RIMIC Geography LATVIA is located in North Eastern Europe, on the east coast of the Baltic Sea. It is in the centre of the Baltic States (Estonia, Latvia and Lithuania). Latvia borders Estonia, Russia, Belarus, and Lithuania. With over 44 per cent of its territory covered by forests, a vast network of free flowing rivers and thousands of lakes, Latvia is one of Europe s best preserved havens for a wide variety of wildlife. 7
8 Latvia is famous for its beautiful coastline and pine forests. You can see the well-known white sand beaches, and extravagant rocky beach near Tuja. Visitors to Latvia may generally experience a safe and secure country, and many of crimes could have easily been avoided using common sense practices. History Latvia is a country of rich history and cultural traditions and a relatively new national state. For a thousand years this land in the North-East of Europe was inhabited by the Baltic and Finno-Ugric tribes. Latvia s geographical location between the East and West has historically made it attractive to foreign kings and conquerors. The Germans, Swedes, Poles and Russians had ruled here, each leaving their cultural imprint on the country s architecture, infrastructure, style and personality. The consolidation of the modern Latvian nation started in the 19th century. That was a period of national awakening that later served also as a precondition for establishment of an independent national state in the 20th century. Today Latvia is a member country of the European Union, on its way to welfare and economic growth. 9 Politics Latvia regained independence from the Soviet Union in Latvia has been a member of the European Union since 2004 and is represented in the European Parliament. Latvia is a member of the United Nations, European Union, Council of Europe, NATO, Organisation for Security and Co-operation in Europe, International Monetary Fund and World Trade Organisation. Latvia is also a member of the Council of the Baltic Sea States and Nordic Investment Bank. Latvia has established diplomatic relations with 158 countries and maintains embassies in 35 countries. 37 countries maintain an embassy in Latvia s capital Riga. Latvia hosted the 2006 NATO Summit and since the annual Riga Conference has become a leading foreign and security policy forum in Northern Europe. Latvia will hold the Presidency of the Council of the European Union in the first half of Human rights in Latvia are generally respected by the government, according to Freedom House and US Department of State. Latvia is ranked above-average among the world s sovereign states in democracy, press freedom, privacy and human development. The climate and weather conditions Latvia is located in such a geographical zone, which allows one to enjoy the magic and the differences of the four seasons, which is mostly not possible elsewhere in Europe. Therefore the climate in Latvia is mild and humid, without extreme fluctuations in temperature; however, it s true that the weather conditions are unsettled and changeable. Nevertheless Latvia has four pronounced seasons - winter, spring, summer and autumn. The summer climate in Latvia is warm with an average temperature of 17 C, the peak occasionally going as high as 30 C. During spring and autumn weather is relatively mild but variable, generally humid with the average temperature around 10 C. Fall is popular with nature lovers due to colourful leafage. Winters in Latvia usually starts in mid-december and last till mid - March. The average temperature in winter is around 6 C, the cold can sometimes reach even 20 C. Latvia is a very lush green country for a good reason - it rains quite a lot. Be sure to bring a sturdy umbrella for year around use, warm clothes and sturdy, waterproof boots from September to March/April. 9
10 Language Latvian is the official state language. Latvian belongs to the Baltic branch of the Indo-European language family. Although the official state language is Latvian, you will easily get around by using Russian and English languages. Eating traditions Latvia is a real paradise for gourmands - here you can enjoy a traditional meal as well as modern cuisine. Eating well is popular in Latvia and, also, as Latvia is on the crossroads between East and West, and North and South, you can observe the influence of many different national cuisines and enjoy the result - borrowing the best from each. Meat, fish, potatoes and dairy products are the most popular components of main dish meals. Salads are more often composed of vegetables than of greens, and sour cream or mayonnaise is the preferred dressing. Latvians are still very fond of their traditional dark rye bread. One hundred percent sourdough rye bread is the traditional staple of Latvia, and it is central to Latvian culinary and cultural history price. Many people in Latvia grow their own food, thus, it can be said that ecologically clean food is widely available. Every person living in the countryside grows food for himself and city dwellers can purchase the farm - grown food in so-called green markets. The capital city Riga Riga is the capital of Latvia - a political, cultural and economic centre. More than 1/3 (717 thousands) of Latvia s inhabitants live and work in the capital city. Riga was founded in 1201 and is among most beautiful 10
11 European medieval cities, and is the largest city in the three Baltic states with a population of Riga is well known for its fantastic integration of historic and contemporary architecture. In fact, Riga is considered by many to be the world s best epicentre of Art Nouveau, particularly Jugendstil (German Art Nouveau). Tourists from all over the world admire the city of Riga. The elegant Old Town and distinctive Art Nouveau architecture serve as stimulating setting for a vibrant modern business and cultural life. All ages of contemporary European architecture can be seen in the streets of Riga - they perfectly complement each other and crate the feeling that many things are happening simultaneously in Riga the contemporary fashion fits very well with the medieval buildings and narrow streets. Riga has always been the city of youth, since the majority of Latvian higher educational institutions are located here. Riga has always been the birthplace of new ideas, and students fill the streets with their energy. Travel to Latvia Latvia is easily accessible by land, sea or air, and has the largest railway terminal and international airport in the Baltics. Nineteen different airline companies serve Riga airport, including a number of budget airlines, so it should not be too difficult to find a reasonable ticket. Another way of arriving in Latvia is by ferry. International train routs are currently limited to connections with Moscow and St. Petersburg in Russia, as well as to various destinations in Ukraine. Riga is very well served by extensive bus connections. Bus routes connect Latvia with Belgium, Holland, France, England, Ireland, Norway, Sweden, Germany, the Czech Republic, Russia, Ukraine and Belarus and many other European countries. Check with your local travel agency or transport provider to learn more about connections and prices. Entertainment, sports and leisure Latvia has a vibrant cultural life. Classical and modern music and dance performances are high quality. Folk music and dance traditions are alive and play a large role in everyday life. Riga as a regional centre and Latvia s capital city can offer a wide range of cultural events and entertainment, from bustling nightlife to world-class performances of classical music and ballet, art galleries and leisure activities. Those interested in high arts - opera and ballet will get a real treat from a visit to the Latvian National Opera (LNO). All those, who are attracted by visual arts, 11
12 should visit museums and the numerous art galleries accommodated in the Old Town and the city centre. In some ways Riga is a city that never sleeps. At any time, day or night, you can find a place to sit back and refuel, and the choice and variety of such places is growing rapidly day by day. High-quality entertainment and art enjoyment in an excellent, cosy atmosphere - modern cinemas offer such a conception. Films in Latvian cinemas are mostly shown in the original language and are subtitled (not dubbed) in Latvian and Russian languages. A visit to Latvia will not be a disappointment to sports fans. Ice hockey, football (soccer), tennis, car racing, motorcycle racing all high-level events in the field of sport take place in Latvia - year round, and everybody visiting Latvia can surely go and watch. Ice hockey is certainly the most popular sport in Latvia. Each spring, when the Latvian national team is playing in the World Championship, it is also followed by several thousand Latvian fans who have rightfully been identified as the best hockey fans in the world. Good to know Currency Starting from January 1, 2014, the official transaction currency of Latvia will be the Euro, which is already in use in 17 European Union Member States. Driving in Latvia Foreign driving licenses are valid in Latvia. You must always carry your driving license when driving. Do not drink alcohol and drive! Latvia has stricter regulations than many other countries when it comes to drinking and driving. It is compulsory for both drivers and passengers in the front seats of the cars and light vehicles to have their safety belts fastened when moving. In built-up areas the general limit is 50 km/h, on minor trunk roads the speed limit is 90 km/h. Business hours Shops are usually open Monday to Friday 8/10am - 6/8pm. Some have reduced working hours on Saturdays and Sundays and a few stores close on Sunday. Stores located in shopping centres usually have the same working hours throughout the week. Most food shops stay open until 10pm and are also open on Sunday. Central offices of banks are open 9am to 5pm. Several banks have neighbourhood service centres that have opening hours into the evening and on week-ends. 12
13 Most shops and all banks will be closed on the following public holidays: January 1; Good Friday; Easter Day; May 1; May 4; Mothers Day (second Sunday in May); June 23 (Midsummer); June 24 (St John s Day); Nov 18 (National Day); December 25 & 26; and December 31. If May 4 or November 18 fall on a weekend, the following Monday is free. Higher education in Latvia Latvia successfully participates in the establishment of the European higher education area, that promotes mobility, attracts students and staff from Europe and as well as from other parts of world and is internationally competitive. Higher education institutions of Latvia are active members of international cooperation in the field of education and research. Institutions of higher education promote the development of student competitiveness in the dynamically changing socioeconomic environment in the local and international labour markets. The Latvian higher education system is part of the Bologna process, and, correspondingly, follows the so-called 3-cycle system, where the 1st cycle includes an academic or professional Bachelor degree, the 2nd cycle includes an academic or professional Master degree and the 3rd cycle includes the Doctoral degree. Academic credits in academic and professional programmes may be transferred in order to adjust one s education path to one s specific needs. The system of higher education of Latvia sets a difference between academic and professional higher education. Most of the institutions of higher education offer both academic and professional higher education degree. Academic higher education programmes are based upon fundamental and/ or applied science; they usually comprise a thesis at the end of each stage and lead to a Bachelor s degree and Master s degree Duration of Bachelor s programmes may be 3 or 4 years. Professional higher education programmes are based upon fundamental and applied science that ensures opportunities to prepare for professional activities. In total the duration of professional study programmes is not less than 4 years after secondary education and not less than 2 years after college education. The length of the first level of professional higher education or college education (2-3 years); second level of professional higher education or bachelor degree lasts 4 years but professional Master s studies 1-2 years. Doctoral studies last 3-4 full-time years. 13

15 Enrollment The registration of applicants and the closing dates for applications may vary in different higher education institutions. Admission for autumn semester usually starts from May and ends in August, but for spring semester- from mid- December till the end of January. Students wishing to study in Latvia have to contact and submit their applications directly to the chosen institution. If study agreements do not provide otherwise, foreign students who meet the following requirements may be enrolled in institutions of higher education of Latvia if students have: - corresponding level of education required for admission to the relevant study programme in the chosen institution of higher education; - the relevant education certificate/degree that meets Latvian education standards; - a sufficient level of proficiency in the language(s) of instruction. Upon enrollment students are also issued ISIC (International Student Identity Card). Finding accommodation Some universities have their own student dormitories, others provide assistance with housing search. You should ask the foreign student advisor at your chosen university for advice, since the housing market in Latvia is not very easy to navigate even for locals. Arrival at the university Upon arrival at the university, the student meets with university representatives in order to become acquainted with the programme and to receive answers to any questions. Most frequently it is the staff of the External Relations Department, or members of the student council who look after visiting students. The wellbeing of students is important to each university, thus universities inform foreign students about university life to involve them in social activities. Latvian students have always been helpful and friendly. Most often the student councils are the ones who organise student activities and social life, and membership in these student organizations is open to foreign students as well. 15
16 Tuition fees Tuition fee depends on the chosen institution and the study programme. The range is from 1000 EUR per year in Teacher training programme (4 years of studies) to 10,000 EUR per year for a Dental Surgeon s degree (5 years)to 24,000 EUR for Executive Master of Business Administration studies. Average cost of living per month According to the EURES (European Employment services) data on living and working conditions in Latvia, the country has a fairly low standard of living as compared to other European countries, so students from abroad can spend more on their everyday needs. Flat renting: Accommodation (flat renting, not shared): EUR; accommodation (room renting, shared): EUR. Food: EUR (Meals at the city centre: 5-9 EUR (per meal)) Transportation: EUR. Taxi (from the city centre to suburbs): 7-15 EUR (1 transfer); the monthly tickets for students: EUR (trams, trolleybuses, buses); City centre public transport (one-way) ticket: 1.00 EUR. Leisure, personal needs: 100 EUR (Cinema ticket: 5-10 EUR; Opera ticket: 7-42 EUR; Rock concerts: EUR. Average cost of living per month: EUR per month. Scholarships State Education Development Agency offers scholarships to foreign students and teaching staff for studies, research work and participation in summer schools in Latvia for citizens who are from countries which have signed an Agreement or offer scholarships for Latvian students can apply for the Latvian government scholarships. 17 Visas and residence permits A residence permit is a document providing a foreigner the rights to reside in the Republic of Latvia for a definite period of time (a temporary residence permit) or permanently (a permanent residence permit). A residence permit is necessary if you are willing to reside in the Republic of Latvia for a period of time exceeding 90 days within half a year counting from the first day of entrance. EU citizens can spend up to 90 days a year in Latvia without a visa if they have a valid passport or identity card. For longer periods of stay non- EU citizens, should contact the Office of Citizenship and Migration Affairs Information on OCMA website helps foreigners quickly find relevant information about visa and residence permit, i.e., what documents are required and where application forms can be obtained or documents submitted. Institutions of higher education also provide students with necessary information regarding residence permit. Health insurance Each student must be aware that it is mandatory to obtain health insurance for the entire planned period of stay in the Republic of Latvia. A health insurance is required to be able to receive a Residence Permit. Health insurance policy should guarantee coverage of expenses associated with health care provision in the Republic of Latvia, including expenses associated with return travel to one s country of origin in case of serious health problems. The minimum coverage limit indicated in the policy cannot be less than LVL over the insurance period. Citizens of the European Union Member States, Norway, Liechtenstein, Iceland or Switzerland can use the European Health Insurance Card (EHIC). This document certifies that the holder is a resident of one of the aforementioned countries and is covered by the social insurance system of this country. The card ensures the right to receive necessary or emergency health care to the same extent that it is available under the national social insurance system to the permanent residents of the country in question
