Plan. Golf Beth aged 12
4 Background and context to this document Active Schools is a key element of the Scottish Government s drive to get Scotland more active; a commitment outlined in the National Physical Activity Strategy, Let s Make Scotland More Active. The National Strategy for Sport, Reaching Higher, highlights Active Schools as one of the key successes of Sport 21 (the previous National Strategy). Going forward the Active Schools Network has a critical role to play in realising the vision laid out within Reaching Higher. Active Schools also makes a major contribution to the roles and actions laid out for local authorities within this strategy. National Physical Activity Strategy Let s Make Scotland More Active sportscotland s Corporate Plan National Strategy for Sport: Reaching Higher sportscotland s contribution to Reaching Higher is laid out in its Corporate Plan. This plan identifies the Active Schools Network as a key priority for sportscotland throughout In addition to the above, Active Schools contributes to the aims and objectives of a number of other documents and initiatives including: National Priorities for Education, Community, Learning and Leisure A Curriculum for Excellence Partnership Agreement LA Annual Action Plan How Good is Our School How Good is Our Community Learning & Development Health Promoting Schools Schools (Health Promotion and Nutrition) Bill Local Community Planning Integrated Children s Services Active Schools Joint Cluster Plan
5 5 The aim of our Active Schools Network The fundamental aim of the Active Schools Network is to offer all children and young people the opportunities and motivation to adopt active, healthy lifestyles, now and into adulthood. Active Schools Managers and Coordinators are responsible for developing and supporting an infrastructure for Active Schools within the school and wider community. They do this by recruiting, supporting and sustaining a network of volunteers, coaches, leaders and teachers who in turn deliver physical activity and sport before, during and after school and in the wider community. Delivery This will be delivered by: Building a sustainable volunteer network and providing an appropriate volunteering infrastructure for Active Schools within the school and wider community Providing opportunities for all children and young people to participate in physical activity & sport and enabling the creating of pathways from the school to the wider community Increasing participation amongst hard to reach groups by adopting a targeted approach towards: - girls and young women - children and young people with a disability Our key outcomes To continue to increase opportunities for all children and young people to be engages in physical activity and sport. To strengthen pathways to participation and performance through sustainable school to community links. - children and young people from black and minority ethnic backgrounds* - children and young people in areas of socio-economic disadvantage (regeneration / SIMD areas) * - children and young people not currently involved in physical activity and sport - embedding the effective integration, planning, management and delivery of Active Schools within local authorities * dependent on local demographics
6 6 Local progress from previous year Throughout the last year Orkney s Active Schools and Sports Development Team have continued to support schools and local sports clubs to provide opportunities for children and young people to take part in physical activity. The support has been provide through a number of different programmes, initiatives and training opportunities, some of which are highlighted below: firstclubgolf Sports Leaders UK Courses After school clubs School to club links Partnership working with the Highland Football Academy Food Standards Agency/Scottish Rugby Union programme in conjunction with Orkney s Rugby Development Officer Generic training for school staff, members of the community and youth groups. Over the past year, Orkney s Active Schools programme has continued to establish itself as a key partner in ensuring more children and young people become more active, more often, by working with key partners such as N.H.S Orkney, schools, P.E staff and National Governing bodies of sport.
7 SECTION 2 DELIVERY PLAN Building a sustainable infrastructure Aim: To build a sustainable volunteer network and provide an appropriate volunteering infrastructure for Active Schools within the school and wider community. National Performance Indicators: 135 volunteers delivering activities in Active Schools (* figure not to include primary pupils delivering activity) 60 qualified adult volunteers 30 qualified secondary pupils delivering activities in Active Schools (qualified means has achieved award) Local Performance Indicators: 12 pupils achieving Level 1 Dance Leadership Award 20 pupils achieving Level 2 Sports Leadership Award 250 pupils achieving the Young Leader Award National Outcomes Local Actions (SMART) Progress / Result of Local Action Lead / Partner(s) Resources Management of Volunteers 1. 10 10 Sustainable pathways to lifelong participation Aim: To provide opportunities for all children and young people to participate in physical activity and sport and to enable the creation of pathways from the school to the wider community. National Performance Indicators: Local Performance Indicators: Transition stages children attended Transition festivals and 15 S5-6 pupils to attend a Transition information evening. 40 children progressing from AS to weekly club participation in 4 sports. The number of formal school club links/pathways established with 4 sports clubs from 2 different sports to support AS activity. Organise 3 sports specific taster sessions in 19 Primary Schools giving us 122 activity sessions delivered for 815 participants(p4-7). National Outcomes Local Actions (SMART) Progress / Result of Local Action Lead / Partner(s) Resources Early Years 5. Support is provided to early years children (nursery to P3) through liasing with schools and assisting in the provision of resources or training. Member of AS team to attend tutor training in start to play. Promote Top Play/Start to play training with nursery staff. To arrange training ASAP. 13 13 Targeting Aim: To increase participation amongst hard to reach groups by adopting a targeted approach. National Performance Indicators: 10 % increase in participation of girls and young women in physical activity and sport. Local Performance Indicators: 10 new ASN participants participating in physical activity/sport. 10 % increase on baseline in inactive children participating across the authority. Girls and Young Women ; conduct a minimum of 1 consultation exercise per cluster and secondary school to Identify inactive girls. National Outcomes Local Actions (SMART) Progress / Result of Local Action Lead / Partner(s) Resources Girls and young women 9. The needs of girls and young women are understood and a schedule of activities to address those needs is implemented. Work with guidance/pastoral care to address national outcome part 9. Create focus groups where applicable. Ongoing ASC 10. A targeted approach is adopted to engage inactive girls and young women to take part in physical activity and sport. Offer alternative school activities.(i.e. Martial Arts, Soccer 1) Work with partners to sustain initiatives created from Fit for Girls programmes. 14 14 Grammar School. 11. In the transition from Primary to secondary school, physical activity levels and an interest in sport is maintained amongst girls and young women. In line with the results from the P7 sample tracking develop a plan of activities within the Fit for Girls programme. Collation of results to be completed by 21 st May ASC 12. The specific needs of BME girls and young women to take part in physical activity and sport are addressed (dependant on local demographics). All BME girls and young women are incorporated into programmes such as Fit for Girls where appropriate. Ongoing Children and young people with a disability 13. To increase out of school hours participation, pupils in ASN establishments are provided with a variety of sporting opportunities appropriate to their needs. Meet with main Curriculum Support staff from KGS and Glaitness school to discuss follow up from Disability Festival 2009 and establish if this is needed Develop a questionnaire to KGS parents August Meet with ASN staff at, Glaitness Primary School by September CR CJ KGS/Glaitness No specialised ASN establishments 14. Training for individuals delivering within Active Schools is provided to develop an understanding of the needs of children and young people within ASN establishments/mainstream schools. Speak to partners to look at who can provide training on ASN to volunteers and staff (Papdale House, Disability Forum, PE Specialists, Occupational Therapists, Kirkwall Grammar School, Marilyn Richards etc) Run training for Active Schools volunteers partners to see what training is available One training session during 2010 Make contact with Scottish Disability sport. CJ ASC ASC will attend National and Local training sessions including Scottish Disability Sport training opportunities. 15. Active Schools, mainstream activities are fully inclusive for all children and young people where appropriate. All activities inclusive where possible Ongoing ASC Schools 16. BME children and young people are identified and an understanding of their needs in relation to physical activity and sport is developed. 18. Participation of BME pupils is increased by delivering a schedule of activities to address their needs. Children and young people are identified in communities where socio-economic disadvantaged (rural) is prevalent in relation to physical activity and sport. 20. Links are developed with partner agencies and the local community to build an understanding of the needs of socio-economic disadvantaged (regeneration/ SIMD areas) children and young people. Continue to identify those communities in Orkney where the numbers of young people is such that it is difficult to provide physical activity, working with others and develop programmes of individual activity. Through local area planning with local communities (ie: community groups, IYDW, Schools etc) young people are identified and provision is organised where appropriate. 21 21 Glossary of Terms ASM ASC ASC (ASN) Active Schools Joint Cluster Plan Active Schools Style Guide Cluster Partnership Working / Approach Active Schools Manager Active Schools Coordinator Active Schools Coordinator (Additional Support Needs) A plan produced by both the ASCs in a specific cluster which incorporates joint planning for a whole cluster approach. This plan may take a different form depending on each local authority planning approach. If the local authority already have a document in place which embeds Active Schools at a local level and includes a joint planning approach across primary and secondary this plan may be used, however if no such document exists a Joint Cluster Plan must be created. A document which sets out the communications / style guidelines for Active Schools. This document can be obtained from the sportscotland Communications Team. A grouping of schools ie a secondary school and associated primary schools (this may also include ASN and associated preschool establishments). A relationship between two or more organisations working together for mutual benefit.
