Tuition Grants A limited number of tuition grants have been made available by the Florida Department of Transportation for Florida law enforcement officers, licensed breath test operators, prosecution attorneys, administrative hearing officers and supervisors, FDLE Alcohol Testing Program employees and members of the Technical Advisory Committee on DUI Enforcement and Prosecution to attend IPTM's Symposium on Alcohol and Drug Impaired Driving Enforcement. You will learn how a defense emphasis is shifting from attacks on the certified instrument to a critical and detailed examination of the SFSTs. We will explore some of the latest state tactics, including the use of search warrants in routine chemical test refusals. And you will gain useful information on improving the quality of your courtroom testimony. Results and Recommendations from a Survey of DRE Laboratories Ms. Laurel Farrell, Agent in Charge, Colorado Bureau of Investigation During this session, you will learn why having some uniformity of practice among DRE laboratories would ensure that drugs most frequently associated with driving impairment are consistently evaluated, that appropriate methods are used to screen and confirm the presence of drugs, and that more accurate data is collected on the extent of drug use among drivers. A list of the most frequently encountered drugs in drug impaired driving cases, and recommended analytical cutoffs for screening and confirmation of drugs in blood and urine will be presented. Labor Day National Impaired Driving Crackdown Mr. Randall Smith, Traffic Safety Administrator, Florida Department of Transportation State Safety Office Mr. Roger Doherty, CLEP, Florida Department of Transportation State Safety Office Ms. Sandy Richardson, National Highway Traffic Safety Administration, Region IV The Drunk Driving. Over the Limit. Under Arrest. Labor Day Impaired Driving Crackdown is being held from August 17 to September 3, You will be presented with the national efforts being coordinated by the National Highway Traffic Safety Administration as well as Florida s involvement that is being spearheaded by the Florida Department of Transportation. Strategic Review of DUI Legislation and Transdermal Alcohol Monitoring Ms. Robyn Robertson, President and CEO, Traffic Injury Research Foundation The Traffic Injury Research Foundation (TIRF) has recently completed a guide for policymakers that identifies 10 steps in conducting a strategic review of the DWI system to improve its effectiveness and efficiency. We will explain how this guide, created with input from practitioners across the country, can assist jurisdictions in undertaking their own review of the system. In addition, we will examine the comprehensive reports published by TIRF concerning the use of transdermal alcohol testing, which has become an increasingly popular way to monitor impaired driving offenders for compliance with court-ordered abstinence. 3 Breakout Sessions Tactical Procedures in DUI Enforcement Mr. Greg DiFranza, Coordinator, Drug & Gang Enforcement and Tactical Operations, IPTM Sgt. By giving you concrete information and tactics to defeat attacks before they occur, we will show you how to severely limit the potential for attack whether you are working a checkpoint, making roadside contacts/arrests, or conducting booking operations. What You Should Know About Alcohol Products, Marketing Practices and Underage Drinking Didra BrownTaylor, Ph.D., Clinical Psychologist, UCLA This session will use a hands-on didactic approach that will allow you to experience the challenge in distinguishing between alcoholic and non-alcoholic beverages. You will learn which elements to focus on when looking at various beverages (alcoholic and non-alcoholic) and how to determine whether a household product contains alcohol. In addition, we will discuss collaborative strategies that parents, the medical profession, the faith community, law enforcement and treatment providers can take to help eliminate underage drinking. An Overview of the Administrative Suspension Process Ms. Deborah Todd, Program Manager, Bureau of Administrative Reviews, Florida DHSMV This breakout will provide you with an overview of the Administrative Suspension Process to include sections and Florida Statutes. We will cover the requirements for issuing and processing a suspension pursuant to these statutes and will provide you with information on the hearing review process from the request for review to the final order. Performance Measurements and Impaired Driving: Making Partnerships and Numbers Work for Your Program Sgt. Steve Johnson, Washington State Patrol In today s environment, you are probably collecting and reporting data that can be used to measure everything from specific individual performance to your agency s impact on public safety. What does this mean to you as an officer, prosecutor, supervisor, coordinator or program manager? How can you advantage of the current concepts, philosophies and management theories to benefit you and your program? We will look at some of these concepts and identify strategies that will lead to mutual success. DUI: A Prosecutor s Perspective/Combating DUI Defenses Mr. Matt Olszewski, DUI Staff Attorney, Florida Prosecuting Attorneys Association This session will explore exactly what prosecutors look for and expect in a DUI report. You will learn the details and questions that prosecutors need answered in order to successfully prosecute DUI cases and combat the typical DUI defenses that often arise in motions and trial. Hear Me Now and Remember What I Said Ms. Kimberly Overton, Traffic Safety Resource Prosecutor, North Carolina Conference of District Attorneys Have you ever wondered why the jury verdict was not guilty when you know that every element of the crime was met? Have you ever thought, "Did they hear a word I said?" If either of these questions have ever entered your mind, this is the session for you. Come and learn how to present your case and make sure what you say is remembered. Painting the Picture: The Visual DUI from Roadside to Courtroom Ms. Elizabeth Earlywine, Traffic Safety Resource Prosecutor, Illinois Department of Transportation Mr. Mark Neil, Traffic Safety Resource Prosecutor, West Virginia Prosecuting Attorneys Institute Many of us are visual learners and we can understand something better if we can see it in our mind. This breakout session will give you effective techniques that can be used to more effectively paint the picture of the defendant s impairment for the judge or jury. Boating Under the Influence Deputy David Rosado, St. Johns County (Florida) Sheriff s Office This breakout will help you understand the legal aspects of identifying boat operators who are under the influence of drugs and/or alcohol. We will show you how standardized field sobriety tests are used in BUI investigations and their validation in the marine environment. BUI operations and checkpoints will be discussed and we will offer you a chance to be part of a question and answer session. The Art and Science of DRE Reconstruction Sgt. Tom Page (retired), Los Angeles Police Department Ms. Nina Emerson, Director, Resource Center on Impaired Driving, University of Wisconsin Law School This session will provide you with an overview of DRE Reconstruction. We will show you the typical pieces of evidence that need to be collected at the scene, such as evidence of driving, witness accounts, evidence of drug use and associated paraphernalia and toxicological analysis. Two case studies in which DRE Reconstruction was successfully used in support of the prosecution will also be explored. You must be present at 5:00pm on June 28 th to receive your certificate.

4 Breakout Sessions Legislative Update Mr. Pete Stoumbelis, Manager of Program Operations, Florida DHSMV Mr. Stoumbelis will present the new laws passed during the recent legislative session and their impact on law enforcement procedures. He will also discuss current issues concerning driver licenses and administrative hearings and what police officers need to know. Florida DUI Case Law Update Mr. Lee Cohen, Assistant State Attorney, 17th Judicial Circuit Always a popular session, Mr. Cohen will give you a comprehensive update on the DUI case law in Florida and what you need to know as a law enforcement officer. Pertinent cases that have surfaced and their effects upon procedures and prosecution will be discussed. Florida DUI Programs Overview: A Model for the Nation Ms. Sue Holley, Associate Executive Director, Northeast Florida Safety Council, Inc. Ms. Felecia Ford, Operations and Management Consultant Manager, Florida DHSMV Developed to create prevention and intervention programs, Florida s DUI System is the most effective and up-to-date system in the nation. With the involvement of many groups and organizations, this system identified and addressed the need for assessing the at-risk driver. It provides a means of addressing possible rehabilitation of the offender, or, at a minimum, helps the offender make choices in their lifestyle that will leave the innocent public safe. MADD Court Monitoring Ms. Angela Downes, Court Monitoring Program Coordinator, MADD National MADD s Court Monitoring program sends volunteers trained in court procedures into the courtroom to observe cases and note the outcomes. You will see how this program creates public awareness that will eventually create an environment for swift and appreciate justice of impaired driving cases. It also fosters a better working relationship between the legal community and society. Clearing the Air on the 8000 Ms. Laura Barfield, Program Administrator, FDLE Alcohol Testing Program During this session, we will discuss how the Intoxilyzer 8000 works, the messages received when conducting breath tests and what these messages actually mean. We will also explore the issue regarding software version , the electronic records maintained by the Florida Department of Law Enforcement, and the maintenance of the Intoxilyzer After the Symposium, stay an extra day to take advantage of one of these 8-hour training opportunities: June 29, 2007; Naples, Florida Traffic Crash Reporting Workshop* (Train-the-Trainer) This is a train-the-trainers course that will update you on the recent revisions to the Florida Traffic Crash Reporting Manual and acquaint you with statewide efforts to improve the quality of information received from law enforcement crash reports. We will show you the importance of accurate crash reports and how this information is used for a variety of purposes, including the level of funding that Florida receives for highway construction and safety. And because the entire system depends upon the information contained in the original crash reports, you will learn how to teach the process and establish procedures in order to provide more accurate crash data. In addition to forms management, you will learn how to develop and maintain an efficient and effective review system as well as follow-up crash reporting procedures. We will discuss the most common errors in crash reporting and how your training can help reduce their frequency. You will also participate in a class exercise involving crash damage estimates, location information, crash causes and contributing factors. Although primarily intended for department and criminal justice trainers involved in recruiting, FTO and in-service training, this class will also benefit all law enforcement officers, managers and administrators. Topics include: Overview of highway safety programs Florida Traffic Crash Reporting Manual revisions Problems affecting quality crash data Developing effective review systems Crash forms management The importance of accurate crash reports Crash report practicum exercise DRE Recertification Training* As required by the Drug Evaluation Classification Program international standards, every DRE must receive a minimum of 8 hours of recertification training within two years of their most recent certification. This program will feature Dr. Jack Richman, an ophthalmologist, to bring you the latest information on issues that pertain to the DECP and will fulfill the requirements of the mandatory 8-hour training. * For Florida Law Enforcement Officers, a limited number of tuition grants have been made available for these courses by the Florida Department of Transportation.
