2 THE COMMUNITY LEARNING AND DEVELOPMENT SERVICE (CLD) The Service is located in the Department of Educational and Social Services and has three national priorities which link to Community Planning and the Single Outcome Agreement: Achievement through learning for adults Achievement through learning for young people Achievement through building community capacity The Service is integral to the support provided to communities to increase the skills, confidence, networks and resources needed to tackle real issues in people s lives. The Service works with young people and adults across East Ayrshire and targets initiatives to specific groups such as families or people with numeracy and literacy needs. Learning opportunities are negotiated with both individual learners and community based groups. The Service works in partnership to deliver services with a number of key stakeholders including local colleges, schools, Skills Development Scotland, health service, other local authority services, voluntary and community based groups. As part of its building community capacity remit, the service also has responsibility for the letting of educational establishments and supports Community Associations to let local community centres. Community Learning and Development Service are significant partners in the East Ayrshire Promoting Lifelong Learning Partnership who have lead responsibility in developing and monitoring the Promoting Lifelong Learning theme of the Community Plan. The work of the Service also links to the other key themes of the Community Plan and to the Children and Young People s Service Plan. The under noted sets out key information over the last five years. 3 The work of Community Leaning and Development in East Ayrshire gained national recognition in a number of areas. Community Learning staff and partners won Scotland s Learning Partnership Good Practice Award for work with young unemployed within the Netherthird Drop in Group. Tutor Susan Robertson won the Scotland s Learning Partnership National Gaelic Award for her work with Gaelic learners and her personal development in the language. Aspects of the work highlighted in the Doon Learning Community inspection have been considered as good practice examples to be included in the Journey to Excellence. Community Link Worker Linda Armstrong delivered a presentation at a Learning and Teaching Scotland Good Practice Seminar in Stirling. Improvement Planning Community Learning and Development and partners in East Ayrshire have achieved an average grading of Good over the past four HMIe inspections on Impact on Young People, Impact on Adults and Impact of Community Capacity Building on Communities. As part of the annual improvement planning process, the Service reviews its previous year s improvement priorities and establishes new ones for the year ahead. The priorities in 2009/2010 focussed on: o Increasing youth workers understanding of the role they play in relation to quality assurance and measuring the impact of youth work with young people. o Carrying out a review of community based adult learning within the Service. o Developing capacity building training for young people. o Further developing our relationship with and the capacity of Community Associations. o Developing and improving the use of community capacity building practice resources for the Service. The Services progress in relation to these improvement priorities is reported and illustrated throughout this report. 3

4 ACHIEVEMENT THROUGH LEARNING FOR YOUNG PEOPLE The Service engages with young people to facilitate their personal, social and educational developments and enable them to gain a voice, influence and a place in society. IMPACT ON YOUNG PEOPLE In 2009/10 there were 4679 enrolments in youth groups provided by the CLD Service within learning communities throughout East Ayrshire. Youth Literacies supported 250 literacy learners, a 24% increase from the previous year. The CLD Service encouraged young people to participate in a range of programmes that led to recognition of their achievements. In 2010 a total of 489 awards were achieved by young people, an increase of 29% from the previous year. 4

5 The Service continued to make a broad range of awards available to young people. Range of Awards Available to Young People and Number of Awards Gained in Duke of Edinburgh Award Scheme Fire Reach XL programme ASDAN Millennium Volunteers East Ayrshire Youth Awards National Young Quality Scot Awards IMPACT ON THE COMMUNITY Work with young people in schools and communities was supplemented by contacts made with young people unattached to more formal provision. Using a streetwork approach Outreach workers increased the number of contacts with young people by 18% from the previous year. 625 learners (adults and young people) were supported to develop a learning plan. This more than doubled the number from last year. 5

6 During 2010, a specific priority for workers was to encourage young people in identified groups to compile their own Learning Plans. Workers in the Essential Skills Youth Literacy Service were particularly successful assisting 209 young people to develop Learning Plans. The Service updated the Community Learning and Development Enrolment Database to include youth work. This will enable information to be collated on both young people and adult learners. Improvement Planning Progress Increasing youth workers understanding of the role they play in relation to quality assurance and measuring the impact of youth work with young people. In order to increase youth workers understanding of quality assurance, the topic was reinforced during the Service s ongoing support to part time staff. Team Leaders have also ensured that Quality Assurance is always a standard item at youth work sector meetings. The Service also recognised that the teams using Rickter had established a baseline of quality which allowed exploration of improvement strategies at sector meetings. This approach is being adopted by the Service to track improvements. This will reinforce the important role played by youth workers in relation to their impact of their work on young people. Similarly, it was recognised that linking Quality Assurance, impact of youth work and the resources and tools available to Youth Workers at the Sector Meetings helps share experience, skills and knowledge amongst the workforce and raises awareness of responsibilities. ACHIEVEMENT THROUGH LEARNING FOR ADULTS Standards of achievement in learning for adults are raised by the Service through community based lifelong learning opportunities incorporating the core skills of literacy, numeracy, communications, working with others, problem-solving and information communications technology (ICT). IMPACT ON YOUNG PEOPLE The Service delivered seventeen Parenting classes in 2010 with 101 enrolments. 32 Family Learning courses involving 367 young people enrolments and 296 adult enrolments also took place. This represented a significant increase in the Service s early intervention work with parents, grandparents and carers. 6

7 IMPACT ON THE COMMUNITY The Service worked with Partners to ensure that a total of 204 courses took place in 2009/10. This represented a 30% increase from the previous year. Excluding literacies, 1,611 learners enrolled for these courses representing a 27% increase. All the courses took place in local communities. The Essential Skills Service assisted 343 adults with literacy and numeracy skills including 117 learners who were helped with English as a second or other language in Gaelic learning was promoted by the Service with ten Gaelic classes, a Gaelic Burns Supper and a conversation/cultural day. A Gaelic Learners Forum has also been developed. Some of the learners who had their learning recognised at a CLD presentation of certificates at New Cumnock in June 2010 Presentations of certificates were held in Kilmarnock and New Cumnock to recognise the achievement of both young people and adults. Over 300 learners of all ages attended the presentations which demonstrated the range of learning opportunities available across East Ayrshire including family learning, youth achievement, literacy and numeracy, computing, parenting and personal development. These opportunities are often first steps back into learning which help people to progress further to achieve their individual goals. 8 87% of courses were delivered in venues located in the 0-15% Data Zone areas. Almost two thirds of the courses took place during the day with a third in the evenings. Six courses (3%) took palce at the weekend. The majority of courses were first step or introductory courses aimed at new learners or encouraging learners to engage with new topics (165 courses at 81%). Based on self assessment responses:- LEARNERS FEEDBACK ON COURSES 93% of learners rated their knowledge of the topic as average, high or very high after participating in their course. 90% of learners rated their skills of the topic as average, high or very high after participating in their course. 92% of learners rated their confidence of the topic as average, high or very high after participating in their course. Only 7% of learners thought the course they had just completed had not benefited them in terms of employabiltiy. Over two thirds of learners (65%) thought the course they had just completed had benefited them in terms of contribution to the community. Based on self assessment responses:- 27% of learners thought the course they had just completed had benefited them in terms of increasing their prospects of accessing college or university. 80% of learners thought the course they had just completed had benefited them in terms of being more confident and assertive. 80% of learners thought the course they had just completed had benefited them in terms of helping them to develop as a person. Overwhelmingly, 99% of learners felt their course had met their needs as a learner. Improvement Planning Progress Carrying out a review of community based adult learning within the Service. A review of Community based adult learning is in the final stages of completion. Awareness of Scottish Credit and Qualifications Framework levelling was raised with Partners by informing them of the Scottish Credit and Qualifications Framework levelling process and through information sessions. As a result of this, a pilot was developed with six projects submitted to with Kilmarnock College for Scottish Credit and Qualifications Framework levelling. These are being accredited by Kilmarnock College and once complete, Community Learning and Development and Partners will be able to offer nationally recognised qualifications to learners. 8

9 ACHIEVEMENT THROUGH BUILDING COMMUNITY CAPACITY The Service works with community groups and organisations and individuals to enable them to develop the confidence, understanding and skills required to influence decision making and service delivery. IMPACT ON YOUNG PEOPLE Five youth forums were supported by the Service in At these, a variety of topics relevant to young people were discussed and taken forward. The Service also facilitated the three MSYPs (Members of the Scottish Youth Parliament) to perform their duties throughout the year. The number of young people attending the annual Youth Conference has stabilised. This has resulted in a sharper focus with enhanced contributions from the participants. Improvement Planning Progress Developing capacity building training for young people. The Service utilised a resource pack from Youth Scotland (the IT Kit Pack) which was piloted with a group of young people. Feedback indicated that the pack brought together young people from different backgrounds and age ranges to look at a common goal. In progressing through the programme, young people gained confidence and various skills such as negotiating, team work, communication, presentation skills. The programme gave the young people a focused approach to project planning and development in order to implement planned goals. In addition, the social impact for these young people of gaining insight to each other and the building of friendships were significant unintended outcomes. The pack was also used as the basis of a leadership programme involving senior pupils at Loudoun Academy. This programme assisted young people to build on their existing skills and confidence with the aim of strengthening the schools student council structure and its links to East Ayrshire Councils Young People s Representative Forum. This work has been a valuable addition to the services approach in building young people s capacity. 9

10 IMPACT ON THE COMMUNITY A number of activities took place in 2010 aimed at strengthening the capacity of community groups including Community Associations, including the development of a Community Capacity Building Toolkit and the construction of a Consultation and Engagement Model. Northwest Learning Forum 158 voluntary organisations including Community Associations, environmental and equality groups were given support by CLD in 2009/10. This was a 16% increase in the number of organisations supported in the previous year. The Service supports a wide range of community groups and organisations. Capacity building seminars were held to facilitate Community Associations to revise the Standard Community Association Constitution. A further seminar was held focussing on risk management, public liability and insurance issues. Participant evaluations were positive and Associations have addressed the issues raised. This has resulted in more consistent practice by Associations leading to improved management and operation of 10

11 Community Centres. An annual programme of seminars with Community Associations has now been developed. Community Association proformas were revised and updated to ensure that the information provided is accurate and relevant. Associations are using these to determine their annual priorities and identify their training and support needs. A capacity building training programme is being compiled in response to the feedback received which will be offered to all community groups. Training sessions were undertaken with staff around their support and development role with Associations. Evaluations indicate that the sessions have helped staff to clarify their role and will improve their engagement with Associations. Improvement Planning Progress Developing and improving the use of community capacity building practice resources for the Service. A Community Capacity Building Toolkit was produced and presented to Cabinet for approval as a corporate resource. The Toolkit has been used to identify the development needs of community groups and clarify the level of CLD support that will be provided. The extension of the Toolkit as a corporate resource will ensure a more consistent approach to community capacity building within the Council and better outcomes for community groups. Capacity for Change community capacity guidance for staff has been promoted widely through the Service following a training session for workers facilitated by Learning Connections. Evaluations indicate that workers are making use of the guidance to improve their capacity building practice. IMPACT ON STAFF Work was undertaken in 2009/10 to extend the range of information available to the service in relation to community based adult learning. From this work, a much clearer and detailed picture is now available to illustrate aspects such as the age profile of learners, targeting, degree of certificated and credit rated provision, time of delivery, first step, more advanced and partnership models. This, in turn, has led to identification of key messages which will inform future policy. Opportunities were facilitated for community based adult learning tutors to come together to share practice and be kept informed of new developments and policies. During 2010, regular tutor meetings took place in geographic areas. These meetings strengthened the communication with tutors and provided a mechanism for consultation and engagement. This resulted in a positive impact on staff and their work. The Essential Skills Service delivered volunteer tutor training to 33 volunteers in This provided volunteer tutors with the skills, confidence and knowledge to assist adult literacy learners with their learning programmes. The course focussed on how adults learn, literacy and numeracy strategies, session planning, individual learning plans and literacy resources. As a result of the training, volunteers have become more confident and effective individuals in delivering literacy provision. They are also more aware and have an understanding of different people s experiences, abilities and backgrounds. This has resulted in improved literacy provision for learners. The range of Impact Evaluation tools used by the Service was increased during These include the Leap planning and evaluation system, Individual Action Plans, Rickter 11

12 information management system and Survey Monkey which is a way of eliciting feedback online. An Activote voting system is being used to gain immediate feedback. Voxur is a portable video recording system which has been introduced to establish views and opinions. Good utilisation of this range of tools is helping the Service to gain valuable feedback from learners. Admin workers are now using ICT to help monitor spend in the budgeting process with the use of PECOS and Civica packages. As a result, the Service has improved its access use of financial information to aid budget monitoring and decision making. An Access 2007 training course was delivered to eight members of admin staff to help them progress work in the Community Learning and Development Enrolment Database and gain general knowledge of the system to facilitate future development with databases Review of the letting within educational establishments and Neighbourhood Services facilities has streamlined the letting categories which have been reduced from 7 to 4. A new letting database is being created. The new system will improve access to letting information. A customer satisfaction survey form has been prepared and issued to lessees. Customer evaluations have been used to inform the Service on the degree of effectiveness of the process used for letting of educational establishments leading to improvements having been made. The Service aims to continuously improve the quality of Community Learning and Development in Future intentions include:- ACHIEVEMENT THROUGH LEARNING FOR YOUNG PEOPLE We will:- Redefine the focus of the Service s work to improve impact for young people. ACHIEVEMENT THROUGH BUILDING COMMUNITY CAPACITY We will:- Continue to develop the capacity of community organisations including Community Associations Extend and improve consultation and engagement approaches. GOOD PRACTICE EXAMPLES A short supplement to this Quality and Standard Report has been produced to illustrate a selection of the work undertaken by the Service in These examples help to bring to life some of the work included in the main report. They reflect progress made in 2010 to record the impact and outcomes of Community Learning and Development both on individuals and on local communities. 12
