1 GIDAP Cluster Process Updated February 2014 Receive IR (3.5.1) and all of the following April 1-30 each year: IR Study Deposit ($50K + $1K/MW) Site Exclusivity or deposit in lieu of ($100,000 small/$250,000 large) Validation Within 1 BD of IR receipt Scan and forward IR package to ISO and PTO (and Affected System if applicable) engineers and project managers. Within 10 BD of receipt notify customer of deemed complete or deficient. ( ) Deficiencies must be cleared no later than 20 BD after close of cluster window or 10 BD after CAISO first provides deficiency notification, whichever is later. If not cured, the project is not included in cluster. ( ) Within 30 CD of close of cluster window provide IC that has valid IR, a pro forma Generator Interconnection Study Process Agreement (6.1.1) Scoping Meeting Within 5 BD of IR being deemed complete, the CAISO shall set date for Scoping Meeting. (6.1.2) Scoping Meeting to occur no later than 60 CD after close of Cluster Window. (6.1.2) Within 3 BD of Scoping Meeting IC must confirm or identify Point of Interconnection (POI). (6.1.1) Within 10 BD of receipt of POI confirmation- CAISO provides the Interconnection Customer a signed Large Generator Interconnection Study Process Agreement. (6.1.1) 30 CD - IC executes the Large Generator Interconnection Study Process Agreement and deliver to the CAISO no later than thirty (30) calendar days after the Scoping Meeting. (6.1.1) Phase I Interconnection Study 170 CD Study completed and report issued to IC. Date calculated from study start date. (6.6) Phase I Interconnection Study Results Meeting Within 30 CD of providing Phase I Interconnection Study report to IC. (6.7) IC written comments within 10 BD of receipt of report, but in no case later than 3 BD prior to results meeting (6.7) Within 10 BD of results meeting IC may submit modifications for approval to any information provided in the Interconnection Request and completed form of Appendix B (confirm deliverability status and election of Option A or Option B). 5 Option A Project requires Transmission Plan Deliverability (TPD), cannot move forward without it Initial Network Upgrade (NU) security posting: posts for Reliability Network Upgrades (RNU) and Local Deliverability Network Upgrades (LDNU), and no posting for Area Deliverability Network Upgrades (ADNU) Phase II study will not identify any ADNU costs for Option A projects RNU and LDNU cost cap = min(phase I NU cost, Phase II NU cost) If not allocated TPD following Phase II study, the Interconnection Customer (IC) can: Change to Energy Only (EO) Park for one year Withdraw If allocated partial TPD following Phase II study, the IC can: Accept partial allocation and change balance to EO, the project will have Partial Capacity Deliverability Status (PCDS) Accept partial allocation and downsize to allocated MW amount Accept partial allocation and park remaining MWs Reject allocation and park entire project for one year Change entire project to EO Withdraw Option A and Option B Summary Option B IC willing to fund ADNUs, reimbursed through Congestion Revenue Rights (CRRs) Initial NU security posting: posts for RNUs, LDNUs and ADNUs Phase II study will identify ADNU costs for Option B projects RNU and LDNU cost cap = min(phase I RNU+LDNU cost, Phase II RNU+LDNU cost) If not allocated TPD following Phase II study, the IC can: Continue to fund ADNUs, ADNUs and LDNUs reimbursed through CRRs Withdraw If allocated partial TPD following Phase II study, the IC can: Accept partial allocation and change balance to EO, the project has PCDS, no ADNU costs, and LDNUs receive cash reimbursement Accept partial allocation and downsize to allocated MW amount, no ADNU costs, and LDNUs receive cash reimbursement Accept partial allocation and fund ADNUs for the non-allocated MWs, LDNUs for non-allocated portion reimbursed through CRRs. LDNU for allocated portion receive cash reimbursement Reject allocation and fund ADNUs for the entire project. 6 Option A If allocated full TPD following Phase II study, the IC can: Accept full allocation and move forward Accept portion of allocation and park the rejected MWs for one year Reject full allocation and park for one year Reject full allocation and change to EO Withdraw If parking entire project for one year, second security posting due date is extended by 12 months If parking a portion of the project for one year, second security posting due date for the parked portion is extended by 12 months If changing to EO or PCDS, LDNU cost in Phase II final report is reduced to zero or proportionally based on the Phase II final report for the second security posting IC will receive cash reimbursement for RNUs up to $60K/MW IC will receive cash reimbursement for 100% of LDNU costs Option B If allocated full TPD following Phase II study, the IC can: Accept full allocation and move forward, no ADNUs, LDNUs receive cash reimbursement Reject full allocation and move forward funding ADNUs, ADNUs and LDNUs reimbursed through CRRs Reject all allocation and change to EO Withdraw N/A N/A If changing to EO or PCDS, LDNU cost in Phase II final report is reduced to zero or proportionally for the second security posting.
