EXECUTIVE SUMMARY In Madhya Pradesh State Crime Records Bureau, Bhopal has collected the information from all the District Superintendent of Police in the State regarding non availability/intermittent supply of electricity. There are 186 Police Stations in Madhya Pradesh situated away from District Head Quarters where availability of electricity is quite scanty. However there are 130 no of police stations where there is significant power deficit. The state is deficit in energy and with ever increasing demand; it is going to worsen in the future. We already have acute crises in the form of schedule and unschedule power interruptions. The crises gets accentuated as we move down the ladder from the State Head quarter to the Divisional Head quarters, then to District Head quarters and finally to Tehsil Head quarters and villages. At times one has to go without power for as long as 16 to 18 hours. No amount of production effort of electricity appears likely to catch up with the ever increasing demand scenario. The hydel potential, already seasonal in nature, is further limited by the natural consideration. Deposits of coal are exhaustible and nuclear energy has its own limitations. We are left with the only alternative of solar & wind energy. The state of Madhya Pradesh is not blessed with a good potential of wind energy. We have an excellent potential of solar energy in the state-approximately 275 sunny days in a year. This brings us to a hybrid regime of solar & grid energy to keep our police stations well lit round the year. Under the CCTNS project it is envisaged to automate the police functioning from police stations to police head quarter. The advantages of computerization need no debate but the problem of providing uninterrupted power supply to the computing and other networking equipments to be provided under this project, is a big challenge especially in a state like Madhya Pradesh. Here solar energy comes handy. It is shining bright day in approx 275 of the 365 days of a year in our state. We take care of the remaining 90 days via hybridizing solar system with the state electricity grid and we have reasonably good solution. With ever increasing price of electricity and reducing cost of solar photo voltaic modules (SPV modules for brevity) it has now become economically viable, and also technologically feasible, to switch to nonconventional source of energy- the solar energy. 3
4 We will require finance for meeting our need of solar electrical energy as all equipments for this will be procure from the market by adopting suitable purchase procedure. We have sufficient expertise in designing electrical systems to meet our needs. MPSEDC (Madhya Pradesh State Electronic Development Corporation) has designed a hybrid solar power pack to meet the desired power requirements of police stations specifically for CCTNS project. The system is indigenously designed and tested. Our financial need is the initial equipment cost and subsequent periodic replacement of batteries-once in five years. However it shall be absolutely essential to have our solar system in the hybrid mode with electricity grid for taking care of the lean season (Cloudy days). Looking above in mind, Madhya Pradesh Police has proposed to put up 2 KVA Solar Photo Voltaic (SPV) Power Packs at 186 remote Police Stations of Madhya Pradesh for providing uninterrupted power to equipments (computers, Printing devices and Network devices) to be provided under CCTNS project. The purpose of putting SPV Power Packs is to provide uninterrupted power to dedicated loads such as Desktop Computers, Laser Printer, Multifunctional Printer, Network Switch and other essential loads. The installation of SPV Power Packs at Police Stations will not only serve the purpose of smooth operation of CCTNS Project but will also save conventional energy and fossil fuels thereby more conventional energy will be available for other applications. The proposed SPV power packs will be procured by adopting suitable purchase procedure and as per the guidelines provided by MHA, GoI. Financial Implications Case-A: As already stated that there are 186 police stations of Madhya Pradesh where availability of electricity is quite scanty. MP Police propose to provide 2 KVA solar photo voltaic power pack to these police stations for providing uninterrupted power to the equipments (computers, Printing devices and Network devices) to be provided under CCTNS project. 4
5 Cost of 2 KVA solar power pack for one Police Station is approximately Rs Lacs. The subsidy component from MNRE is 50% ie =~ Rs 2.75 Lacs. So net cost of 2 KVA solar pack for one Police Station is Rs 2.75 Lacs. The net cost for providing 2 KVA solar pack in 186 Police Stations is Rs Lacs. Case-B: There are 130 more police stations in Madhya Pradesh where there is significant power deficit. If generators are skipped and solar power packs is provided to further enhance the solar power to these additional 130 police stations under CCTNS project. These Police Stations are also taken into consideration for providing 2 KVA Solar PV Power Packs for uninterrupted power to equipments (computers, Printing devices and Network devices) to be provided under CCTNS project. The net cost for providing 2 KVA solar pack in 130 Police Stations is Rs Lacs. This is the same amount allocated for DG sets in State. Note: If A & B are implemented, then the power demand of State will be fulfilled. 5
6 2. INTRODUCTION Energy from the Sun not only sustains life on earth but is also the source of almost all forms of energy used by man. Fossil fuels such as coal and oil represent solar energy that was received on earth millions of years ago and converted into other forms. Renewable sources of energy such as wind, hydropower, biomass and ocean energy are also indirect forms of solar energy. Solar energy, experienced by us as heat and light, can be used in a number of ways and for many applications. The two Principal routes and technologies of solar energy utilization are: (i) (ii) The thermal route using the heat for heating, cooling, drying, water purification and power generation; The photovoltaic route which converts the light into electricity which can then be used for a variety of purposes such as lighting, pumping, communications and refrigeration etc. Energy from Sun has many features, which make it an attractive option such as its widespread distribution, pollution-free nature and virtually inexhaustible supply. India receives solar energy equivalent to over 5,000 trillion KWh / year which is far more than the total energy consumption of the country. The daily average solar energy incident varies from 4-7 KWh / m2 depending upon the location. There are around Sunny days in most parts of the country. If 1% of the total land area is used to generate electricity from this radiation at a net efficiency of only 1%, it will be possible to produce about 300,000 MW of power. The potential of the solar energy in meeting the growing energy needs of the country was recognized in mid 70s. Research and development efforts in both solar thermal and photovoltaic routes were initiated. Several applications were developed and demonstrated during the 80s. These efforts received an impetus with the establishment of Ministry of New & Renewable Energy Sources (MNRE). The Ministry's programmes helped in R&D, demonstration, commercialization and utilization activities in respect of a 6
7 wide variety of renewable energy technologies. The programmes are implemented through a network of state level agencies, industrial, research and academic organizations and non-governmental bodies. India has one of the world's largest programmes in solar energy. A sizeable research and technology base, a growing manufacturing capability and a countrywide infrastructure for the distribution and after-sales service of solar energy products have emerged. Solar energy is beginning to be used for a large number of applications. Nevertheless, the achievements so far add up to only a tiny fraction of what is possible. The efforts initiated during the last few years by MNRE to restructure the programmes and giving them a market orientation are contributing significantly in accelerating the utilization of solar energy commercially in the country. 7
8 3. OBJECTIVES Madhya Pradesh, the largest state of the country is endowed with rich and diverse forest resources. Lying between lat. 21º 04 N and long. 74º 02 and 82º 49 E, it is a reservoir of biodiversity. The geographical area of the state is 308, 144 km 2 (118, 975,sq mi) which constitutes 9.38% of the land area of the country. Madhya Pradesh Police is a very big organization manned by a nearly fifty thousand strong force. MP Police needs to reach to the remotest of those interiors of the state that no other department would probably need to. CCTNS Project aims to the automation of all police offices in MP to meet today s ever changing scenario and ever increasing pressures on the Police system. Many of the Police Stations are situated in extreme remote interiors and communication even in this Web-age can be extremely frustrating and painful just because of unavailability of power. Gen-sets with heavy diesel bills and a long list of negative externalities have so far been the only solution, if that can be termed as a solution. In this context, Solar Photo Voltaic (SPV) standalone (SPPs) appear to be a tailor made solution to make available regular power to these remotely situated Police Stations. This proposal puts out a plan to put roof top SPVs on 186 of the remotest of these Police Stations and to utilize the so generated electricity for the equipments provided under CCTNS Project. It is proposed to set up 186 nos. Solar PV Standalone type Power Packs 2 KVA at Police Stations spread all over Madhya Pradesh. The power from the PV plant is natural and reliable power source. Further the quantum and availability of sunlight in M.P. is excellent to prompt the implementation of such a project. The success of such projects has already been established, as number of projects has been installed and working satisfactorily. Project going on in Forest department of MP is a good example of this. 8
9 Ministry of New & Renewable Energy Sources, Govt. of India has launched a scheme Implementation of Solar Photovoltaic (SPV) Programme during FY in order to: 1) To promote the use of SPV systems for lighting and various other applications in the country. 2) To create awareness & demonstrate effective and innovative use of SPV Systems. 3) To save diesel for power generation. 4) To reduce burden on conventional electricity. Solar PV Power Packs 2 KVA Power Packs are proposed with an objective to attain following benefits: Providing uninterrupted power to the equipments provided under CCTNS Project. Saving of precious fossil fuels. Noiseless, pollution free and Eco-friendly power. Saving of revenue. Can work as a demonstration project for further expansion of PV technology all over the country. 9
